IMPLEMENTATION PLAN
ON THE CONDUCT OF LIMITED FACE-TO-FACE CLASSES
OF PRES. QUIRINO TREASURED CHILD SCHOOL, INC.
S.Y. 2021-2022 ONWARDS
I. SAFE SCHOOL OPERATIONS
A. Shared Responsibility
1. Pres. Quirino Treasured Child School, Inc. (PQTCS) has requested a letter of support from the Barangay
Poblacion and the Municipal Government of President Quirino. Through a resolution, they expressed their
positive support.
2. There is written consent from parents/legal guardians who are willing to participate in the Limited Face
to-Face Classes.
3. Community Stakeholders such as LGU Health Officials and Parents-Teachers Association expressed
their willingness and commitment to extend support and resources to meet the Health and Safety Protocols
standards.
4. An extensive discussion and planning regarding protocols, mechanisms, and procedures on what to do
during the limited face-to-face classes have been conducted by the Administration, Faculty, Staff, and
Parents.
5. The following IATF regulations that will be observed in the school during the limited face-to-face classes
are:
a. Strict compliance with the minimum health standards;
b. Safety protocols:
- Wear facemask properly;
- Frequent sanitation and handwashing; and
- Avoid touching the face and other surfaces
c. Safe distancing;
- At least one meter apart;
- Reconfigured classroom spaces; and
- Markers and signages are visibly present
d. No work / No class if showing symptoms;
e. Consultation and coordination with LGUs; and
f. No school activities that involve mass gathering
B. Roles of the School Community Members
1. Administrators
a. Form a committee to oversee the Implementation Plan of Limited Face-To-Face Classes;
b. Conduct orientation to the Faculty, Staff, Parents, and Learners on the requirements, policies,
guidelines of delivering Limited Face-To-Face Classes; and
c. Ensure the safety of all school community members on the delivery of Limited Face-To-Face
Classes.
2. Faculty & Staff
a. Assist the Administration in implementing the delivery of Limited Face-To-Face Classes;
b. Guide the learners executing the safety measures inside and outside the campus’ and
c. Conduct orientation to the Parents and Learners on the requirements, policies, guidelines of
delivering Limited Face-To-Face Classes;
3. Pupils/Students
a. Follow the IATF regulations on health sanitation and safety protocols at all times;
b. Cooperate in following the hygiene protocols to be observed inside the campus;
c. Submit the signed Parent's Consent and Waiver Form to the Adviser as proof that they were
allowed or permitted to attend the Limited Face-To-Face Classes; and
d. Comply and follow the requirements, policies, and guidelines on the implementation of Limited
Face-To-Face Classes;
4. Parents/Guardians
a. Ensure the health condition of their children before allowing them to go to school;
b. Consistently remind their children to practice safe health protocols and observe social distancing
at all times;

2. c. Ensure that their children bring health kits with them when coming to school;
d. Prepare snacks and lunch, with utensils, for their children to bring to school;
e. Sign the Parent's Consent and Waiver Form as proof that they allow their sons/daughters to
attend the Limited Face-To-Face Classes; and
f. Show support on the requirements, policies, and guidelines on the implementation of Limited
Face-To-Face Classes;
C. Campus and Classroom Physical Layout & Structure
1. A school map is posted in front of the gate indicating the location of the classrooms to be used and guide
for points of exit/evacuation during emergencies;
2. Signages and markings are posted in visible places such as at gates, hallways, inside the classrooms,
offices, and sanitation facilities for cueing purposes;
3. Ground markings are visible for walking direction guides. They are provided in the form of colored duct
tapes or stickers on the floors and sidewalks to ensure that physical social distancing is observed at least
one meter apart all the time;
4. Establish one-way circulation in hallways, classrooms, and school facilities for unidirectional movement.
Separate entrance and exit points are designated accordingly;
5. The school has a handwashing facility with proper sanitation and hygiene facilities (adequate and safe
water supply, handwashing sink, antibacterial soap, and 70% Isopropyl or Ethyl alcohol);
6. The school has trash bins placed in strategic locations. Signages on proper wastes disposal can be seen
beside it. Also, learners are responsible for disposing of their used items (papers, food, etc.) properly on
the designated trash bins.
6. Classroom Arrangement
a. Number of seats per classroom shall be equivalent to the exact required number of maximum
learners with at least one meter apart aided by a sticker.
a.1. Kindergarten – Maximum of 12 learners in the classroom
a.2. Grades 1-3 – Maximum of 16 learners in the classroom
a.3. Grade 4-12 Maximum of 20 learners in the classroom
a.4. Laboratories (Science, Computer) and Library – Maximum of 12 learners inside
b Armchairs will be provided for each learner facing the board arranged at least a meter from each
other.
c. All teachers must monitor their learners to ensure physical distancing guidelines are followed.
7. Cleaning, Disinfecting, and Waste Management
a. Cleaning and disinfecting of classrooms and other frequently used areas on campus will be done
daily after and in-between classes by the teachers, such as doorknobs, light switches, tables,
desks, armchairs, and boards.
b. Proper disposal of infectious wastes such as tissue, and masks in non-contact receptacles.
8. Campus Support and Safety Measures
a. Each teacher will monitor the safety protocols on the movements of their learners inside the
campus, making sure that safe spacing is observed during the school arrival and departure.
b. The Principal will assist in the recording and storing the data of all learners who will enter the
campus following the health protocols.
c. Each classroom has working electric fans, and the windows and doors shall be open at all times
to maximize natural airflow.
d. An institutional paging system or school intercom will be used to facilitate announcements and
constant reminders to all school community members in following the minimum health protocols.
e. There is a designated waiting area for parents/guardians/chaperones with strict observation of
physical distancing at all times under a specific time schedule only. Each learner, only applicable
from Kinder 1 – Grade 3, is allowed to have only 1 parent/guardian/chaperone to fetch them as
needed.
f. The school clinic has emergency health kits, facemasks, PPEs, and other needed medical
supplies and materials. The said PPEs would be available for assigned COVID-19 DRRM team
members, health personnel, maintenance, and security guards.
g. The Contingency Plan will take action if an individual at PQTCS shows symptoms, becomes a
close contact of a confirmed case, or tests positive for COVID-19.
II. SAFE SCHOOL OPERATIONS
A. Ensuring Teaching & Learning
1. The limited face-to-face classes to be implemented in the school is a blended learning approach. Modular
Distance Learning and Online Distance Learning will still be adopted in combination with the limited face-
to-face modality and the schedule of classes;
2. All limited face-to-face classes will be conducted half-day only;

3. 3. Teacher-made learning materials are also used to deepen learners' understanding of the lesson;
4. The school ensures that all teachers have the Teacher's Guide and develop activity-based materials for
mastery of learning. The use of assessment rubrics will be applied in assessing and monitoring the learning
progress and evaluating the learners' performances;
5. The Advisers checks and monitors the attendance regularly to determine which participating learners are
exhibiting difficulties coming to school.
B. Learning Resources
1. Each learner will be supplied with Enhanced Learning Modules/ELMs in all subject areas that can be
used for both limited face-to-face and distance learning classes.
C. Limited Face-To-Face Classes
1. Schedule of Classes (please see the attached class schedules)
a. Number of hours for limited face-to-face classes as stated in the standards and guidelines will
be carefully implemented by the school;
b. Assigned number of hours for classroom instruction will be done in Synchronous Learning Mode;
c. Implementation of the maximum hours of stay of the learners in school will be implemented.
2. Class Programs (please see the attached class programs)
a. The class programs per grade level indicate specific/breakdown of hours for the limited face-to-
face classes and distance learning classes; and
b. Large gatherings of learners like convocations, flag ceremonies, school activities, school
contests, and other similar programs are strictly prohibited.
3. All learners who are given parental consent to attend the limited face-to-face classes at their given
scheduled time.
a. List and profile of learners who will attend the limited face-to-face classes for attendance
monitoring and tracing purposes are secured by each Adviser; and
b. Parents/Guardians are to assist the teachers by giving feedback on the home learning tasks
given to their children using their updated contact details.
4. In the limited face-to-face classes, the teachers allot instructional time to teach the "least learned /least
mastered" standards and competencies, conduct authentic classroom learning assessments, review
previous lessons, and provide remediation/intervention.
III. INCLUDING THE MOST MARGINALIZED
A. Status of Learners
1. PQTCS is serving the Pres. Quirino community and its neighboring towns and city, an area which is
geographically agricultural lands.
a. Majority of the learners belong to the Ilocano community whose parents are farmers. Their
income depends on their harvest, which sometimes results in their distress due to a lack of
resources to provide the basic needs for their families and low-resourced children in school.
IV. WELL-BEING AND PROTECTION
A. Safety of Faculty, Staff, and Learners
1. All learners who enter the school should be fit for limited face-to-face classes;
2. All school personnel and learners must follow the health standards and safety protocols at all times,
whether at home, going to and coming back from school, and while at school;
3. Each learner must practice safe distancing, wear a facemask properly and bring health kits;
4. Personnel should practice safe distancing in dealing with the learners asking for assistance;
5. Both personnel and learners are prohibited from borrowing materials like notebooks, books, modules,
pens, pencils, papers, etc., from each other;
6. Learners should go home directly after their classes. They are not allowed to roam around or stay longer
on the campus before and after their classes. They should only go to school on their schedule and go home
directly once their classes are done;
7. All teachers should not give collaborative activities inside and outside the campus; and
8. Anyone on the campus who is observed with symptoms like coughing, vomiting, shortness of breath, and
fever should be reported immediately to the assigned personnel for immediate action. In this case, health
protocols should be applied to those who have contacted that person.

4. 9. Authorized visitors shall schedule an appointment and are required to follow health protocols and
screening. They must also provide a copy of their identification and fill out the Visitor's Form indicating their
name, contact details, address, date and time of visit, and purpose;
10. The school provides a daily health monitoring tool for learners and personnel;
11. The school has a COVID-19 DRRM Team, led by their Safety Officer, who will ensure that the health
and safety protocols are in place and are observed during the limited face-to-face classes.
B. Use of Other Facilities
1. The use of other facilities like the library, covered area, laboratories, restroom, and offices is reduced to
50% of the area's capacity and ensures safe distancing is being observed.
2. Learners must bring their snacks, pack lunch, and utensils. The canteen will be closed.
3. Schedule of learners who wish to use the computer facilities will be carefully crafted, and laboratories
will only accommodate up to 10 learners at a time.
C. Identification of COVID-19 Positive Learners and Personnel
1. In case a learner or personnel is identified positively in COVID-19, the school will implement and follow
the Guidelines on Prevention, Detection, Isolation, Treatment, and Reintegration Strategies for COVID-19.
V. COMMUNICATION STRATEGY
A. Communication Plan
1. The school has developed a communication plan;
2. The school has identified communication platforms for coordination purposes among the learners,
parents/guardians, and personnel;
3. The database of contact details, including the contact numbers and address of parents/guardians of the
learners, are kept to inform them in case their child shows flu-like symptoms while in school premises;
4. The school has developed child-friendly information, education, and communication (EIC) materials on
hygiene practices and respiratory etiquettes, including hand hygiene, respiratory hygiene, cough etiquette,
protective measures, and others, posted in common areas.
5. The school has a HelpDesk hotline that connects and coordinates hospitals and LGUs.
B. Orientations
1. The school has prepared an orientation for learners, parents, guardians, personnel, stakeholders, and
LGUs of the eligibility criteria for participation, existing protocols, mechanisms, and procedures needed to
conduct limited face-to-face classes in the school.
a. The schedule of orientation will be at least one week before the conduct of limited face-to-face
classes;
b. Digital orientation material will be available for distribution and dissemination to learners, parents,
guardians, personnel, stakeholders, and LGUs in ensuring observance of protocols, mechanisms,
and procedures.
