BY LAW, CLASS C OPERATOR TRAINING SHALL INCLUDE:
(i) The operation of the UST system.
(ii) The class C operator’s role with regard to monitoring equipment.
(iii) The class C operator’s role with regard to spills and overfills.
(iv) Recognition of, and appropriate response to, site hazards.

(v) Recognition of, and response to, any unusual operating conditions of the UST system.
(vi) Establishing a procedure to notify the appropriate parties in a timely manner of site hazards
and/or unusual operating conditions.
(vii) Training for any person designated as a Class C operator shall be documented, at the facility
where the individual is employed, and be suitable for site-specific conditions.

CLASS C OPERATOR TRAINING
LEAGALLY, THE CLASS C OPERATOR IS DEFINED AS THE FOLLOWING:

MUSTR Rule R 29.2107, "Class C Operator" means
an individual responsible for responding to alarms or
other indications of emergencies caused by
spills, releases, overfills, and other emergency
conditions associated with an UST system.

WATCH FOR:

In a pressured piping system, a leak, causes a loss of
pressure, causing the leak detector to close. This is one of the
causes for ―Slow Flow‖.

A leak detector is designed to maintain pressure in the piping.
When a leak causes a loss of pressure, the detector closes to
maintain pressure in the line. This ―Slows‖ the Flow.

STATIC ELECTRICITY
The Petroleum Equipment Institute (PEI) began investigating mysterious
refueling fires in the mid-1990s. PEI learned that static electricity—the same
thing that shocks you after you drag your feet on the carpet—can ignite gasoline
vapors at the pump.
Almost 200 incidents have been reported to PEI that appear to be related to
static electrical discharge.
Three Rules for Safe Refueling
1. Turn off engine.
2. Don't smoke.
3. Never re-enter your vehicle while refueling.
Are Cell Phones Responsible? No. PEI has not documented a single incident
that was caused by a cellular telephone.
Cell phones continue to be cited as causing fires at the pump in e-mails
circulating on the Internet. So far, PEI has been unable to document any
incidents that were sparked by a cellular telephone. In fact, many researchers
have tried to ignite fuel vapors with a cell phone and failed.
PEI still advises against using any electronic device that might distract the
motorist during the refueling process.

RULES
1. The Owner/Operator shall maintain a list of trained
class C operators for each facility and the date(s) of
such training. This list shall be maintained at the
facility, kept up to date, and available to the department
upon request.
2. At least 1 trained class C operator shall be present
during facility operating hours or turn off the tank
system.
3. Each class C operator shall be provided with
documentation indicating that the employee has
completed training.
