Policy Objectives
Overall Objectives of the Face-to-Face Classes
1. Deliver quality basic education in a safe learning
environment to learners in areas under Alert Level 1
or 2 (or equivalent classification based on the latest
national guidelines)
2. Address the teaching and learning gaps encountered
in the distance learning modalities; and
3. Strengthen the school-community health and safety
support system for all children
POLICY OBJECTIVES
OBJECTIVE OF THE PROGRESSIVE EXPANSION
To establish a safe school learning environment to better
support the teaching and learning process; as well as
ensuring safe operations of schools, and well-being and
protection of learners and school personnel
Strategy for the F2F IMPLEMENTATION
1 PILOT IMPLEMENTATION 2 EXPANDED PHASE 3 NEW NORMAL
ELIGIBILITY OF PARTICIPATION
1. Located in areas under Alert level 1 or 2;
2. Passed the school safety assessment using the SSAT;
3. HAVE EXPRESSED SUPPORT FROM LGUs (Municipality/City
in the form of a resolution or letter of support allowing
them to participate in face-to-face classes;
4. For schools in indigenous Peoples communities or with a
predominant number of IP learners, consultation process
guided by the principle of free, prior and informed consent
(FPIC) shall be undertaken with the IP community
5. Secured expressed support and consent of parents of
students who will participate in the reopening of face-to-
face, in the form a written consent form

ELIGIBILITY OF PARTICIPATION
TEACHERS AND OTHER PERSONNEL
All teachers and school personnel who are 65 years old and
below and with no diagnosed comorbidities shall be eligible
to provide service during the conduct of the face to face
classes.
COVID-19 VACCINATION requirement for DepEd teachers
and personnel shall follow the latest national guidelines

Preparations for school Reopening
The school shall:
Set up the physical, structures, wash facilities and
supplies, PPEs, health and safety protocols, learning
materials, class programs, and human resource
requirements
Orient learners, parents, guardians, teaching and
non-teaching personnel, external stakeholders and
LGU of the eligibility for participation, existing
protocols, mechanisms, and procedures needed in
conducting face-to-face classes
Screen the vaccination records of the learners
PREPARATIONS FOR SCHOOL REOPENING
• Involve the community in the school
reopening process
• Adjust class program according to school’s
AWA
• Monitor and update the COVID-19
vaccination status of the learners (LIS)
• Conduct simulation activities
• Involve the various levels of community
governance customary community leaders
SCHOOL TRAFFIC MANAGEMENT
The school shall establish safe entrance, exit, crowd management measures
and contact tracing procedures for all those entering school premises
The school shall put signages/visual cues in the following:
School map at the front gate
Instructions for entrance and exit
Hallway ground marking
Designated waiting area for parents/guardians/chaperons
Areas where physical capacity may be limited
School Disinfection, Sanitation and Waste
Management
• Routine Sanitation of frequently touched surfaces
• Learners shall be responsible for disposing own used items, and shall
be assigned to their own desk/armchairs during classes
• Learners and school personnel shall be disallowed from sharing items
• Ensure availability of hand soaps, alcohol-based solutions in
designated areas by doing routine monitoring and
replacement/replenishment
• School DRRM team shall ensure necessary disinfection activities are
conducted especially frequented areas of individuals who tested
positive
COMMUNICATION STRATEGY
• Set up a proactive COVID-19 LOCAL
HOTLINE/HELDESK
• Maintain a database of contact information
• Establish feedback mechanism
• Communication collaterals ( i.e. posters,
signboards, brochures)

CONTIGENCY PLAN
• The school shall prepare a contingency plan for closing and
reopening the school in case of COVID-19 resurgence.
• It shall include the strategies for the continuity of learning while
F2F classes are suspended until the local authorities have
determined the safe resumption of F2F classes.
• The protocols contained in he contingency plan shall be aligned
to the existing guidelines
Shall include the following:
Decision points for school suspension; distance learning
modalities during suspension; and strategies for the reopening of
schools after the suspension
MANAGING SAFE SCHOOL
OPERATIONS
SCHOOL-COMMUNITY COORDINATION
• Establish coordination mechanism with barangay Health Emergency
Respond Team (BHERT)
• OPERATIONALIZE the Preventive Alert System in Schools (PASS)
(THE TEACHER SHALL ENSURE THAT HEALTH INSPECTION IS ROUTINELY
CONDUCTED DURING THE CONDUCT OF THE F2F CLASSES)
• Ensure that the health personnel or designated “clinic teacher” is physically
present at the school during school days.
• Orient parents/guardians about health and safety protocols in school and at
home
• Establish home-school coordination on reporting the health status of learners
CLASS SUSPENSION AND
RESUMPTION
• Declaration of class suspension ( Local task force)
• In the event of class suspension, all learners shall revert to distance learning
• Ensure contact tracing and disinfection activities ( implement a 24-hour granular
lockdown period for disinfection, only after which can be opened for use)
• Classes may resume after at least 24 hours since suspension upon ensuring the
following:
*completed contact tracing;
*completed disinfection activities; and
*area where school is localized is classified as alert level 1 or 2
*conduct re orientation on current measures adopted to evolving situations and
psychological first aid to learners and school personnel, as necessary
