 Managed design in Overhead Line Subtransmission projects in 2008-2013 large CAPEX
Program including underground cable deigns as at Argenton 132/33/11kV, Kooragang
Island 132kV& 33kV subtransmission lines, some Newcastle 33kV XLPE UG feeder cables.
 Maintained a zero incident of design impact safety, in D&C works, including many on
active coal mining leases for many diverse projects in Hunter Valley 1986-2013.

 To save time and cost, innovated first generic open cut mine safety inductions for
Shortland Electricity utility workers 1992/93. (Managed first Generic Draft, 5 mines
recognition acceptance and hired Mine Engineer Consultant Jim Sneddon & Assoc to
deliver the training. It’s advertised success was quickly copied in Mining Induction).
 Expert Witness for Westbrook Bushfire Coronial ( cause-magpie’s wire nest bushing LV
arcing), and supported Prof AD Stokes in Donalds Ck Bushfire origin/initiation R&D, and
field observation for concept development of HV Electrical Pruning (1991-93).
 Provided timely and effective design drawings for the 5 year Ausgrid Major Capital
Works Program which ran from 2008 to 2012.
 2013 Designed 200 pole 132kV dual circuit feeder with INGAL EPS modular steel poles
for 3 tonne lift helicopter installation. First half line of 100 dressed poles flown in and
erected in three days. PM used safety by design risk workshop consultation/trial.
 First two pre-stressed ragbolt footing mounted 37.5m tall 375kN tip load 132kV steel
poles (pylons) to replace a D type lattice tower.
 Produced a comprehensive in-house Overhead Line Design Manual titled ‘Network
Standard NS220’ which is accessed by internal and external designers for Ausgrid
network designs (www.ausgrid.com.au/network/standards).
 As a member of the SAA Subcommittee contributed to the creation of AS7000-2010 and
HB331- 2012 Overhead line Design Manual.
 2009 Introduced first NSW UAV overhead line patrol, route survey, UAV haul line
stringing of water crossings, river crossings and gully crossings. First demonstration of
HV LL 33kV insulated tagline installation by UAV in May 2010 Safety Field Days.
 Detection of secondary fault galloping sites and its correction by network modification,
span k- factor modifications using delta redressing or inter-phase spacers.
 Initiated and managed designers and operation for DTS trial of 132kV overhead line and
33kV underground cable feeder in SMART GRID Trial. (Target 15% in rating improvement
with DTS).
 Active innovator as Northpower Network Policy Engineer, Quality Facilitator for
Northpower Metering Services Laboratory and GM Network part time representative in
NSW Electricity Market initiation in 1996/97. Helped innovate from Monopoly Metering to
Contestable Metering Services and Data-forwarding Agencies in SEM Market Code to
avoid market failure in contestable rollout as had occurred in England Market at 100kW
level. QA Facilitator for NATA accreditation calibration with Radian RS 703A reference.
 1996-1999 Part time initiating Northpower Project Manager for concept and initiator,
feasibility scope and route for world’s first 65km RL underground HVDC Merchant Link

and BDS Plant Augmentation as brownfield job on mining lease construction of 33/11kV
CHPP Substation and 11kV distribution, on time and safety incident free under Mine
Managers Rules and Mine Regulations, in 2000-2001. Mine CHPP doubled throughput
capacity during the works in progress. No safety incident and timeline achieved. Pre-
emptively alerted and avoided HV Induction hazards in 330kV tower line corridor
construction works.
 1982/84 Wrote first Prospect CC 45/65MVA Dy1 OLTC 132/11kV Zone Substation
equipment tender specifications, managed contracts supply and delivery, and did first use
design & construction of 132kV XLPE cable tails S/E at Rooty Hill Zone Sub. Contract
managed first 10MVA 66/11kV Transportable Zone Substation as fast tracked supply and
delivery (10mths) to Wentworth Falls Zone; first 66kV XLPE cable entry transformers,
first 66kV GIC switchboards tenders.
 1980/81 “first year’s Acting Subtransmission Planning Engineer for 1980 three county
council amalgamated Prospect CC in mining boom, western &SW Sydney housing boom,
power station augment integration bootstrap for urgent & ten year plans, with first 132kV
subtransmission supply” and preparation for Blue Mountains subtransmission
augmentation.

 Improved productivity and precision in overhead line design with line route surveying
with aerial and satellite 3-D LiDAR for encroachment review and line design, in
conjunction with FEA software TL Pro and PLS CADD to new SAA AS 7000-2010 Overhead
Line Design (Member of SAA subcommittee 2008-2012).
 Invited to present at the 2007 Brisbane IIR Conference on Proactive Safety Awareness
to Avoid a Critical Safety Incident Workplace Culture Change to Safety.
 Innovations for stay-less concrete and steel poles, ultrasonic stay anchor inspection,
CRM safer helicopter pole installation, trial 33kV HENDRIX CC HV shield wire catenary
supported aesthetics & bushfire risk minimization plus storm-resistant, trial of 33kV FRP

 UAV rotorcraft line digital camera remote inspection of insulators and conductors & UAV

 Worked with Bruce Dowsett of Coal Services on 3-D Virtual Reality Training demo

 2013, actual formal flight demonstration by my Ausgrid UAV team and APS Chief Pilot
Paul Martin of Microdrone UAV at Argenton Mines Rescue Station as capability proof by
successful flight in mine training tunnel, and outdoor to camera close up inspect historic
mine head structure. Support scope needs in R&D for mine gas safety checks.
 2013/14 Use of 3-D line corridor LIDAR survey digital data for fast overhead line design
checks and uprate design. In TL Pro and PLS CADD for galloping conductor secondary
fault prediction and with EWP/UAV field check.
Major Projects
 Approx $300M pa CAPEX Overhead and Underground Mains Design each year 2008-
2012, with staff of less than 20: sustaining productivity by innovations.
 Designed and constructed overhead subtransmission and distribution lines and
substations for coal mine supply and network relocations for coal mine and rural projects
in the Upper Hunter valued at several million dollars each (2000 to 2007).
 Project managed, designed, constructed and commissioned a $3M contract for the
augmentation of the electricity supply to the CHPP of a working mine in the Hunter Valley
doubling its capacity during production (1999 to 2000).

National Electricity Codes (1996 to 1997) which included the initiation in the code for
contestable metering.
 1997-99 Initiated idea/scope project managed the design concept and route selector for
the world’s first merchant link between NSW and Queensland built on existing routes as a
80kV HVDC VSC bipolar underground within a 12 month period (>$100m), attending
IPART workshops evolving methodology for Distribution Loss Factors. Also performing
initial review and audit in Network Connection Agreement.
 1989/99 Project Managed/Contracts Managed for Sh CC with C&A in Deed of Agreement
for Hunter Valley No1&2 Mine as energised staged Relocation of Lemington Zone
Substation and Feeders, managing three separate Contractors and District workforce - on
time, no accidents, to budget.
 1984–Sept 1986 was transferred to be Underground Mains Engineer, Subtransmission
Branch under Ray McNally Subtransmission Eng, worked on design, planning, witnessing,

(Managed first Generic Draft, 5 mines recognition acceptance and hired Mine Engineer Consultant Jim Sneddon & Assoc to deliver the training. It’s advertised success was quickly copied in Mining Induction).  Expert Witness for Westbrook Bushfire Coronial ( cause-magpie’s wire nest bushing LV arcing), and supported Prof AD Stokes in Donalds Ck Bushfire origin/initiation R&D, and field observation for concept development of HV Electrical Pruning (1991-93).  Provided timely and effective design drawings for the 5 year Ausgrid Major Capital Works Program which ran from 2008 to 2012.  2013 Designed 200 pole 132kV dual circuit feeder with INGAL EPS modular steel poles for 3 tonne lift helicopter installation. First half line of 100 dressed poles flown in and erected in three days. PM used safety by design risk workshop consultation/trial.  First two pre-stressed ragbolt footing mounted 37.5m tall 375kN tip load 132kV steel poles (pylons) to replace a D type lattice tower.  Produced a comprehensive in-house Overhead Line Design Manual titled ‘Network Standard NS220’ which is accessed by internal and external designers for Ausgrid network designs (www.ausgrid.com.au/network/standards).  As a member of the SAA Subcommittee contributed to the creation of AS7000-2010 and HB331- 2012 Overhead line Design Manual.  2009 Introduced first NSW UAV overhead line patrol, route survey, UAV haul line stringing of water crossings, river crossings and gully crossings. First demonstration of HV LL 33kV insulated tagline installation by UAV in May 2010 Safety Field Days.  Detection of secondary fault galloping sites and its correction by network modification, span k- factor modifications using delta redressing or inter-phase spacers.  Initiated and managed designers and operation for DTS trial of 132kV overhead line and 33kV underground cable feeder in SMART GRID Trial. (Target 15% in rating improvement with DTS).  Active innovator as Northpower Network Policy Engineer, Quality Facilitator for Northpower Metering Services Laboratory and GM Network part time representative in NSW Electricity Market initiation in 1996/97. Helped innovate from Monopoly Metering to Contestable Metering Services and Data-forwarding Agencies in SEM Market Code to avoid market failure in contestable rollout as had occurred in England Market at 100kW level. QA Facilitator for NATA accreditation calibration with Radian RS 703A reference.  1996-1999 Part time initiating Northpower Project Manager for concept and initiator, feasibility scope and route for world’s first 65km RL underground HVDC Merchant Link BOO interstate network interconnector using ABB HVDC Light 180MVA 80kV dc bipolar VSC and Ultraclean XLPE cable ploughed in (unregulated stage called M-Link, joint ventured as Direct Link, now regulated Terranora Interconnector). Price Arbitrage revenue and ancillary services revenue in unregulated merchant link initial status (HVDC VSC Link may assist in grid stability nd in black start).  1999-2000 Enerserve Design & Construct Project Manager for Warkworth Mine CHPP and BDS Plant Augmentation as brownfield job on mining lease construction of 33/11kV CHPP Substation and 11kV distribution, on time and safety incident free under Mine Managers Rules and Mine Regulations, in 2000-2001. Mine CHPP doubled throughput capacity during the works in progress. No safety incident and timeline achieved. Pre- emptively alerted and avoided HV Induction hazards in 330kV tower line corridor construction works.  1982/84 Wrote first Prospect CC 45/65MVA Dy1 OLTC 132/11kV Zone Substation equipment tender specifications, managed contracts supply and delivery, and did first use design & construction of 132kV XLPE cable tails S/E at Rooty Hill Zone Sub. Contract managed first 10MVA 66/11kV Transportable Zone Substation as fast tracked supply and delivery (10mths) to Wentworth Falls Zone; first 66kV XLPE cable entry transformers, first 66kV GIC switchboards tenders.  1980/81 “first year’s Acting Subtransmission Planning Engineer for 1980 three county council amalgamated Prospect CC in mining boom, western &SW Sydney housing boom, power station augment integration bootstrap for urgent & ten year plans, with first 132kV subtransmission supply” and preparation for Blue Mountains subtransmission augmentation. 

Neighbour utility Integral Energy hired my HV LL Manual, HVLL trainers & auditors team to improve its safety and productivity 2003-2008 in concurrent activity and standardization.  Innovated field crew pre-work HV LL Movement Mechanical Loading calculator palmtop.  Improved productivity and precision in overhead line design with line route surveying with aerial and satellite 3-D LiDAR for encroachment review and line design, in conjunction with FEA software TL Pro and PLS CADD to new SAA AS 7000-2010 Overhead Line Design (Member of SAA subcommittee 2008-2012).  Invited to present at the 2007 Brisbane IIR Conference on Proactive Safety Awareness to Avoid a Critical Safety Incident Workplace Culture Change to Safety.  Innovations for stay-less concrete and steel poles, ultrasonic stay anchor inspection, CRM safer helicopter pole installation, trial 33kV HENDRIX CC HV shield wire catenary supported aesthetics & bushfire risk minimization plus storm-resistant, trial of 33kV FRP crossarms.  UAV rotorcraft line digital camera remote inspection of insulators and conductors & UAV mid span insulated haul lines installation for river crossings and gully crossings installation.  Worked with Bruce Dowsett of Coal Services on 3-D Virtual Reality Training demo relevant at EA ESI National Safety Field Days in 2010. VRT is very effective for interactive simulation for auditable teaming learning.  2013, actual formal flight demonstration by my Ausgrid UAV team and APS Chief Pilot Paul Martin of Microdrone UAV at Argenton Mines Rescue Station as capability proof by successful flight in mine training tunnel, and outdoor to camera close up inspect historic mine head structure.
