in 900 gram panchayats
of the state. CM Gehlot
has given approval for
creation of new posts

sub-centres.
With this, a new post
of one livestock assis-
tant and one water
bearer (total 1800 posts)
will be created in each
sub-centre. With this
decision, animal rear-
ers will be able to get
better facilities and
treatment of diseases
related to animals at the
local level only
.
CM Gehlot has also
approved the proposal
for establishment of
Cattle feed plants to be
set up in Nathdwara.
With this decision, more
quantity of animal feed
will be produced and
quality feed will be eas-
ily available for the ani-
mals. The amount for
the establishment will
be spent through the
District Mineral Foun-
dation Trust (DMFT).

The Deputy LoP Rajendra Rathore has tweeted in support
of doctors on strike. He tweeted, “It is unfortunate that all
the objections of the doctors regarding the RTH Bill have been
ignored. Their voices were crushed using sticks. The state govt
passed the bill in a hurry in the election year and instead of
providing relief to common man, it has put them in trouble.” He
said that the govt calls the RTH as its achievement but the doc-
tors in the state have taken to the streets to opposing the bill.

tate Civil University Service Association Federation on
Friday held a press conference in OTS for its upcoming
convention. During the press conference, a representative
from West Bengal said that first there is a state civil service in
West Bengal and we are demanding to be given A-class service
status. “Cadre management was disturbed in promotion from
State Civil Services to IAS. It was disturbed even at the IAS
level. Senior posts should be given to the State Civil Service,”
said the representative. They demanded that 20 percent of
posts of IAS level should be given to state civil service.
Governor Kalraj Mishra on Friday participated virtually in
the One World TB Conference in Varanasi. The confer-
ence was organised on World TB Day in which through
video conferencing from Raj Bhavan. In the conference,
Prime Minister Narendra Modi launched several major
initiatives towards eradicating Tuberculosis. Mishra later
informed that under the Prime Minister’s TB-free India cam-
paign, regular monitoring of the progress of works being
done in Rajasthan towards the goal of eliminating tubercu-
losis by the year 2025 is being done by the TB eradication
cell at Raj Bhavan. He called upon all the people of the state
to work together to get rid of this disease from every gram
panchayat during the campaign period.

tion Agency (NIA) on
Friday attached two of-
fices of the banned Pop-
ular Front of India (PFI)
in State, which were be-
ing used by the accused
persons and the cadres
of the outfit for organ-
izing terror training
camps.These offices
were based in Jaipur
and Kota and the NIA at-
tached them under the
provisions of the Un-
lawful Activities (Pre-
vention) Act, 1967, as the
‘proceeds of terrorism’.
The properties at-
tached by the NIA in-
clude the PFI offices lo-
cated at House no. 256,
near Punjab National
Bank, Moti Dungari
Road in Rajasthan’s
Jaipur district; and an-
other office near Ara-
keen Badi Masjid, Ma-
drasa Furkania, Lalji
Ghati Ladpura in Ra-
jasthan’s Kota.
During its investiga-
tion in the case regis-
tered in September 2022,
the NIA said it was
learned that “the office
of the PFI situated at
Jaipur and Kota were
being used by the ac-
cused persons and the
cadres of the outfit for
organizing terror train-
ing camps”.

sues a judge has to face while sit-
ting in the court for long hours.
How severe this problem is can
be best understood by the deci-
sion of the Delhi High Court’s
Justice Pratibha M. Singh to
stand intermittently while con-
ducting the proceedings. Seeing
Justice Singh stand and hear ar-
guments made a unique sight on
Friday but it draws attention to
the serious health issue. “As
judges we spend 14-16 hours sit-
ting on chairs. It takes a toll on
our health,” she said. Justice
Singh went on to explain that her
doctors have advised her to take
hourly breaks and as that was
not possible, she decided to stand
up. With 50 cases listed before
her, Justice Singh kept standing
from 12.30 pm to 1.30 pm and then
from 3.45 pm till 4.25 pm to con-
duct the proceedings. She has set
a new precedent.

president Sharad Pawar
chaired a meeting of some
opposition leaders on elec-
tronic voting machines
(EVMs). Pawar said that ef-
ficacy of EVMs was crucial
for free and fair elections and
the Election Commission
should allay all doubts re-
garding EVMs. Leaders of
the Congress, Samajwadi
Party, Bharat Rashtra
Samithi (BRS) and Shiv Sena,
besides Kapil Sibal, who at-
tended the meeting, rejected
the EC’s plan to use EVMs to
allow remote voting for mi-
grant workers.
West Bengal Chief Minis-
ter Mamata Banerjee was

skip. Presumably because
they have the same inclina-
tion towards the BJP, Mama-

In a move indicating a pos-
sible coming together of op-
position parties barring the

torate to target leaders of op-
position parties. Chief Jus-
tice of India DY Chandra-
chud agreed to consider the
plea on April 5. The parties
have requested the apex
court to lay down pre and
post arrest guidelines for the
two agencies as “ninety-five
per cent cases are against op-
position leaders. The court

tries and enhanced economic
and defence ties. From the re-
vival of the term ‘Indo-Pacif-

Open Indo-Pacific’ in 2016, In-
diaandJapanhavebeeninter-
acting both intensively and
extensively over the last two
decades. Though the term is a
geopolitical construct, it has
acquired multi-dimensionali-
ty over the years. Bilaterally,
India is the largest recipient
of Japanese Official Develop-
ment Assistance (ODA) in re-
cent years. Japan’s invest-
mentsintheIndianindustrial
sector are reflected in the sev-
eral special economic zones
(SEZs) across the country

New Delhi and Tokyo are also
collaborating on matters of
defence and security
.
In the geostrategic context,
Indian and Japanese security
perceptions converge in the
region with China being the
primary driver of common
apprehensions. Though a big-
ger and formidable trading
partner of China, Japan faces
issues related to territorial
claims in the Sea of Japan.
These challenges are like In-
dia’s territorial and border
claims, the major difference
being that they are maritime.
Chinese actions regularly
threaten Japanese sovereign-
tyintheSenkakuislands,just
as India’s northern border
and territories witness Chi-
neseaggression.Theseissues,
however,arepeculiartosover-
eign territorial assertion in
their respective regions. For
Japan, however, the threat is
complex in nature with pres-
ence of North Korea, China
and Russia in the region.
Northeast Asia, from a geo-
strategic perspective is an arc
of instability with three ma-
jor realms (Trade Dependent
Atlantic-Pacific Realm of the
United States (US), Heartlan-
dic Realm of Russia and East
Asian Realm of China) con-
verging in the region.
In Indo-Pacific, the mari-
time mega-region, India and
Japan have joined the rein-
vented QUAD with Australia
and the US. Initially a human-
itarian partnership in the
wake of Tsunami of 2004, it is
now clearly a strategic group-
ing. With Japan, India and
Australiabeingnaturalstake-
holders in the region, the US
perhaps provides the connect
and military muscle to the re-
gional powers. New Delhi,
Tokyo and Canberra also are
part of the Trilateral Supply
Chain Resilience Initiative in
the wake of the pandemic.
For India, a traditional eco-
nomic beneficiary of the Ja-
pan led Asian Development
Bank,theburgeoningpartner-
ship could reap tangible ben-
efits. Modi Government’s
quest to create world class in-
frastructure in the country
already has significant Japa-
nese imprint. The much-tout-
ed Mumbai-Ahmedabad High
Speed Rail Corridor, multiple
metro projects and the Dedi-
cated Freight Corridor are be-
ingconstructedwithJapanese
investment and technology
.

Furthermore, bilateral de-
fenceandtechnologycoopera-
tionwithIndiafeaturedprom-
inentlyinstatementsreleased
after the summit meeting. Ja-
pan’s cooperation in enhanc-
ingtechnologicalcompetitive-
ness of the Indian industry is
crucialforIndia.Suchcollabo-
ration will be more effective
andbeneficialwhencombined
with the fact that Japanese in-
dustry are gradually shifting
their manufacturing bases
from China. India could pro-
vide a robust alternative.
India and Japan in their
respective regions (Indian
Ocean and Northwest Pacific)
are naval powers of repute.
India with its dominant stra-
tegic location and a strong
navy aspires to be a net secu-
rity provider in the Indian
Ocean Region. Similarly, the
Japanese Maritime Self De-
fence Force or the Japanese
Navy is one of the most pow-
erful in the world and is likely
to make an impact on the in-
ternational security architec-
ture sooner than later. Early
signs of closer defence coop-
eration are visible between
the two. Military exercises,
namely ‘Exercise Veer Guard-
ian’ (Air Force) in January
2023 near Tokyo and another
named ‘Exercise Dharma
Guardian’ (Army) in Febru-
ary 2023 in Shiga province
were conducted. Over the
years Japan and Australia
have participated in the India
led MALABAR naval exercise
in the Indian Ocean.
With cooperation between
G-7 and G-20 as Japan is the

CT Ravikumar and Sanjay Karol also upheld Section 10(a)
(i) of the UAPA which makes membership of an association,
which has been declared to be unlawful, to be an offence.
DELHI HC SEEKS CHILD RIGHTS BODY’S
RESPONSE ON PIL AGAINST RAHUL GANDHI
New Delhi: The Delhi High Court on Friday sought a
response from the National Commission for Protection
of Child Rights (NCPCR) on a plea filed against Con-
gress leader Rahul Gandhi in connection with his tweet
revealing the identity of the relatives of a minor who was
raped and murdered in 2021. The Bench of Justice Satish
Chander Sharma and Justice Sachin Datta on Friday listed
the matter for July 27, after issuing notice to the NCPCR.
Earlier NCPCR counsel submitted that it wants to support
and joint hand with the petitioner in the matter.
30 MPs DETAINED DURING OPPN’S
‘DEMOCRACY IN DANGER’ PROTEST
New Delhi: Over 30 opposition MPs, including those
from the Congress, were detained on Friday as they took
out a protest march from Parliament House, alleging
that democracy is in “danger” and demanding a JPC
probe into the Adani issue. Prominent leaders, including
K C Venugopal, Adhir Chowdhury, K Suresh, Manickam
Tagore, Imran Pratapgarhi and Mohammed Javed, were
stopped by the police and detained at Vijay Chowk here
for violating prohibitory orders, the opposition said.
“Over 30 MPs from opposition parties had to be detained
for violation of Section 144 (prohibitory orders),” a sen-
ior Delhi Police officer said. The Delhi Police said those
detained have been taken to a nearby police station.

ondly, if the Opposition
unity is seen forming
then the BJP and the
Central government
will try to break that
unity in one way or the
other.
Many parties of Op-
position are also wor-
ried that if they show
more closeness to the
Congress, then the Cen-
tral agencies will be af-
ter them. However, it is
the belief of the Opposi-
tion that if they all ap-
pear to be fighting
among themselves, the
BJP would be careless.

he can be made the
President of the Delhi
Pradesh Congress or
the National President
of Youth Congress.
Youth Congress Presi-
dent BV Srinivas is 42
years old and has been
working as the Presi-
dent for almost four
years. That’s why there
has to be a new presi-
dent in his place. Srini-
vas may find a place in
Mallikarjun Kharge’s
central team. Looking
at his activeness and his
popularity, he can be
made the general secre-
tary in charge of a
state. But many Con-
gress leaders are of the
view that making Kan-
haiya Kumar the Youth
Congress president in
his place will not be
very effective.
Kanhaiya Kumar can
be more effective as
state president in Delhi.
Keep in mind that the
Bharatiya Janata Party
has been trying to get
the migrant votes in
Delhi for the last sever-
al years, but has not
been successful. Manoj
Tiwari, a resident of Bi-
har, and Satish Upad-
hyay of Uttar Pradesh
were made the state
president of Delhi by
the BJP. Now after get-
ting tired, BJP has re-
turned to its old Punja-
bi and Vaish politics
and has made Virendra
Sachdeva the working
president. In this sense
too, there is an opportu-
nity for the Congress to
hand over the command
of the party to a person
from Purvanchal. Kan-
haiya fits this scale.
He is from Bihar, has
lived in Delhi and stud-
ied at Jawaharlal Nehru
University (JNU), is a
good orator and has tak-
en organizational train-
ing while living in the
Communist Party
.
That’s why he can be
useful to the Congress.
After all, Sheila Dikshit
from Uttar Pradesh had
helped the Congress
gain a foothold in Delhi
and because of her the
vote of Purvanchal was
associated with the Con-
gress. Whether Kanhai-
ya Kumar will be able to
do exactly that or not, it
cannot be said, but it is
surethatif theCongress
gives him the charge of
the Delhi Pradesh, he
will make an impact in
the migrant vote. With
this, the momentum for
the Congress can also
be created.
The difficulty is that
he is not a traditional
Congressman like Shei-
la Dikshit and because
of this the big leaders
of the Delhi Pradesh
Congress will find it dif-
ficult to work with him.
In Delhi, the Congress
has few young leaders
left and most of the
leaders are old. From
Jaiprakash Agarwal in
charge of Madhya
Pradesh to Ajay Maken
and from Mangatram
Singhal, Kiran Walia to
Sandeep Dixit, all have
been MPs, MLAs and
ministers. Kanhaiya,
on the other hand, has
contested elections only
once. Old leaders will
feel uncomfortable
working with him.
That’s why lobbying
has started that he is
young so he should be
made the President of
Youth Congress. Delhi
Pradesh Congress lead-
ers are also arguing
that the migrant vote
has gone towards the
Aam Aadmi Party and
considering the
schemes launched by
the AAP government, it
will be difficult to bring
the migrant vote back
to the Congress.

laundering investigation linked to
an alleged bank fraud case against

able property is named Ambience
Tower and it belongs to a company called Ambience Towers
Pvt Ltd, a firm of the Ambience Group promoted by Raj Singh
Gehlot, ED said in a statement. A provisional order, under the
Prevention of Money Laundering Act, was issued by the ED to
attach the commercial building worth Rs 252.17 crore.
Imphal: A mild intensity earthquake measuring 3.9 on the
Richter Scale hit parts of Manipur on Friday, the National
Centre for Seismology (NCS) said.
The NCS said that the tremor hit
Manipur’s Moirang and adjoining
areas on Friday morning. The
quake struck at a depth of 51 km
from the surface. There was no
immediate report of any casualty or damage to property. Suc-
cessive earthquakes in the mountainous northeastern states,

servants according to
the nature of the crime
and different situations.
Under these guide-
lines issued by the De-
partment of Personnel,
if the police or the con-
cerned investigating
agency does not present
the challan in the court
fortwoyearsinthecrim-
inal case related to any
publicservant, then the
case can be placed be-
fore the committee for
reinstatement.
The committee will
look into the facts, na-
ture of allegations, and
seriousness aspects of
each case.
Considering their
merits, the committee
will recommend rein-
stating the personnel.
Instructions have
been given to immedi-
ately suspend the con-
cerned public servant
if caught red-handed
while taking bribes
and kept in custody for
48 hours.
In such cases, if the
prosecution is sanc-
tioned and the challan
is presented in the
court, the cases will be
placed before the review
committee for reinstate-
ment from suspension.
A broad line of action
has been laid down for
suspension, reinstate-
ment or other actions in

people do not have to
travel long distance.

RTO offices operating
in the state, which are
very less according to
the population and ac-

to travel about 300 kilo-
meters to go to the RTO
headquarters to get the
work related to the
transport department
done which is causing
economic loss to the
people, and also wastes

The Transport and
Road Safety Depart-

pressure of vehicles on
the roads, but the less
number of RTO offices
and long distance trav-

the matter that at pre-
sent no summons will
be issued to CM Ashok
Gehlot. The court gave

while, the court has

tion report by April 25,
when the next hearing

In its order, the Rouse

“Wednesday Auction
Festival” scheme of Ra-
jasthan Housing Board
is still attracting cus-
tomers by the hun-
dreds. On this Wednes-
day also 310 houses
were sold, due to which
the Board earned a rev-
enue of more than Rs
44.77 crore.

Pawan Arora said that
the auction festival
scheme was started on
Wednesday to sell about
20,000 unsold surplus
houses of the Housing
Board, in which the
scheme ‘10 percent diji-
ye, griha pravesh kijiye’
was also included. The
bid/auction proposal
can be submitted online
every Monday from 10
am to 4 pm by visiting
the help desk of all the
offices of the Housing
Board, sitting at home
or at e-mitra.
Arora said, “Just a
week back, 550 flats
were added in Pratap
Nagar’s Dwarkapuri
scheme in the auction
festival e-bid submis-
sion. The faith of the
commonpeopletowards
the Housing Board is
getting stronger day by
day. This is the reason
that out of the above 550

The RHB Commissioner Pawan Arora said that 29 ground
floor flats were added to the Dwarkapuri scheme in the
auction festival on Wednesday, whose minimum bid price
was kept at Rs 9.33 lakh, which was sold for about Rs 31.66
lakh. Similarly, the rest of the flats have also been sold at
double-triple prices. “Real estate pundits are also surprised
that a flat in Pratap Nagar is available for Rs 20 to 25 lakh,
whereas flats in RHB are being sold for up to Rs 31 lakh.
The brand value of theRHB and the trust of the people is the
only thing, due to which, today houses are being sold at two
to three times the price. About 1,200 people participated in
the auction in this scheme of Pratap Nagar  EMD amount
of remaining people was returned without any application in
just 72 hours, so that they can participate in auction again on
Monday. The reason for scheme’s success is that the RHB is
the first such institution, which does not ask for any applica-
tion to return the EMD amount, but automatically the amount
is returned to the accounts within 72 hours,” Arora said.

Similarly, the Japanese Maritime Self De- fence Force or the Japanese Navy is one of the most pow- erful in the world and is likely to make an impact on the in- ternational security architec- ture sooner than later. Early signs of closer defence coop- eration are visible between the two. Military exercises, namely ‘Exercise Veer Guard- ian’ (Air Force) in January 2023 near Tokyo and another named ‘Exercise Dharma Guardian’ (Army) in Febru- ary 2023 in Shiga province were conducted. Over the years Japan and Australia have participated in the India led MALABAR naval exercise in the Indian Ocean. With cooperation between G-7 and G-20 as Japan is the current president of the for- mer and India of the latter, this partnership could ac- quire global dimensions. Special Judge M K Nagpal reserved his order on the Aam Aadmi Party leader’s plea seeking regular bail in the case after the CBI handed over a short note regarding its contention in the case. The former Delhi Deputy Chief Minister was arrested by the Central Bureau of Investigation last month. DELHI HC SEEKS CHILD RIGHTS BODY’S RESPONSE ON PIL AGAINST RAHUL GANDHI New Delhi: The Delhi High Court on Friday sought a response from the National Commission for Protection of Child Rights (NCPCR) on a plea filed against Con- gress leader Rahul Gandhi in connection with his tweet revealing the identity of the relatives of a minor who was raped and murdered in 2021. The Bench of Justice Satish Chander Sharma and Justice Sachin Datta on Friday listed the matter for July 27, after issuing notice to the NCPCR. Earlier NCPCR counsel submitted that it wants to support and joint hand with the petitioner in the matter. 30 MPs DETAINED DURING OPPN’S ‘DEMOCRACY IN DANGER’ PROTEST New Delhi: Over 30 opposition MPs, including those from the Congress, were detained on Friday as they took out a protest march from Parliament House, alleging that democracy is in “danger” and demanding a JPC probe into the Adani issue. Prominent leaders, including K C Venugopal, Adhir Chowdhury, K Suresh, Manickam Tagore, Imran Pratapgarhi and Mohammed Javed, were stopped by the police and detained at Vijay Chowk here for violating prohibitory orders, the opposition said. “Over 30 MPs from opposition parties had to be detained for violation of Section 144 (prohibitory orders),” a sen- ior Delhi Police officer said. The Delhi Police said those detained have been taken to a nearby police station. Sharat K Verma New Delhi: Are the Op- position parties fight- ing with each other un- der some strategy or is their fight genuine? This is a million dollar question. Leaders of different parties are giving different an- swers to this question in informal conversa- tions. An informed leader working on the strategy of Opposition unity says that by the time elections come, all the parties will unite. He says that there is no use in creating unity now, on the contrary, this could lead to a loss. If the Opposition unity is formed now and it is de- cided that the Opposi- tion will fight the elec- tions together with the Congress, then there will be a stampede among the leaders and workers of all the par- ties and conflict will increase at the ground level. That’s why the parties are doing differ- ent politics right now. Opposition parties are also thinking that if there is a message of unity from now on, BJP will be on alert and its preparations will be done accordingly. Sec- ondly, if the Opposition unity is seen forming then the BJP and the Central government will try to break that unity in one way or the other. It is being told that he can be made the President of the Delhi Pradesh Congress or the National President of Youth Congress. Youth Congress Presi- dent BV Srinivas is 42 years old and has been working as the Presi- dent for almost four years. That’s why there has to be a new presi- dent in his place. Srini- vas may find a place in Mallikarjun Kharge’s central team. Looking at his activeness and his popularity, he can be made the general secre- tary in charge of a state. But many Con- gress leaders are of the view that making Kan- haiya Kumar the Youth Congress president in his place will not be very effective. Kanhaiya Kumar can be more effective as state president in Delhi. Keep in mind that the Bharatiya Janata Party has been trying to get the migrant votes in Delhi for the last sever- al years, but has not been successful. Manoj Tiwari, a resident of Bi- har, and Satish Upad- hyay of Uttar Pradesh were made the state president of Delhi by the BJP. Now after get- ting tired, BJP has re- turned to its old Punja- bi and Vaish politics and has made Virendra Sachdeva the working president. In this sense too, there is an opportu- nity for the Congress to hand over the command of the party to a person from Purvanchal. Kan- haiya fits this scale. He is from Bihar, has lived in Delhi and stud- ied at Jawaharlal Nehru University (JNU), is a good orator and has tak- en organizational train- ing while living in the Communist Party . That’s why he can be useful to the Congress. After all, Sheila Dikshit from Uttar Pradesh had helped the Congress gain a foothold in Delhi and because of her the vote of Purvanchal was associated with the Con- gress. Whether Kanhai- ya Kumar will be able to do exactly that or not, it cannot be said, but it is surethatif theCongress gives him the charge of the Delhi Pradesh, he will make an impact in the migrant vote. With this, the momentum for the Congress can also be created. The difficulty is that he is not a traditional Congressman like Shei- la Dikshit and because of this the big leaders of the Delhi Pradesh Congress will find it dif- ficult to work with him. In Delhi, the Congress has few young leaders left and most of the leaders are old. From Jaiprakash Agarwal in charge of Madhya Pradesh to Ajay Maken and from Mangatram Singhal, Kiran Walia to Sandeep Dixit, all have been MPs, MLAs and ministers. Kanhaiya, on the other hand, has contested elections only once. Old leaders will feel uncomfortable working with him. That’s why lobbying has started that he is young so he should be made the President of Youth Congress. Delhi Pradesh Congress lead- ers are also arguing that the migrant vote has gone towards the Aam Aadmi Party and considering the schemes launched by the AAP government, it will be difficult to bring the migrant vote back to the Congress. The action was jointly taken by the DST team and the Ghatoli Police Station team,” police said. `87.50 cr grant for onion storage structures to benefit 10K farmers First India Bureau Jaipur: 10,000 farmers of the state will get a grant of Rs 87.50 crore for the construction of low-cost onion storage structures. Chief Minis- terAshokGehlothasap- proved the proposal for the grant. In this, a total of Rs 34.12 crore will be spent including Rs 21.87 crorefor2500onionstor- age structures Rs 12.25 crore for 1400 on- ion storage structures under Rashtriya Krishi Vikas Yojana. In addition, an ex- penditure of Rs 53.37 crore will be made from the Farmers Welfare Fund for 6100 onion storage structures. The cost of construction of onion storage structures is es- timated to be around Rs 1.75 lakh per unit. A pro- vision has been made to provide 50 percent amount (maximum Rs. 87,500) per unit as a grant to the farmers for construction. It is note- worthy that the Chief Minister had an- nounced a grant for the construction of onion storage structures in the agriculture budget for the year 2023-24. Sumit Kumar New Delhi: In the defa- mation case on Ra- jasthan Chief Minister Ashok Gehlot by Union Minister Gajendra Sin- gh Shekhawat, on Fri- day, Delhi’s Rouse Ave- nue Court ordered on the matter that at pre- sent no summons will be issued to CM Ashok Gehlot. The court gave instructions to the Joint Commissioner of Delhi Police to investi- gate Gehlot’s allega- tions in the case. Mean- while, the court has sought the investiga- tion report by April 25, when the next hearing of the case will be con- ducted.
