4. Project design
A 2 year project
Primary support to Ethiopia and Kenya
Extended support to Uganda, Rwanda,
Burundi, Somalia and South Sudan.
Overall goal: of the initiative is to contribute
to increased capacity of vulnerable farmers
and agro pastoralists to enhance their
livelihoods and productive capacity.

tension between top-down extension approach and FFS approach weakens institutional support for FFS implementation.
Over 5 000 groups have been undertaken by over 70 different projects in the country since inception. A secretariat for FFS coordination was established within the Ministry of Agriculture (MoA) in 2003, however, it was later dissolved due to institutional changes.
The Programme Steering Committee (PSC) will be chaired on a rotational basis by the Host governments of Ethiopia and Kenya. IGAD will be the co-chair. FAO by virtue of its fiduciary responsibility for the project funding will facilitate the PSC meetings and field visits.
