in connection with two

April based on allegations
levelled by him, officials
said. Malik had claimed

The Ministry of
Home Affairs recently
extended the AFSPA, an
act that empowers the
armed forces to main-
tain public order in “dis-
turbed areas,” in some
parts of the northeast
for another six months.
In an order on Octo-
ber 1, the AFSPA was
extended in certain re-
gions of Nagaland and
Arunachal Pradesh.
However, the act was ex-
tended in Assam for six
months on February 28,
2022 and on December 1,
2021 in Manipur.
This is the home min-
ister’s first visit to the
region after the exten-
sion of the act.

utive rule in the north-
eastern region has en-
sured an “all-round de-
velopment”.

Guwahati: Union Home Minister Amit Shah on Saturday as-
sured the people of Assam that the government would make the
state ‘flood-free’ in the next five years. “Earlier, during Assembly
elections, I said that we made Assam free from terrorism and
strikes. Now give us five years we will make Assam free from
floods. The Assam government has made yojana which will
make floods a thing of the past in Assam within 5 years,” Shah
said at a Karyakarta Sammelan at Guwahati’s Khanapara.

Africa, officials said.

shortlisted South Africa
as it has a good popula-

and could provide a suit-
able match for Shankar.
“It is not possible to
relocate the elephant
into the wild. Normally

we conduct a rewilding
programme for animals

next generations of the
animal are trained to
hunt and their interac-
tion with humans is
minimised. It takes gen-
erations,” he said.
Zimbabwe gifted
Shankar to India in 1998,
when he was 26 months
old. He is one of the two
African elephants in In-
dian zoos, the second be-

gave the public a first

winter, but also led to
waterlogging at several
places in the city

AIIMS, Mehrauli-Ba-
darpur Road, Tughlak-
abad, Sangam Vihar,
Kirari, Rohtak Road,
Vikas Marg, near Zakh-

Heavy traffic jam was reported from Zakhira
flyover. Similar scenes were witnessed on
Najafgarh road towards Bahadurgarh and on
Ring Road from Raja Garden Chowk till Dhaula
Kuan loop. A commuter tweeted that the traffic
was heavy from Naraina towards Moti Bagh on
the Dhaula Kuan stretch. Another commuter
said the red light at Punjabi Bagh Chowk was
not working and there is heavy traffic jam due to
rain and waterlogging. Slow traffic was reported
near Anand Vihar, Red Fort, Mathur Road and
Chhawla areas. Azad market red light chowk
also witnessed traffic jam.

upper respiratory
tract infections, ty-
phoid, and gastroen-
teritis.
According to the
city doctors, this
could be the result of
unseasonal rain and
sudden weather
change.
Doctors say that
the number of such
cases has doubled due
to the increased
awareness. “These
days, we are getting
more than 20 patients
every day in the OPD
with complaints of
upper respiratory
tract infections, undi-
agnosed prolonged
fever, typhoid, cases
of swine flu, aller-
gies, pneumonia and
dengue,” said Dr
Bhagwan Mantri,
consultant pulmonol-
ogist and critical care
specialist at Mool-
chand Hospital.

Court has issued notice
to the Central Bureau of
Investigation (CBI) on a
regular bail plea of busi-
nessman Ajay Ramesh
Nawandar.
Nawandar was arrest-
ed in connection with an
alleged bank fraud of `
34,615 crores by Dewan
Housing Finance Corpo-
ration Limited (DHFL)
and is presently on in-
terim bail on medical
grounds. Special Judge
Vishal Gogne on Friday
sought a response from
the CBI and listed the
matter for arguments on
October 12. “Let notice
of the present bail appli-
cation be issued to the
CBI for filing reply
. List
for filing of reply of the
CBI, if any
, and argu-
ments on the bail appli-
cation on October 12,”
said the court. Accord-
ing to the fresh regular
bailplea,theapplicantis
severely ill suffering
from various medical
ailments and is in the
worst of fragile health.

and thus needs bail.

eight-year-old girl was
allegedly killed by her
neighbour in Narela area.
The police ruled out any
sexual assault angle in

the murder to the strained

no-holds-barred letter to
Chief Minister Arvind
Kejriwal, LG VK Saxena
has accused him and his
ministers of running
away from their consti-
tutional duties and re-
sponsibility of govern-
ance in Delhi.
In the letter dated Oc-
tober 7, Saxena also hit
out at Kejriwal govern-
ment saying its rule,
based on speeches and
advertisement, was al-
ienated from works of
basic public interest.
Saxena's letter comes

old. The citation was read out

Aiming to boost its tally
in the 2024 general elec-
tions, the BJP has
planneddozensof mega
rallies by Prime Minis-
ter Narendra Modi, cov-
ering the 144 Lok Sabha
seats most of which it
lost in 2019, and where
it has been working to
brighten its prospects.
Sources said on Sat-
urday the party has pre-
pared a ‘cluster plan’ to
strengthen its standing
in these seats.
In the first phase of
the elaborate plan, sev-
eral Union ministers
were asked to visit these
seats and hold meetings
with BJP workers and
people from different
walks of life. Last
month, BJP president
JP Nadda and Union
Home Minister Amit
Shah had held a review
meeting with the vari-
ous Union ministers to
assess the progress of
the party’s cluster plan.
“Now as part of
phase 2 of the plan, it is
being planned to hold
dozens of mega rallies

rent Bihar government
has the support of seven
parties. Although only
fourpartiesareinvolved
in the government, a to-
tal of seven parties are
in the coalition govern-
ment. Three communist
parties—CPI, CPM and
CPIML—have support-
ed the government from
outside, while JD(U),
RJD, Congress and Hin-
dustan Awam Morcha
form part of the govern-
ment. Running an alli-
ance of seven parties is
not easy in a politically
volatile state like Bihar.
But since the number of
these two parties, JD(U)
and RJD, also exceeds
the majority, neither
party is in a position to
exert pressure.
Nevertheless, for the
last few days, there is a
discussion that a coordi-
nation committee
shouldbeformed,which
will help in the opera-
tion of the coalition and
the government. This
demand is especially
from the three commu-
nist parties, which are
not part of the govern-
ment. They feel that
through the coordina-
tion committee, they
will be able to keep an
eye on the work of the
government and take
some decisions accord-
ing to their agenda. For-
mer Chief Minister Ji-
tan Ram Manjhi’s party
Hum and some Con-
gress leaders have also
pointed out the need for
a coordination commit-
tee. In fact, the message
among the leaders of
these five small parties
is that the government
is of JDU and RJD. All
the work is being done
according to these two
big parties, which is
true to an extent. There-
fore, it will be interest-
ing to see whether Chief
Minister Nitish Kumar
and Deputy Chief Min-

ready to form a coordi-

‘We are facing ‘5th wave’ of debt crisis’
New Delhi: World Bank
President David Malpass
has said the world is facing
a “fifth wave of debt crisis”
and called for more support
for the countries that are in
distress. He said about $44
billion in debt service pay-
ments from bilateral and
private debt service have
become due in 2022 alone.
He said, “I am worried
about the debt levels, wor-
ried about the individual
countries… In 2022 alone,
around $44 billion in debt
service payments from bi-
lateral and private debt
service have become due in
some of the poorest coun-
tries, bigger than the for-
eign aid flows the coun-
tries could hope for.,” Mal-
pass added that the world
right now is “in the midst
of what I think is a fifth
wave of debt crisis”.
Separately
, during a con-
ference call, he told report-
ers that India has been one
of theleadersindigitisation
that empowers and expands
the social safety net, Mal-
pass said. Responding to a
question on India taking
over the presidency of G-20
in December, Malpass said
there is a potential focus on
debt. I think the world is at
a point where there can be
progress made for a more
effective common frame-
work, he said. India, he
said, is an important credi-
tor, for example, in Sri Lan-
ka and also in some of the
heavily indebted countries
of Africa. So, India as the
chair of the G-20 has an op-
portunity there, he said.

New York: Facebook parent Meta is warning 1 million users that their
login information may have been compromised through malicious
apps. Meta’s researchers found more than 400 malicious Android
and Apple iOS apps this year that were designed
to steal the personal Facebook login information of
its users, the company said Friday in a blog post.
Meta spokesperson Gabby Curtis confirmed that
Meta is warning 1 million users who may have been
affected by the apps. Meta said the apps they iden-
tified were listed in Apple’s app store and Google
Play Store as games, photo editors, health and lifestyle services and
other types of apps to trick people into downloading them.

New Delhi: Ambuja Cements Ltd on Saturday said it has received
shareholders’ approval for all proposals in its EGM, including a resolu-
tion to raise Rs 20,000 crore from an Adani
group firm and appointment of Gautam
Adani and others on the board of the com-
pany. The Extraordinary General Meeting
(EGM) has passed the special resolution
proposing to raise Rs 20,000 crore by
issuing securities on a preferential basis to
Harmonia Trade and Investment Ltd, an Adani group entity, with 91.37
per cent votes, Ambuja Cements said in a regulatory update.

Rising food, oil prices fuelling inflation
New Delhi (Agencies): In-
flation in India has been on
the rise consistently for the
past several months and
various reasons can be at-
tributed to it such as soar-
ing food and oil prices,
among others.
However, most impor-
tantly, the sharply depreci-
ating rupee against the dol-
lar is one of the most sig-
nificant reasons behind it.
India’s retail inflation
rose to 7 per cent in August
from 6.71 per cent in July
and this was due to higher
food prices. In fact, retail
inflation has been beyond
the Reserve Bank of India’s
(RBI) tolerance limit of 6
per cent for eight months in
a row. A rise in food prices
has led to a spike in retail
inflation and this is evident
from the fact that inflation
in the food basket was 7.62
per cent in August, up from
6.69 per cent in July and
more than double from 3.11
per cent in August 2021.
Earlier this year, the
crude oil price had touched
$130 a barrel. However, in
September, it slid to less
than $85 per barrel. But
now they may rise again as
OPEC+, the group of oil-
producing nations, has de-
cided to cut down oil pro-
duction. Rising oil prices
directly impact inflation in
India. This can be gauged
from the fact that India im-
ports more than 85 per cent
of its oil requirement.
As crude oil prices start
to rise, imports will also go
up, which in turn will wid-
en the current account
deficit (CAD).
Widening CAD will fur-
ther weaken the rupee, as
in the face of a widening
deficit, the country will be
forced to sell rupees and
buy dollars.
A weak rupee has fuelled
inflation in India.
In order to control infla-
tion, the RBI has been hik-
ing repo rates since May
this year. Due to monetary
policy tightening across
the world, and the continu-
ing war between Ukraine
and Russia, the global sce-
nario has worsened as dis-
ruptions in supply chains
have fuelled price rises.
Resultantly, these pre-
vailing situations have
fuelled the risks of reces-
sion globally
.
This has also impacted
stock markets, as India has
seen large portfolio out-
flows worth $13.3 billion
during the current finan-
cial year.

COMBINATION OF ‘GLOCAL’ FACTORS
EXPECTED TO HEAT UP INFLATION
New Delhi: A combination of global and local (glocal) factors -- geopo-
litical developments, crop production, reduction in crude oil production
and the resulting price increase and depreciating rupee -- are expected
to heat up the prices. The heating up of the prices is already happening
and will continue to happen. A top official of a city-based star hotel told
that their raw food costs have gone up and is continuing to hike, which
have prompted hotels to revised prices of the dishes. A recent survey
of households by the RBI showed that most categories of respondents
expect higher inflation for both three months and one year ahead. A
larger share of households expects higher prices for all product groups.
Overall prices and inflation expectations for the 3 months ahead period
were generally aligned with food products, non-food products and cost
of services, while they were more aligned with non-food products and
cost of services for the longer horizon of one year, the survey revealed.

Bandhan Bank’s
collection
efficiency rises
to 97 per cent
New Delhi (PTI): Band-
han Bank on Saturday said
its collection efficiency ra-
tio (CER) increased to 97%,
excluding NPAs and in-
cluding restructured ac-
counts, at the end of the
second quarter of the cur-
rent fiscal. The bank’s CER
stood at 96% at the end of
the first quarter of the
2022-23 financial year.
Its collection efficiency
ratio at the end of the July-
September period of FY’23
for microlending increased
to 95% as compared to 94%
which it registered at the
end of the previous quarter,
a spokesperson of the pri-
vate lender said. The ratio
for other advances stayed at
99 per cent both in the first
and second quarters of
FY’23. CASA (current ac-
count, savings account) ra-
tio at the end of the second
quarter fell to 40.8% as com-
pared to 44.6% t in the same
period last fiscal.
Odisha gives nod to

reserves down to
lowest level
since July 2020
New Delhi: India’s foreign
exchange reserves fell by
$4.8 billion to $532.6 billion
for the week ended Septem-
ber 30, Reserve Bank of In-
dia data showed. This is the
ninth straight weekly drop
and the lowest since July 24,
2020. The decline was due to
a dip in foreign currency as-
sets which decreased to
$472.81 billion from $477.21
in the previous week.
The fall is partly due to
depreciation of RBI’s hold-
ings of other major global
currencies. The forex re-
serves stood at $532.664 bil-
lion at the end of the re-
porting week. The forex
reserves stood at $537.52
billion in the prior week
ending September 23.
The rupee, on October 7,
hit a record low of 82.43
against the dollar and has
depreciated more than 9
percent in 2022 so far fol-
lowing the Russia-Ukraine
war and fears of recession.
WhatsApp’s cloned app
claimed to be spying
New Delhi (Agencies):
The India is one of the na-
tions with the largest num-
ber of Android trojan de-
tections, a new report has
warned. It also said that
WhatsApp’s cloned app is
leading in spying on
people`s chats in the coun-
try. The cloned app is the
third-party unofficial ver-
sion of WhatsApp.
According to the report
by cyber-security firm
ESET, ‘GB WhatsApp’ was
behind a large part of An-
droid spyware detection in
the last four months. It is a
popular but cloned third-
party version of What-
sApp. These malicious
programmes can record
audio and video in addi-
tion to having many other
surveillance features.
“The cloned app is not
available on Google Play
and, therefore, there are
no security checks in place
compared with the legiti-
mate WhatsApp, and ver-
sions available on various
download websites are rid-
dled with malware,” said
the report.
The report also exam-
ined threats mostly im-
pacting home users.

increased the charges
on the accused of the
murder of Ankita
Bhandari whose body
was recovered from
Chilla canal in Rishi-
kesh on September 24.
Based on the evi-
dence collected and the
recorded statements of
the witnesses, the po-
lice have increased sec-
tion 354 A (Assault or
criminal force to wom-
an with intent to out-
rage her modesty) of
the Indian Penal Code
(IPC) and have added
section 5 of the Immor-
al Trafficking Preven-
tion Act, DIG P Renuka
Devi said.
“The evidence has
been collected and sent
to the forensic lab while
some other evidence
are sent to the Chandi-
garh lab,” DIG added
mentioning that they
have urged the Forensic
Science Laboratory
(FSL) for giving the re-
ports promptly as it is a
“sensitive matter”.

since Uddhav’s wife
Rashmi Thackeray is
one of her integral
friends, so an invitation
had already been sent
to her. Inviting Fad-
navis to the event, busi-
ness family had told
him ‘Rashmi is also go-
ing to come.’ And this
meeting of Rashmi
Thackeray  Fadnavis
lasted for one and a half
hours. According to
sources, Fadnavis told
Rashmi ‘if your Shiv
Sena gives up its claim
for post of CM, then we
can come together. You

dominated seats out-
side Bihar. JDU is also
going to field candi-
dates in MP, West Ben-
gal, Jharkhand, Odisha
and Gujarat. If sources

jay Jha reached Luc-
know as Nitish’s spe-
cial envoy  urged SP
supremo Akhilesh Ya-
dav to ‘organize meet-
ings for Nitish in Kur-
mi-dominated districts
like Basti,
Shravasti,

r e i l l y. ’
Akhilesh
listened to
Jha and said, “Give
time to think, I will re-
spond.” When Akhile-
sh’s call did not come
for a long time, then
Tejashwi called Akh-

ion about this. He said
that “when my party is
not entering Bihar, why
do you want to come to
UP?” Tejashwi sensed
what Akhilesh said.
Mamata Banerjee also

mant Soren said after
much hesitation that
‘he can give up one of
his seats for Nitish as
per agreement.’ MP’s
Rewa is also a Kurmi
dominated seat from
where Buddsen Patel
came for the first time

in 1996. But UP is slip-
ping out of Nitish’s
hands, where after Bi-
har, there is a 9 percent
Kurmi population. San-

CBI ‘EXAMINES’ SATYA PAL MALIK OVER ALLEGATIONS New Delhi (PTI): The CBI has “examined” former governor Satya Pal Malik in connection with two graft cases registered in April based on allegations levelled by him, officials said. In an order on Octo- ber 1, the AFSPA was extended in certain re- gions of Nagaland and Arunachal Pradesh. However, the act was ex- tended in Assam for six months on February 28, 2022 and on December 1, 2021 in Manipur. This is the home min- ister’s first visit to the region after the exten- sion of the act. His heart was trans- planted in a patient at the Army's Research and Referral (RR) Hospital. Kumar, a native of Firozabad, had suffered a fall while carrying out some electricity re- pairs at his home on October 3. He was rushed to a local trau- ma centre which re- ferred him to the AIIMS, a doctor said. Kumar was admitted to AIIMS Trauma Cen- tre early on October 4 and was operated upon. He said about $44 billion in debt service pay- ments from bilateral and private debt service have become due in 2022 alone. He said, “I am worried about the debt levels, wor- ried about the individual countries… In 2022 alone, around $44 billion in debt service payments from bi- lateral and private debt service have become due in some of the poorest coun- tries, bigger than the for- eign aid flows the coun- tries could hope for.,” Mal- pass added that the world right now is “in the midst of what I think is a fifth wave of debt crisis”. Separately , during a con- ference call, he told report- ers that India has been one of theleadersindigitisation that empowers and expands the social safety net, Mal- pass said. Responding to a question on India taking over the presidency of G-20 in December, Malpass said there is a potential focus on debt. I think the world is at a point where there can be progress made for a more effective common frame- work, he said. Meta’s researchers found more than 400 malicious Android and Apple iOS apps this year that were designed to steal the personal Facebook login information of its users, the company said Friday in a blog post. Meta spokesperson Gabby Curtis confirmed that Meta is warning 1 million users who may have been affected by the apps. Meta said the apps they iden- tified were listed in Apple’s app store and Google Play Store as games, photo editors, health and lifestyle services and other types of apps to trick people into downloading them. The Extraordinary General Meeting (EGM) has passed the special resolution proposing to raise Rs 20,000 crore by issuing securities on a preferential basis to Harmonia Trade and Investment Ltd, an Adani group entity, with 91.37 per cent votes, Ambuja Cements said in a regulatory update. OTHER STORIES Rising food, oil prices fuelling inflation New Delhi (Agencies): In- flation in India has been on the rise consistently for the past several months and various reasons can be at- tributed to it such as soar- ing food and oil prices, among others. However, most impor- tantly, the sharply depreci- ating rupee against the dol- lar is one of the most sig- nificant reasons behind it. India’s retail inflation rose to 7 per cent in August from 6.71 per cent in July and this was due to higher food prices. In fact, retail inflation has been beyond the Reserve Bank of India’s (RBI) tolerance limit of 6 per cent for eight months in a row. A rise in food prices has led to a spike in retail inflation and this is evident from the fact that inflation in the food basket was 7.62 per cent in August, up from 6.69 per cent in July and more than double from 3.11 per cent in August 2021. Earlier this year, the crude oil price had touched $130 a barrel. However, in September, it slid to less than $85 per barrel. But now they may rise again as OPEC+, the group of oil- producing nations, has de- cided to cut down oil pro- duction. Rising oil prices directly impact inflation in India. This can be gauged from the fact that India im- ports more than 85 per cent of its oil requirement. As crude oil prices start to rise, imports will also go up, which in turn will wid- en the current account deficit (CAD). Widening CAD will fur- ther weaken the rupee, as in the face of a widening deficit, the country will be forced to sell rupees and buy dollars. A weak rupee has fuelled inflation in India. In order to control infla- tion, the RBI has been hik- ing repo rates since May this year. Due to monetary policy tightening across the world, and the continu- ing war between Ukraine and Russia, the global sce- nario has worsened as dis- ruptions in supply chains have fuelled price rises. Resultantly, these pre- vailing situations have fuelled the risks of reces- sion globally . This has also impacted stock markets, as India has seen large portfolio out- flows worth $13.3 billion during the current finan- cial year. A top official of a city-based star hotel told that their raw food costs have gone up and is continuing to hike, which have prompted hotels to revised prices of the dishes. A recent survey of households by the RBI showed that most categories of respondents expect higher inflation for both three months and one year ahead. A larger share of households expects higher prices for all product groups. Overall prices and inflation expectations for the 3 months ahead period were generally aligned with food products, non-food products and cost of services, while they were more aligned with non-food products and cost of services for the longer horizon of one year, the survey revealed. The bank’s CER stood at 96% at the end of the first quarter of the 2022-23 financial year. Its collection efficiency ratio at the end of the July- September period of FY’23 for microlending increased to 95% as compared to 94% which it registered at the end of the previous quarter, a spokesperson of the pri- vate lender said. Odisha gives nod to projects worth `1,900 cr, targets 5,000 jobs New Delhi (PTI): The Odi- sha government’s State Level Single Window Clearance Authority on Saturday approved ten in- dustrial projects worth Rs 1923.60 crore as part of its initiative to generate em- ployment for over 5,170 people in the state.The ap- proval of big ticket projects took place during a meeting chaired by Odisha chief secretary Suresh Chandra Mahapatra in state capital Bhubaneswar, the govern- ment said in a statement. The industrial projects cleared in the meeting hailed to sectors like power and renewable energy, chemicals, information technology , electronics sys- temdesignandmanufactur- ing,oilandgas,metaldown- stream, tourism, technical textiles and infrastructure. The Odisha government said four of the approved projects are being set up in Khordha while the remain- ingsixwillbesetupinPuri, Jagatsinghpur, Kendrapa- da, Balasore, Keonjhar and Angul. The decline was due to a dip in foreign currency as- sets which decreased to $472.81 billion from $477.21 in the previous week. The fall is partly due to depreciation of RBI’s hold- ings of other major global currencies. The forex re- serves stood at $532.664 bil- lion at the end of the re- porting week. The forex reserves stood at $537.52 billion in the prior week ending September 23. The rupee, on October 7, hit a record low of 82.43 against the dollar and has depreciated more than 9 percent in 2022 so far fol- lowing the Russia-Ukraine war and fears of recession. WhatsApp’s cloned app claimed to be spying New Delhi (Agencies): The India is one of the na- tions with the largest num- ber of Android trojan de- tections, a new report has warned. It also said that WhatsApp’s cloned app is leading in spying on people`s chats in the coun- try. The cloned app is the third-party unofficial ver- sion of WhatsApp. According to the report by cyber-security firm ESET, ‘GB WhatsApp’ was behind a large part of An- droid spyware detection in the last four months. It is a popular but cloned third- party version of What- sApp. These malicious programmes can record audio and video in addi- tion to having many other surveillance features. “The cloned app is not available on Google Play and, therefore, there are no security checks in place compared with the legiti- mate WhatsApp, and ver- sions available on various download websites are rid- dled with malware,” said the report. The report also exam- ined threats mostly im- pacting home users.

The officials said the semi-high speed train left New Delhi station at its scheduled time of 06.00 AM but it had to be withdrawn at Khurja station in Uttar Pradesh, just after trav- elling about 90 km. All the 1,068 passen- gershadtobedeboarded andshiftedtoaShatabdi Express rake brought from Delhi for their on- wards journey, which started around 12.40 pm. Officials said the train crossed Dadri station of North Central Railway at 06.38 hours. When it was hurtling past the level crossing gate no 146, the gate- man working there felt some friction in the 7th compartment from the rear SLR (Seating cum Luggage Rake) of the train and immediately reported the brake block jam. The train, cruising at around 100 kmph, was then halted at Wair Station (Bu- landshahar) at 7:30 am, 67 km from Delhi. Later, after inspec- tion of the wheel by the onboard technical staff, the train was taken 20 km further to Khurja Railway Station at a controlled speed. “At aorund 12:40, all the 1,068 passengers were deboarded and shifted to a Shatabdi Express rake which was brought from Delhi for their onwards jour- ney,” an official said.
