Optimal includes a consideration of reliability and cost
4,000 gpm is 35.4 gpm/ft2, design rate for MMI scrubber. Scrubber has been safely operated down to 68% of design, or 2,280 gpm
for an 11 ft tower. This is 24 gpm/ft2.
