Therefore, the role of libraries and librarians is also changing.
Why libraries and user needs are changing?
Because we are in a knowledge society or in a digital age.
Because the COVID-19 has changed the entire scenario of

The first Tram to have a library was opened in Kolkata, India.
Passengers boarding this Tram are being given free wi-fi, an
opportunity to leaf through magazines and books inside the tram
for reading/issue/return

The Users are asking now all the Contents in Machine Readable
Form, including scanned images of the Printed Book Pages.
Users are expecting all the Queries Answered Online.
Improvement in ICT Infrastructure and Knowledgebase.
Investments in Online Education.
Online Meetings/Enhanced IT and Apps Knowledge.
Recognition and Acknowledgements.
More family time and understanding.
Restricted movement –save fuel, better environment.
Improvement in Medical Infrastructure.
Build a better NEW NORMAL or NEXT NORMAL.

Good Afternoon everyone. Thank you CILIP for this wonderful opportunity. Thank you Marcie, Session Chair and other fellow Panelists, Barbara, Helena and Ton. So, as part of this short presentation, I shall be sharing my thoughts on background and response to Lockdown by Academic and Public Libraries in India, Effects on Teaching-Leaning, Collection Management during COVID, Reopening Libraries in the New Normal, Protocols or SOPs being followed and Opportunities in General for Libraries to serve the different segments of the society, with focus on role played by: Central Library of IIT Delhi or other such libraries including Public Library system of India which include National Library, National Mission on Libraries, Raja Ram Mohan Roy Library Foundation, Delhi Public Library System, National Digital Library of India and also through National Virtual Library of India.

COVID 19 has impacted everyone and all walks of the life. Same was the case in 1918 during the Spanish flu, however the loss of life that time was much more. Many of the above are Physical Labor-intensive Industries but Library Profession is IT supported, so there is a HOPE.
When the news of the COVID 19 came from Wuhan on 17 Nov, people did not took it seriously but from March 2020, people started seeing the impact on the libraries as well. Libraries and Librarians were un-prepared for such a situation. Accordingly, Libraries and Librarians adopted one of these approaches: Some kept the Libraries, more or less usual or as per the New or Next Normal, some with some restrictions and others with Full Closures, some Preparing for Opening or are Reopened
So the effect of this situation resulted in fully Online Teaching, and Learning. People started using different tools and softwares for Teaching-Learning with different devices and platforms like Zoom, WebEx, Teams, Meet, GoToWebinar, BrightTalk, Streamyard, etc. Here, Libraries and Librarians are playing vital role for facilitating this process
During the period of Closed Libraries, the focus remained to build more and more eBook and Other E-Resource Collections and to provide easy remote access to the authorized users. Physical Books could also be delivered to the extent possible in the campus/from the Library and were taken back in the Drop Box. Funding has been severely reduced. Overall, there is a loss to the Collection Development and difficulties in the Management.
When we are Open now as per the New or Next Normal, we have to do a lot for physical and mental wellbeing of staff and patrons, by…
Limiting Numbers in the Library
Limiting Concentration of Users like Odd Even to manage vehicles, Fixed Workplaces and systems for the staff, reduced hours of working. one-way system throughout the building, if possible.
Quarantining of the Library Material
Challenges of Collection Development and Management
Library Working Hours have been reduced
Only currently enrolled students/faculty/staff is allowed
IR sensing, Mask wearing, Sanitization, Physical distancing, Use of Aarogya Setu App is Mandatory
Discouraged to come with bags or other belongings
Staff need to use designated office space
Avoid surface contact
Areas which are frequently touched by the users/staff are regularly disinfected.
Employees residing in the containment area or having symptoms of COVID-19 are not to come to the office.
10% of total library capacity
Separate Entry/Exit/Sitting/Toilets/Water, etc.
Not allowed to enter in the Book Stack Area.
Library Computers for OPAC/Internet are temporarily closed.
Books are returned strictly through the book drop box
Books are quarantined for 72 Hours
No Fine during Pandemic
Users noticing any ill/unwell person to Report
Online Book/eBook Recommendation System is encouraged.
Procurement of eBooks over printed books is encouraged/preferred.
E-Resources are available remotely
People have been given the work, they can manage from Home as well including Remote Access using VPN and other mechanisms.
WHO recommends that people should practice respiratory etiquette, use Mask and wash their hands or use an alcohol-based rub frequently, and not to touch their faces, as well as maintaining physical distance.
Known COVID-19 hotspots should be avoided, especially if you, or those you live with, are older or otherwise vulnerable (for example, you or they have diabetes, heart or lung disease).
People with fever, cough or difficulty breathing should call their doctor and seek medical attention.
Encourage libraries to seek advice from your national public health agency, and of course to follow the guidance that already exists.
Libraries during COVID provided access to resources through different mechanisms from Home or Workplaces, like through VPN, Shibboleth, Password based using Institute Crendentials
Smart Library Services were explored and provided by the Library Community
Libraries are trying to help users by uploading downloadable contents on their websites
Different research support services are of utmost importance during the period
The migration to All Cloud based services has helped a lot in providing un-interrupted library services
India’s National Level Library Support Systems helped the people to fulfil their informational requirements, like NDLI, NVLI, NL, DPL etc.
People tried with different interesting library services during COVID, like, perhaps World’s First Tram Library Services during the COVID at Kolkata, India.
The route of the tram coincides with almost 30 educational institutions such as Scottish Church Collegiate School, Bethune College, Adi Mahakali Pathsala, Presidency University, Hindu School, Calcutta University and Calcutta Medical College and Hospital. All of them have earned their place in history as premium educational hubs. The tram expects to attract students from these institutions as it includes an extensive list of books on competitive examinations such as WBCS, GMAT and GRE. Regular sanitisation is done to prevent any form of virus contraction.
People adopted all the different innovative ways to provide the library services and keep people relaxed and engaged

The books of the 'Pothor Puthibhoral' library have been stored in a small cabinet. The library even has a small bench where teachers can sit and pore over the books. This library has books for both children and adults, as well as periodicals and newspapers. According to reports, the books in this library shall be replaced every week, just to keep things interesting.
The ‘Future of the Library’ has been brought forward as a result of this time of closures and reopening during the crisis of the pandemic. We must see this as an opportunity to continue to innovate, evolve and adapt to these changes, and also build-in future programming for our libraries, and for ourselves as professionals. “Never waste a crisis”
So, be responsive to this change if you or your Library want to survive. Personally, I feel that we at IIT Delhi could capitalized this opportunity by upgrading or modifying our different ICT based services to suit our user requirements.
