Gehlot said that it
was due to the coop-
eration of the people
of the state that the
state had a 77% recov-
ery rate which is
highest in the coun-
try. The mortality
rate at 2.32% is also
lesser than many oth-
er states.
He appealed to public
representatives, gov-
ernment officials, bha-
mashahs, NGOs and
social organisations to
take the campaign in
the right earnest and
make it a success.
CM said the aim of
the campaign is to in-
crease the recovery rate
faster and decrease the
mortality rate so that it
ultimately turns zero.
It is noteworthy
that Rajasthan is the
first state in the coun-
try to launch such an
awareness campaign,
already having im-
mense success in con-
taining the virus in-
fection so far.

paign when he believed
that the state health and
administrative machin-
ery had started getting
complacent due its suc-

tants, including a Paki-
stani national, were
killed in two separate
encounters in Jammu
and Kashmir’s Srina-
gar and Kulgam dis-

hours, a senior police
official said on Sunday.

rooq Langoo who, ac-

cords, was involved in
the killing of two BSF

of the Ultra Tech Ce-

Light to moderate
rainfall was recorded
in some parts of east-
ern Rajasthan during
the past 24 hours, the
Meteorological depart-
ment said on Sunday.
During this period, 27
mm rain was recorded
in Aklera of Jhalawar,
followed by 27 mm in
Alwar and 20 mm in
Bhainsrodgarh of Chit-
torgarh, MeT said.
Some other locations
which received rainfall
were Mandalgarh in
Bhilwara (19 mm), Be-
gun in Chittorgarh (18
mm), Bijolia in
Bhilwara (16 mm) and
Mahua in Dausa (15
mm), the meteorologi-
cal department said.
MeT said Manohart-
hana of Jhalawar re-
ceived 16 mm rainfall,
Behror in Alwar (13
mm) and 9 mm each in
Lalsot, Mandana, Tija-
ra, Srimadhopur and
Sikar. From Sunday
morning to evening,
Churu and Kota re-
corded 5.8 mm and 1.3
mm rainfall respective-
ly, the MeT department
added.
Meanwhile, the day
temperature at most
places in the state
dropped by one to two
degrees Celsius as com-
pared to Saturday, the
meteorological depart-
ment said. The highest
day temperature in the
state was recorded in
Sri Ganganagar at 41.9
degree Celsius, followed
by 41 degrees Celsius in
Bikaner, it said.
Churu, Kota, Jaipur
and Jaisalmer recorded
their respective highs
at 40, 39.9, 39.8 and 39.5
degrees Celsius, the
MeT department said.
The maximum tem-
perature in Barmer was
39 degrees Celsius,
Ajmer and Jodhpur (38
degrees Celsius each)
and 34.6 degrees Celsius
in Dabok, it said. It was
a pre-monsoon rain. An
alert has thus been is-
sued for the same.

Jaipur: The famous
Salasar temple in Chu-
ru will not open for
devotees before July 31
in view of coronavirus
pandemic, according to
temple management.
The management has
taken the decision keep-
ing in mind the safety
of devotees, temple
priest Mangilal said.
He said the decision

FUNDS TO
ARMED FORCESfter the stand-off in Galwan valley
of eastern Ladakh which ended in
bloody clashes on June 15, the de-
fence forces are said to have start-
ed preparing an inventory of
weapons which they are either short of or
would need in warfare. The cost of the weap-
ons should not exceed more than Rs 500 crore.
To facilitate this, the Central government has
granted emergency financial powers to the
three forces.
According to a report “…the defence forces
in consultation with the Department of Mili-
tary Affairs go in for buying any weapon
which they feel would be required for war
fighting or are short of in their inventory”.
The report said that the three forces have
started preparing a list of equipment and
weapons that are required so that with timely
purchasestheyremainbattlereadyinaneven-
tuality.
The state-owned ordnance factories have
disappointed both in terms of quality and
quantity with their products. Zittara assault
rifle which an ordnance factory produced in
arrangement with Israeli Weapons Industry
(IWI) was rejected by the army. Subsequently
IWI tied up with Punj Lloyd and the rifle met
the army’s approval. With the 2016 Arms Act
the private sector can be involved in weapons
production and it is now for the three services
to decide whether they want to buy the weap-
ons from a foreign or domestic manufacturer.
In the meanwhile Defence Minister Ra-
jnath Singh met the military top brass on
Sunday to take stock of the situation in
Ladakh in the aftermath of the Galwan
valley clash over a Chinese observation
post built on the Indian side of the LAC.
Initially the Chinese removed the post but
put it back again which reportedly led to
three brawls in which 20 Indian soldiers
and an unspecified number of Chinese
were killed.
Singh told the military brass to maintain a
strictvigilonChineseactivitiesontheground,
in strategic sea lanes and in airspace. India
has already ramped up its defences along the
over 3000 km border with China. The forces
have been told to discard the practice of not
using firearms in the event of face-offs.
The meeting was attended by the Chief
of Defence Staff General Bipin Rawat,
Army Chief Gen MM Naravane, Naval
Chief Admiral Karambir and Air Marshal
RKS Bhadauria.
While the government tries to come to
grips with the LAC situation, its political
fallout has led to a bitter war of words be-
tween the BJP and the Congress, which
continues to pose questions. After the Con-
gress scion Rahul Gandhi called the prime
minister “surrender Modi,” the ruling
party leaders launched a vicious attack on

kar’s Preamble: A Secret Histo-
ry of the Constitution of India”
offers a very interesting insight
intothemakingof thePreamble
to our Constitution. Though in
thestrictestsense,thePreamble
is not part of the Constitution,
andisnotenforceable,itsetsthe
context of what the Constitu-
tion contains. Rathore argues
that the key terms and words
used in the Preamble have the
definitive stamp of Ambedkar,
especially when we closely ana-
lyse how it is different from the
Objectives Resolution of Nehru
and the several other drafts for
the Preamble which were under
consideration.
Rathore also explains that a
Preamble has three parts: the
Declaratory Part, the Descrip-
tive part and the Objectives
part. The Declaratory part in
our Preamble is “ WE THE
PEOPLE OF INDIA’ … and ‘IN
OUR CONSTITUENT ASSEM-
BLY, this twenty sixth day of
November, 1949, do HEREBY
ADOPT, ENACT AND GIVE TO
OURSELVES THIS CONSTI-
TUTION”. The Objectives part
of the original Preamble to the
Constitution reads ‘having sol-
emnly resolved to constitute
India into a SOVEREIGN DEM-
OCRATIC REPUBLIC’. Then
there is the descriptive part
which explains how the aims
and objectives are to be
achieved, and it says ‘to secure
to all its citizens, JUSTICE, so-
cial, economic and political,
LIBERTY of thought, expres-
sion, belief, faith and worship,
EQUALITY of status and of op-
portunity; and to promote
among them all, FRATERNITY
assuring the dignity of the in-
dividual and the unity of the
Nation.’
ManyConstitutionsalsohave
an invocative part which usual-
ly invokes the name of God, but
even though here were sugges-
tions to invoke the name of Ma-
hatma Gandhi (Shibban Lal
Saxena) and the Grace of Para-
meshwar (Govind Malviya), the
final version did not have an
invocation.
Now let’s examine each word,
and the nuance it conveys. The
most significant words are WE
THE PEOPLE OF INDIA, and
no distinction is made between
Indians living in the provinces
under British India, or the
princely states. Secondly, there
was a conscious rejection of the
word UnitedStatesorprovinces
of India, which made it quite
easy for the Parliament to
make/ constitute new states, as
well as to make changes to the
boundaries of the existing
states. It is also important to
note that the term used is India,
not Bharat, or Hindustan. Al-
though the British wanted to
define the dominions as Hindu-
stan and Pakistan, better sense
prevailed,andwedecidedtocall
ourselvesIndia,therebyalsobe-
coming the successor state to
British India.
There was a major debate
on whether sovereign would
suffice, or should Independent
be added. It was felt that ‘sov-
ereign’ does not need a quali-
fier. The Preamble also did not
use the term UNION or FED-
ERATION, thereby giving lee-
way to the successive parlia-
ments to chart the future
course of action for our nas-
cent democracy.
Ambedkar’s focus was on the
key words of Justice, Liberty,
Equality and Fraternity. For
Ambedkar, securing Justice
meant ‘removing social, politi-
cal and economic inequalities’.
For him, Liberty was much
more than Swaraj and Free-
dom, for he was quite clear that
the concept of Swaraj pro-
pounded by Tilak had its limita-
tions in the sense that it was not
inclusive. For most Congress-
men, Swaraj and Freedom were
two sides of the same coin. The
Gandhian concept of Swaraj,
with all its emphasis and focus
on the Panchayati Raj was op-
posed both by Nehru and
Ambedkar. In his later life,
Ambedkar invoked this Liberty
to make a conscious decision to
convert, and posit Buddhism as
the Dalit Swaraj.
We now come to Equality.
Ambedkar felt that caste and
gender were the two main insti-
tutional roadblocks to equality.
This explains the Hindu Code
Bill, one of the most progres-
sive legislations of free India
which gave rights of inherit-
ance and property to women.
He felt it was ‘a vital step in the
introduction of true democracy
in India, and would remove the
practices and logic that under-
pinned the caste system’. In
fact, this was perhaps the right
time for the passage of a Uni-
versal Civil Code for all Indians.
But India was not yet ready for
equality, for when Nehru with-
drew his support for the Bill,
Ambedkar resigned as the Law
Minister. It took another five
years for the Hindu Code Bill
and the Untouchability Aboli-
tion Act to be enacted.
With regard to Fraternity, his
concept was more inclusive
than the French conception.
Ambedkar wrote : what sus-
tains equality and liberty is
fellow feeling , what the French
Revolutionists called fraternity.
(But) the word fraternity is not
an adequate expression. The
proper term is what the Bud-
dha called Maitree ...’ This was
so important for fraternity was
not just an end in itself – it had
to ensure dignity – the dignity
that was denied to him not just
by caste Hindus, but also by
Parsis, Christians and Moham-
medans Waiting for a Visa),
and finally ‘unity’ of the Na-
tion. The reference to unity was
so significant in the aftermath
of the Partition, and the de-
mand for linguistic states. This
also goes on to show that at the
time the Preamble was written,
the ‘unity of the nation’ had to
be reinforced by the Constitu-
ent Assembly.

More than that, knowledge

tional individual whose old
commitment, eternal in
every sense, would help us
to maintain the delicate or-
der so essential to preserve
Mother Earth in a hospita-
ble, habitable state.
This brings us, inevita-
bly, to the two faces of sci-
ence. One view of science is
as a tool for progress, pros-
perity and happiness of our
race. The other curses it for
creating a world of materi-
alistic chutzpah, not to
speak of violence and de-
struction, including the
COVID-19 tornado (a lab-
grown organism, as some
conspiracy theorists be-
lieve it to be), that has rat-
tled our planet. Call it sci-
ence’s double-edged sword,
thanks to its overwhelm-
ing, cascading effect on our
environment, ecology and
values, besides health and
wellness, down the ages.
The impact of science on
our society any which way
you look at it is significant
and total. Besides, the sway
of technological authority,
through such means as nu-
clear power and automa-
tion, is direct and immedi-
ate. You may call it the tech-
nological spell that casts its
perpetual effects in the ap-
plication of knowledge for
practical purposes.
To be a technologist, one
need not be a scientist
with academic training
alone. Thomas Alva Edi-
son and Albert Einstein
had nothing to rave about
by way of pure academics
or test scores. Yet the fact
is, modern technology
would not have flowered
but for the individual sci-
entist — ensconced in the
lab with no interest what-
soever for the simple
pleasures of life. While the
role of the scientist has
been central to technologi-
cal development, the im-
portant advances of today,
ranging from nuclear re-
actors, computers, space
programs, lasers and the
silicon chip, have come
about because of science’s
intimate involvement —
and the collaborative ef-
forts of scientists — with
technology.
The Transformation
While science has changed
from the realms of pure
speculation and influence
of the past to a unique
mode of approaching
knowledge, the scientific
method, unlike before, has
been broadly based on the
interplay of sizzling new
ideas and facts. Isaac New-
ton’s concepts of force and
motionledustounderstand
the behavior of machines
and planetary movements.
Einstein’s theory of relativ-
ity, likewise, suggested not
only the nuclear processes
which keep the sun shin-
ing, but it also delved into
the frills of atomic reactors
that now drive ships. Inter-
estingly, when the word
“science” first emerged in
English writings, it was ac-
cepted as the personal
knowledge of a scholar and
did not mean the theoreti-
cal framework of a previ-
ous student of the subject.
How things have
changed. In the path-break-
ing triumphs of technology
since the 19th century, ap-
plied science has increas-
ingly depended upon the
fundamental knowledge
provided by its theoretical
and academic contempo-
raries.
When James Watt, an
instrument-maker, invent-
ed his model of the steam
engine — based on Robert
Boyle’sprinciplethatsteam
could be used to move a pis-
ton — he was guided by the
work of Joseph Black, a
university professor in la-
tent and specific heat. In
the same way, ideas about
electromagnetism were ap-
plied by Samuel Morse to
produce the telegraph, the
telephone by Alexander
Graham Bell, and the elec-
tric light, phonograph and
cinema by Edison.

Dismayed over the

year’s Rath Yatra, the
Shankaracharya said:

DEATH IN CISF;18TH IN FORCES
New Delhi: A 41-year-old CISF personnel died of
COVID-19 on Sunday, taking the total number of
fatalities in the force from the pandemic to six.
This is the 18th death from the pandemic among
the five central paramilitary forces of the CRPF,
BSF, ITBP, CISF and the SSB. Officials said con-
stable Jitender Kumar died at the RML Hospital in
Delhi after he was admitted with fever and diffi-
culty in breathing on June 10. He had contracted
the coronavirus infection & was deployed for law
& order duties in Delhi, informed an officer.

SEIZED DURING RAID
Muzaffarnagar: A team of revenue and police
officials carried out a raid against illegal mining
on the Yamuna river bed and seized tractors
loaded with sand, but the miscreants managed
to escape. According to officials, the raid was
conducted at Balheda village on Saturday evening
after villagers complained that a group from
Haryana was illegally mining sand on the river
bed. The team seized a few tractors loaded with
sand but the miscreants managed to cross the
Yamuna and flee to Haryana, the officials said.

country with 306 per-
sons succumbing to
the infection. Accord-
ing to the Union Minis-
try of Health and Fam-
ily Welfare, the total
number of cases in-
cludes 1,69,451 active
cases, 2,27,756 cured/
discharged/migrated
and 13,254 deaths.
Maharashtra with

ues to be the worst-af-
fected state in the

be referred to the
COVID care centres
for assessment of
clinical conditions,
severity of illness and
presence of co-mor-
bidities,” it said in an
order on Saturday.
An assessment will
also be done to check
whether adequate fa-
cilities like mini-
mum two rooms and
a separate toilet exist
so that the family
members and neigh-
bours are protected
and a cluster of cases
does not develop in
that locality.
“If adequate facili-
ty for home isolation
exists, and the person
on clinical assess-
ment is found to have
no comorbidities and
does not require hos-
pitalisation, he would
be offered to either
continue to stay in
COVID centre/paid
isolation facility (ho-
tels etc), or can opt for
home isolation,” the
order said. Patients
in home isolation
should follow all
guidelines isued by

An annular solar eclipse appeared on the heels of the summer
solstice on Sunday. It was visible over Central Africa, the Southern
Arabian Peninsula, Pakistan, Northern India and South Central
China. A partial eclipse was seen over most of Asia, Africa,
Southern and Eastern Europe, Northern Australia and
parts of the Pacific and Indian Oceans. The
entire eclipse lasted about 3.75 hours, but the
duration as it passed over individual
locations was around a minute and a
half. During the peak, it lasted just over 30 seconds. Skywatchers
along a narrow band from west Africa to the Arabian peninsula,
India and southern China witnessed the most dramatic “ring of fire”
in years. Due to the current Coronavirus situation people in
various parts of the globe preferred to stay indoors
instead of stepping out to watch the eclipse from
observatories. After the eclipse people across
India took a holy dip in the rivers.

neteenth holiday. She re-
leased the song shortly after
announcing a project by the
same name to support black-

neteenth (June 19th), is the
holiday commemorating
the effective end of slav-
ery in the United States.
The holiday has taken a
deeper meaning amid the on-
going Black Lives Matter
movement. The song focuses
on the message of empower-
ing the Black community.
Marking the holiday, Beyon-
cé shared a message on her
website and explaining the
meaning behind her latest
song. “Happy Juneteenth. Be-
ing Black is your activism.
Black excellence is a form of
protest. Black joy is your right.
“Black Parade” benefits Bey-

Fund, administered by the Na-

entered this field, she said, “I
initially wanted to become an
Environmentalist, as I hold a
degree in the same field.
Modelling was something
I had never thought of, but
eventually gave it a shot. Once
things actually picked up, I left
my job and took up modelling
as a full-time profession.”
Charvi is known as a ‘So-
cial Media Star’ with more
than 1.7 million followers on
TikTok and 200k+ followers
on Instagram. She gained
fame after sharing lip-sync
videos on TikTok. Talking
about this, she mentioned, “I
did not start making videos
because I wanted to become
an actress. Making these vid-
eos was a major stress buster
for me, and kept me occu-
pied. I never thought these
videos would end up getting
viral.”
