  2. Introduction • The project contributes to CCAFS’ Flagship 1: Priorities and Policies for CSA • It builds on earlier policy-works around CC and CSA in West Africa  National Climate-Smart Agriculture and Food Security Action Plan (2016 - 2020) developed for Ghana  ECOWAS now effectively mainstreaming CSA into regional agricultural policies through CSA alliance and implementation framework  New thematic areas mainstreamed into Burkina Faso's rural development sector plan through CCAFS scenarios work • Countries: Burkina Faso, Ghana, Mali, Niger, Senegal • Promote CSA integration into national agricultural policies and investment plans • Evaluate contributions of agriculture to climate actions in country NDCs • Assist countries to develop bankable projects eligible of funding from climate finance initiatives • Support countries in developing CSA investment plans to permit the scaling up of science-evidenced CSA options • Support the enactment of plans and policies that increase investment toward improved access to diverse and locally acceptable diets Specific objectives

Why is this project timely? • ECOWAS intensions to improve the shortcomings of the NAIPS and RAIPs in the quest to sustainable food security in the face of climate change challenges • integrating CSA in the NAIPs of ECOWAS/CILSS countries and in the RAIP at regional level; • assisting the countries in increasing climate funding mobilization for CSA within the framework of their NAIPs and develop a CSA monitoring-evaluation framework in the context of ECOWAP/CAADP monitoring- evaluation system; and • strengthening inter-institutional dialogue and cross-sector cohesion around CSA between agricultural policies and programs for climate adaptation and water management both at national level and regional level (ECOWAS 2015).
  4.  Main activity: CSA baseline development and prioritization of CSA options to promote inclusive, gender- equitable agricultural investments  Methodology – literature reviews, workshops, surveys  Tasks  identify CSA actions already underway and promising future CSA initiatives  determine the current institutional frameworks associated with CSA, policy enabling environments and barriers of adoption.  develop CSA investment plan  define the enabling environment needed to promote inclusive, gender-equitable and responsive agricultural investments. This will involve the development of a business case for CSA  Contributing outcomes (2022):  CCAFS priority setting is used by 5 countries to target and mainstream CSA into NAIPS, NDCs and other agricultural development policies and plans  USD 20 million of new investments by state, national, regional and global agencies informed by CCAFS science and engagement Project Implementation Objective 1: Promote CSA integration into national agricultural policies and investment plans Objective 4: Support countries in developing CSA investment plans to permit the scaling up of science-evidenced CSA options
  5.  Main activity: Review and conduct ex-ante evaluation for agriculture and CSA options in NDCs, NAIPs and agricultural policies  Methodology – literature reviews, workshops, expert interviews, scenarios-guided policy review  Tasks  Review contents of country NDCs, NAIPs and other agricultural-related policies/plans/strategies reviewed using applicable methodologies including the CCAFS scenarios-guided policy review  analyze and highlight potential socioeconomic and environmental benefits of CSA to define entry points for investment planning in review/implementation of NAIPs and NDCs.  Contributing outcomes (2022):  5 policy decisions on mitigation and adaptation taken (in part) by 5 countries/states based on engagement and information dissemination by CCAFS Objective 2: Evaluate contributions of agriculture to climate actions in country NDCs Objective 5: Support the enactment of plans and policies that increase investment toward improved access to diverse and locally acceptable diets
  6. Objective 3: Assist countries to develop bankable projects eligible of funding from climate finance initiatives  Main activity: Capacity building and support for bankable proposal development  Methodology –workshops, expert interviews  Tasks  identify country adaptation and mitigation needs, CSA investment and policy development opportunities  Capacitate national science-policy dialogue platforms  Contributing outcomes (2022):  USD 20 million of new investments by state, national, regional and global agencies informed by CCAFS science and engagement
