Spices Board Codex Committee

Food Safety and Standards
Authority of India (FSSA)
and Spices Board are
among key agencies in the
country putting up new laboratories of global standards to ensure safety for
food sold in the domestic
market and spices exported
from the country.
The need for a large number of laboratories to test
food samples has turned
out to be an urgent issue for
the speedy implementation
of the new food standards
regime under the authority.
K. Chandramouli, Chairman
of FSSA remarked that the
Union Government plans
to have a laboratory each
for every 20 districts in the
country by the end of the

current 12th Plan. He was
speaking on the sidelines
of the first session of Codex
Committee on Spices and
Culinary Herbs in Cochin
recently. He admitted that
even these numbers would
be inadequate to meet the
requirement for food sample testing but it would be a
beginning.
There are 72 laboratories
under the government in
the country and 350 laboratories run in the private
sector. Spices Board has
planned to add two more
spices testing laboratories
in Kochi, Chennai, Guntur, Mumbai, Tuticorin and
Delhi.
The board is also encouraging spices export house

to set up their own laboratories so that the burden
on the board labs can be
reduced. Testing of spices
has got more sophisticated over the years and the
number of samples being

tested has gone up from
10,000 a year in 2003 to
80,000 in 2013. This type
of growth in testing calls for
increased quality and quantity for the laboratories.

inaugural World Food Security Summit – a Gulfood Leaders Event being
held as part of Gulfood, the world’s
biggest annual food and hospitality show taking place at
Dubai World Trade Centre (DWTC).
Organised with the official support of the Ministry of Water and Environment, the Summit
will be opened by His Excellency Dr.
Rashid Ahmed Mohammed Bin Fahad, UAE Minister of Water & Environment, who will deliver a keynote
address on the state of food security
in the UAE and the Middle East, as
well as the challenges in securing
the region’s future food supplies.
The region is entering a new period
of economic growth underpinned by
a burgeoning population with a high
dependence on imported food from

an immediate priority.
With imports accounting for between
80-90 per cent of GCC food consumption, food security, sustainability and safety are an immediate priority for the region, as well as a key
challenge worldwide.
The event will bring together over 300 stakeholders including government ministers, high

the food and agriculture
sectors to discuss food security challenges and find common solutions
for a secure and sustainable food
future.

imperative.
Investment in agriculture is a growing
trend in the GCC, with several Arab
nations currently investing in foreign
land to expand their farming sectors.
Saudi Arabia and the UAE combined
already hold around 2.8 million hectares of overseas land in countries
with agricultural sectors crippled by
chronic under-investment - primarily
in greenfield sites in North Africa and
South Asia.

Chef’s Corner

T

oday, the nightmare a chef would
have is about trained man power
and his food cost. Gone are the days
when manpower was not an issue. As
an old saying goes, anybody who ran
away from their houses would end up
being a washer boy or an kitchen assistant or would be a table cleaner, the
menial of jobs to start with but with a few
years of experience they would become
the best in the business. Today, when
somebody runs away, they do not want
to be in the Hotel industry as they perceive it as the non glamorous one.
However, today hospitality industry demands trained manpower for the evergrowing new Restaurants, Hotels, Hospitals, Catering Companies etc and with
so many new outlets opening and the
inflow of the people who are using the
industry, there is a huge demand which
is not met.
Just last week, when I was interviewing
some staff for a new Resto-Bar which i
am consulting for i was talking to a few
waiters and kitchen staff about their experience and their demand. Funny as
it might sound, a person with just two
years of experience in the Kitchen wanted to be the head chef. Well, if he had
all the ideas right, i would be more than
happy to have him as the head chef but
unfortunately he did not have the idea
of handling food cost nor the hiring capabilities.
Enough said, let’s get into the food
cost: In the last one year alone the diesel prices for the vehicles have been
increased twice and has had created
havoc in the pricing of the Vegetables ,
meats and groceries . How many times
can a restaurant change its pricing on
the menu and even if we did, how many
of the customers would be happy about it.
In India we still do not have the concept
of seasonal menu in most of the places, where in you can change the entire
menu as per the season and up the
prices a little bit, so that the customer
will not notice with the new menu, but
that is the challenge we are facing today. Most Hotels, Restaurants keep the
same menu for a year or so and then
let it change that too a minimum change
is seen in them, usually the non moving ones are taken away and something
else which catches the fancy of the chef
or the manager gets in.

In other term, you can call this category
of chef’s- the Comfort chef’s, those who
do not want to come out of their comfort level and try to do something new
or exciting. Once a chef told me that he
was having a good life in this place after
having had to slog in his life for so long
that he said, if he had to change the
menu then he would have to do all the
trials, teach his staff, monitor the dishes
for atleast a month or so till it got settled , he did not like to take risks and get
satisfaction in his new creations.
The abnormal prices have made the
industry to think of new ways to save
money, some places have kept the
same price but cut down the portion
size, some have made use of cheaper

alternatives to get into profitability, some
of them have just increased the prices
and are hoping that the customer will
take the hit, but nevertheless this entire
work is not easy to achieve as they have
some repercussions or the other on the
diners, once they shy away it takes a
long time for them to come back to us.
So the old saying “from frying pan to the
fire” is probably right for those who have
to balance the costs and work force.
In a Hotel which has Banquets usually
somehow manage to get their mix right,
In terms of menu mix and the costing as
a Banquet menu’s food cost is always
better than an Ala carte one and this is
easily achievable as long the sales team
gets them enough Banquets/Outdoors
etc. Some Hotels thrive on outdoor and
banquets they seldom find the costing
hard to achieve, but hey the managements have also become smart, they

want a better food cost than ever as
they need to keep some money for the
hard times to come or to pay away the
money ploughed in into the work of the
outlet.
Today, the chef’s have started using
convenience food in some of the areas
(for example, processed chicken, which
are pre portioned, this saves them the
overheads of manpower , wastage etc).
I remember that early 90’s when some
of the chicken companies toyed with
the idea of portioned meat cuts etc, the
chef’s thought that they would be paying
far more higher for the meat, but when
people started using it they realised that
they would still save quite a bit.
In another instance, I was telling this
chef in Goa from a reputed Hotel chain,
that we have one of the best vegetarian mayonnaise which he could use for
all the applications instead of Egg mayo
and he just looked at me and laughed
saying” you are a chef, you know there
is no Veg Mayo in the world, then how
can you sell it?.”
Today the same chain has started buying in most of their properties the same
Veg Mayo I had told them 10 years ago
and are very happy. My own restaurants today use most of the basic preprepped ( convenience ) products that
my chef’s/Commis area happy lot, we
have catered to 5000 odd people in one
or multiple locations on several occasions with less of a tension with some of
the easy to use products.
There was one time I was catering to
a crowd of 200 people in a jungle in Tamil Nadu where we did not even have
electricity for more than 6 hours a day
and the event was for 4 days. The challenges it threw up were enormous, in
one meal the guests had asked us to
serve fruits in jelly and I was scratching
my head to help them out, then came a
boon with a jelly which is made of Carrageenen from Seaweeds, this sets at
room temperature and the guest was
really happy with this work, we would
not be able to help them out without the
convenience of the product which was
available to us at the right time and right
supplier.
I will talk about the manpower issues in

The Coffee Board of India is an autonomous body, functioning under
the Ministry of Commerce and Industry, Government of India. The Board
serves as a friend, philosopher and
guide of the coffee industry in India.

The 12th World Spice Congress
was held recently at Cochin from
February 16-19. The biennial event,
being jointly organized by Spices
Board of India and All India Spice
Exporters’ Forum, brought together
growers, policy defining bodies and
representatives from spice industry,
and food and beverages companies
in one platform, said a release.
Around 700 delegates, representing
40 countries, took part in sessions.
A workshop on Sustainability and
Food Safety, Global Initiatives will

have talks and discussions on
subjects such as sustainable
agriculture programmes, research
to meet industry challenges, crops
and markets and value addition in
spices.
The first session of the Codex
Committee on Spices and Culinary
Herbs (CCSCH), which concluded
on Feb 14th, considered most of the
proposals for development of quality standards of spices submitted
by India. During the deliberations
an electronic working group led by

India had been formed to prepare
a discussion paper for the second
session of the Codex.
Another working group led by
India, has also been established to
prepare draft quality standards for
black, white and green pepper, India
will be co-chairing another electronic working group, which will prepare
the standards for cumin. The second session of the Codex panel will
be held in September 2015, in India.

Industry News Spices Board Codex Committee Food Safety and Standards Authority of India (FSSA) and Spices Board are among key agencies in the country putting up new laboratories of global standards to ensure safety for food sold in the domestic market and spices exported from the country. The need for a large number of laboratories to test food samples has turned out to be an urgent issue for the speedy implementation of the new food standards regime under the authority. K. Chandramouli, Chairman of FSSA remarked that the Union Government plans to have a laboratory each for every 20 districts in the country by the end of the current 12th Plan. He was speaking on the sidelines of the first session of Codex Committee on Spices and Culinary Herbs in Cochin recently. He admitted that even these numbers would be inadequate to meet the requirement for food sample testing but it would be a beginning. There are 72 laboratories under the government in the country and 350 laboratories run in the private sector. Spices Board has planned to add two more spices testing laboratories in Kochi, Chennai, Guntur, Mumbai, Tuticorin and Delhi. The board is also encouraging spices export house to set up their own laboratories so that the burden on the board labs can be reduced. Testing of spices has got more sophisticated over the years and the number of samples being tested has gone up from 10,000 a year in 2003 to 80,000 in 2013. This type of growth in testing calls for increased quality and quantity for the laboratories.   • 8. Chef’s Corner T oday, the nightmare a chef would have is about trained man power and his food cost. Gone are the days when manpower was not an issue. As an old saying goes, anybody who ran away from their houses would end up being a washer boy or an kitchen assistant or would be a table cleaner, the menial of jobs to start with but with a few years of experience they would become the best in the business. Today, when somebody runs away, they do not want to be in the Hotel industry as they perceive it as the non glamorous one. However, today hospitality industry demands trained manpower for the evergrowing new Restaurants, Hotels, Hospitals, Catering Companies etc and with so many new outlets opening and the inflow of the people who are using the industry, there is a huge demand which is not met. Just last week, when I was interviewing some staff for a new Resto-Bar which i am consulting for i was talking to a few waiters and kitchen staff about their experience and their demand. Funny as it might sound, a person with just two years of experience in the Kitchen wanted to be the head chef. Well, if he had all the ideas right, i would be more than happy to have him as the head chef but unfortunately he did not have the idea of handling food cost nor the hiring capabilities. Enough said, let’s get into the food cost: In the last one year alone the diesel prices for the vehicles have been increased twice and has had created havoc in the pricing of the Vegetables , meats and groceries . How many times can a restaurant change its pricing on the menu and even if we did, how many of the customers would be happy about it. In India we still do not have the concept of seasonal menu in most of the places, where in you can change the entire menu as per the season and up the prices a little bit, so that the customer will not notice with the new menu, but that is the challenge we are facing today. Most Hotels, Restaurants keep the same menu for a year or so and then let it change that too a minimum change is seen in them, usually the non moving ones are taken away and something else which catches the fancy of the chef or the manager gets in. 8 In other term, you can call this category of chef’s- the Comfort chef’s, those who do not want to come out of their comfort level and try to do something new or exciting. Once a chef told me that he was having a good life in this place after having had to slog in his life for so long that he said, if he had to change the menu then he would have to do all the trials, teach his staff, monitor the dishes for atleast a month or so till it got settled , he did not like to take risks and get satisfaction in his new creations. The abnormal prices have made the industry to think of new ways to save money, some places have kept the same price but cut down the portion size, some have made use of cheaper Dr. Chef Gregory Lobo alternatives to get into profitability, some of them have just increased the prices and are hoping that the customer will take the hit, but nevertheless this entire work is not easy to achieve as they have some repercussions or the other on the diners, once they shy away it takes a long time for them to come back to us. So the old saying “from frying pan to the fire” is probably right for those who have to balance the costs and work force. In a Hotel which has Banquets usually somehow manage to get their mix right, In terms of menu mix and the costing as a Banquet menu’s food cost is always better than an Ala carte one and this is easily achievable as long the sales team gets them enough Banquets/Outdoors etc. Some Hotels thrive on outdoor and banquets they seldom find the costing hard to achieve, but hey the managements have also become smart, they www.foodhospitalityasia.in want a better food cost than ever as they need to keep some money for the hard times to come or to pay away the money ploughed in into the work of the outlet. Today, the chef’s have started using convenience food in some of the areas (for example, processed chicken, which are pre portioned, this saves them the overheads of manpower , wastage etc). I remember that early 90’s when some of the chicken companies toyed with the idea of portioned meat cuts etc, the chef’s thought that they would be paying far more higher for the meat, but when people started using it they realised that they would still save quite a bit. In another instance, I was telling this chef in Goa from a reputed Hotel chain, that we have one of the best vegetarian mayonnaise which he could use for all the applications instead of Egg mayo and he just looked at me and laughed saying” you are a chef, you know there is no Veg Mayo in the world, then how can you sell it?.” Today the same chain has started buying in most of their properties the same Veg Mayo I had told them 10 years ago and are very happy. My own restaurants today use most of the basic preprepped ( convenience ) products that my chef’s/Commis area happy lot, we have catered to 5000 odd people in one or multiple locations on several occasions with less of a tension with some of the easy to use products. There was one time I was catering to a crowd of 200 people in a jungle in Tamil Nadu where we did not even have electricity for more than 6 hours a day and the event was for 4 days. The challenges it threw up were enormous, in one meal the guests had asked us to serve fruits in jelly and I was scratching my head to help them out, then came a boon with a jelly which is made of Carrageenen from Seaweeds, this sets at room temperature and the guest was really happy with this work, we would not be able to help them out without the convenience of the product which was available to us at the right time and right supplier. Food South is the first edition for World Spice Congress The 12th World Spice Congress was held recently at Cochin from February 16-19. Around 700 delegates, representing 40 countries, took part in sessions. The first session of the Codex Committee on Spices and Culinary Herbs (CCSCH), which concluded on Feb 14th, considered most of the proposals for development of quality standards of spices submitted by India.
