Since the establishment of this military high school
- unique in its own way in our country at that time -
was Nicolae Filipescu (1862-1916). During his term as
Minister of War (29 December 1910/11 January 1911 - 28
March 1912/10 April 1912) in the government of P.P.
Carp, Nicolae Filipescu instructed Colonel Lupescu,
the director of military schools attached to the
Ministry of War, to study in the major industrialized
countries (Germany, France, Great Britain) where he
was a modern military high school, their
organization, the educational results, the physical and
moral nature of these institutions
