11. Who is a Child?
◈ International conventions define children as aged 18 and
under. But Pakistan government defines a “child” as aged
15 or under. ."Child" and "childhood" are also defined
differently by different cultures.

12. Child Labor in Pakistan
◈ In Pakistan children aged 5-14 are above 40 million. During the
last year, the Federal Bureau of Statistics released the results of
its survey. The findings were that 3.8 million children age group
of 5-14 years are working in Pakistan out of total 40 million
children in this age group.
◈ Fifty percent of these economically active children are in age
group of 5 to 9 years. Even out of these 3.8 million economically
active children, 2.7 million were claimed to be working in the
agriculture sector. 73% of them were said to be boys.

According to UNESCO, Pakistan has 135th position out of 150 countries.
Literacy rate in the country saw an annual drop of 2.0 per cent to 58 per
cent during fiscal year 2015-16 — a level last seen in FY2013-14.
The decline in literacy rate has been witnessed in Sindh, Baluchistan and
Punjab while it remained stagnant in Khyber-Pakhtunkhwa (K-P).
In the 2017-18 budgets, all these governments allocated Rs902.7 billion
for education.
