Parliament passed the National Education Law (2014) and
National Education Law Amendment (2015) outlining major
reforms to strengthen the quality, effectiveness and efficiency
of the national education system, including:
• Establishment of a standard-based education quality
assurance system
• Expansion of basic education to 13 years (KG+12)
• University autonomy
• Greater decentralisation

Transformational Shift in Higher Education:
‘Students have equitable access to a world-class higher
education system, leading to better opportunities for
employment and significant contributions to a knowledge-
based economy’.
• There are 3 strategies under HE:
1. Strengthen HE governance and management capacity
2. Improve the quality and relevance of HE
3. Expand equitable access to HE
4. The Rectors’ Committee
Established in April 2018 under the National Education Policy
Commission (NEPC).

Key priority for delivering world class, quality higher education, and international HE
All Myanmar universities are at a learning stage when it comes to autonomy
NESP is a ‘roadmap’ for sector-wide reforms that will improve access to quality education for students at all levels of the national education system.
Range of components under each strategy, including:

Establish a National Institute for Higher Education Development (NIHED)

2021-2026 – an HE-specific strategic plan will be developed
NEPC is a body established under the 2015 National Education Law amendment, answerable to parliament.
RC sits alongside the NAQAC and the National Curriculum Committee
Myanmar has 174 public HEIs overseen by 9 Ministries. RC cuts across all 9 ministries and has members from 161 institutions. Its role is to coordinate and collaborate, to bring all universities along the road to autonomy, without interfering in their autonomy.
There needs to be significant investment in staff in HE – in administration, and teaching and research – to enable a more international outlook, to bring institutions up to international standards, and to enable meaningful research collaborations
