8 Ground Support Equipment
8.1 Introduction
Rex owns and operates a variety of items of Ground Support Equipment (GSE)
(including non-motorised equipment) used in the support of operations across the
network. This equipment is vital to the operation and must be maintained in a
serviceable and safe condition in accordance with the schedule as specified through the
GSE Maintenance Website. Refer to GSE Website for more information. Where ports
supply their own GSE items for the servicing of Rex aircraft, prior approval must be
give by the National Airports Manager. The respective ports will also take
responsibility of the maintenance and serviceability of their equipment.
8.2 Ground Service Equipment
Only GSE supplied or approved by Rex is permitted for use when servicing an aircraft
and all GSE that has the potential to contact the aircraft must have sufficient protection
to avoid damage to an aircraft.
All staff and agents MUST be aware of the significance that damaging an aircraft can
have on its airworthiness. A dent or scratch that may seem insignificant to ground staff,
may in fact cause the aircraft not to be airworthy and could potentially have a
catastrophic effect on flight safety and the aerodynamics of the aircraft.
It is mandatory that if damage is caused or identified while conducting ground duties,
the Operating Crew and Management must be notified immediately and an SMS report
submitted. Failing to report such matters will result in disciplinary action.

8.4 GSE Website
The Ground Support Equipment (GSE) website assists airports with GSE inspections
and online reporting. The website can be accessed through http://gse.rexlink.com.au
Regular inspections are conducted on GSE items to ensure serviceability and reliability
of the GSE equipment at all ports across the network. The GSE website provides
inspection checklists, due date tracking and unserviceability reporting on all GSE
items.
The website lists all GSE items relevant to each port with information on device details
and the maintenance required for each item. A maintenance checklist accompanies
each GSE item and can be viewed by clicking on the 'Perform Maintenance' tab. The
checklist is designed to assist with the inspection process and must be logged into the
system once completed. If any discrepancies are identified or GSE items not listed on
the website, staff must notify their respective manager to have them added.
Any request for maintenance is also to be made via the GSE Website under the 'Request
Maintenance' tab.
When a device is unserviceable Airport Staff or Agents are to complete the 'Request
Maintenance' tab and outline the defect in detail. When unserviceability is reported, the
GSEM's and Management will be alerted. Network Operations will also receive an
alert regarding any unserviceability and will issue a NOTAC accordingly. The
respective port will also receive an alert as a confirmation that unserviceability has
been successfully reported. The unserviceable GSE item will be marked red on the
website and will be offline until such time the issue has been rectified. An
unserviceable item tag must also be placed on the device (see below).
When the GSEM's have taken appropriate action and the GSE item is repaired, the item
must be marked as serviceable. This can be done through the 'Perform Maintenance
Tab'.
Maintenance for serviceable equipment can also be requested via the GSE website.
Airport Staff or Agents are to complete the 'Request Maintenance' tab and outline the
issue in detail, selecting the 'is serviceable' button. The GSEM's and Management will
be alerted.
NOTE
Comments are mandatory in the 'Message'
box when requesting maintenance.
8.4.1 Inspections
The Ramp Manager/Airport Agent is responsible for the coordination of inspections of
Airport GSE items. Inspections must occur as per the checklist available on the GSE
website. It is the responsibility of the Ramp Manager/Airport Agents to ensure all
inspections are completed prior to the due date.
Each item of GSE will require inspection on a weekly or a monthly interval. Items that
require weekly inspections are as follows:

Inspections at Airports Without Access to the GSE Website
Due to the limited availability of internet at some ports, inspections at these ports must
be completed and forwarded to the respective Hub Port to be logged onto the website.
The procedure for this is as follows:
1. Hub-port sends the relevant GSE checklist to each respective port.
2. The inspection is completed at each port and the checklist returned to the Hub
Port.
3. The information on the checklist will be logged onto the GSE website for
each port. Hub-ports must ensure all information is logged into the GSE
website correctly should any follow up action be required.
4. This process must be repeated prior to the due date for each GSE item on the
GSE website.

8.5 GSE Database
All GSE items are logged into the GSE database and require regular inspections
conducted by Airport Staff or Agents and maintenance which is performed by the
GSEM's or a suitable third party.
The GSE database for performing maintenance is used by GSEM's only and is in place
to assist GSE Mechanics in equipment management as well as performing maintenance
and maintenance tracking. These functions ensure all GSE items remain serviceable for
day to day operations.
The functions of the GSE Database include:
ďˇ Start Maintenance: This is used when performing maintenance where a
checklist is available for each device. The checklist will guide the GSE
Mechanic through the requirements of the maintenance. The maintenance
must be logged and submitted through the checklist. The database will inturn
use the information to track when the maintenance must be performed next.
Should any cost be associated in the maintenance of the GSE item, the
amount must be recorded through the checklist and relevant documents must
be attached.
ďˇ Print Future Maintenance: This function allows GSE Mechanics to view all
upcoming maintenance due within 30 days or 7 days to assist in future
maintenance planning. Overdue maintenance can also be viewed.
ďˇ Display Future Maintenance: This will generate a pop-up screen of all
maintenance that is due.
NOTE
If GSE is repositioned or new equipment
added, the GSEM or Manager responsible
must ensure the item has been amended or
added in the GSE Database.
8.5.1 Routine Maintenance
GSE Maintenance is the responsibility of the GSEM. Remote ports such as those in
Northern Queensland may use external maintenance providers when applicable and
approved by Management. External maintenance providers may also be used for other
routine maintenance under the oversight of the GSEM and with approval from the
National Airports Manager or a delegate in their absence. All GSE items require
routine scheduled maintenance and unscheduled maintenance when required.
The intervals for scheduled maintenance are as three (3), six (6) and twelve (12)
monthly intervals:
Three (3) monthly maintenance is conducted on the following GSE items:
ďˇ Ground Power Unit (GPU) Diesel (Hubs only), and
ďˇ Tug (Hub ports only)
Six (6) monthly Maintenance is conducted on the following GSE items:

NOTE
Scheduled motorised vehicle maintenance
varies from port to port.
For ports where external maintenance providers are used, the respective GSEM or Hub
Airport Manager is required to log in all maintenance data into the GSE maintenance
database including all cost details.
Equipment obtained through external providers is to be maintained in accordance with
manufacturer's instructions.
8.5.2 Inspecting and Testing Electrical Equipment
Safe Work (NSW), Work Cover (QLD), Work Safe (VIC), Safe Work (SA), Work Safe
(TAS) and Work Safe (WA) specify the requirements for inspecting and testing
electrical equipment:
It is not a legal requirement that test and tagging be done on all electrical items as long
as:
1. The equipment has a risk assessment performed to justify the âlower riskâ
classification which has been undertaken.
2. All equipment at a port is maintained on a register including classification,
usage and deployment.
3. Visual inspections are performed regularly by users and damaged equipment
is removed from service. These inspections are tracked through the GSE
website (http://gse.rexlink.com.au) 6 monthly Inspection Checklist or via the
SMS system.
4. Repaired or second-hand items have an âin serviceâ test and are tagged before
entering service.

Inspection Periods for Electrical items by Assessed Categories
Performing Visual Inspections
A GSE checklist is available on the GSE website for the visual inspection of electrical
equipment every 6 months. Items to look for include cord fraying, damaged insulation,
damaged plugs and exposed wiring, acrid smells, evidence of heat damage and smoke.
All equipment is to be observed regularly and unserviceable items reported.
8.5.3 Electrical Device Test and Tagging
Electrical devices at airports are to undergo routine inspections to ensure all electrical
equipment and appliances are safe to use in the workplace. This process is referred to
as test and tag. Current legislation does not require all electrical items to be test and
tagged, however all electrical equipment must be recorded on an administered database
and items requiring periodic inspections must be test and tagged as per the appropriate
state regulations.
Test and tag administration is performed in two parts:
- Firstly, a risk assessment is performed on all electrical equipment within the
Rex network to determine the appropriate inspection category for each item.
- Secondly, port lists must be maintained of all electrical equipment on site that
also indicates the inspection category for each item.

Based on these, test and tag administrators (GSE Manager) and Ground Service
Equipment Mechanics (GSEMs) are able to track electrical items that have mandatory
test and tag inspections and administer these to the legally applicable standards. Both
databases are accessible on the Engineering 'Y' share drive.
The four categories for electrical safety inspections are:
ďˇ Low-risk: Visual inspection only,
ďˇ Higher-risk: Test and Tag annually,
ďˇ Maintenance Facility/Tool: Test and Tag every 6 months, and
ďˇ RCD/Safety Switches: User test daily, test and tag every 3 months, time test
annually.
Any new items issued to (or supplied by) a port are to have an 'in service' tag attached
to the power cord before being utilised. As new items are tested by the manufacturer,
the 'in service' tag can be supplied to (or sourced by) the agent for fitting without
inspection. Second hand or repaired electrical equipment must have a full test and tag
inspection before entering service regardless of the electrical inspection classification.
This 'in service' tag will be fitted by the qualified repairer.
NOTE
GSEM's/GSE Manager are to be informed of
any changes to port electrical equipment so
that the test and tag database can be
updated.
All staff are to perform regular visual inspections on electrical equipment that they use.
A maintenance inspection checklist in GSE.rexlink requires that all ports complete a
visual inspection of all electrical equipment every 6 months. Any equipment that is
suspected of fraying, exposed wiring, tripping of circuits, acrid smells or abnormalities
must be removed from service and reported as unserviceable. SMS reports are to be
submitted for electrical safety events. All damaged equipment can only be repaired and
be certified for use by qualified technicians.

8.6 Unserviceable Airport GSE Notification
Unserviceable GSE items must be reported through the GSE Website. Refer above for
more information. Once unserviceable equipment has been reported through the GSE
Website, the respective Airport Manager/Agent must be contacted and a red
unserviceable label attached to the equipment. Refer below.
NOTE
GSE items are deemed to be serviceable
unless a Rex GSE Unserviceable tag is
attached.
When any GSE item is reported as unserviceable through the GSE website, the GSE
Mechanic and Management will receive an instant alert through email stating that the
item is unserviceable. The respective GSE Mechanic must take appropriate action once
the email has been received to rectify the issue. The alert will also extend to the sender
as confirmation that unserviceability has been successfully reported as well as the Rex
Network Operations who will raise a NOTAC when required
Once the GSE item is returned to service, the GSE Unserviceable Label must be
removed and the item update in the GSE website as serviceable. Rex Network
Operations will also receive an alert when an item is returned to service and will update
the NOTAC accordingly.

8.6.1 GSE Unserviceable Label
The GSE Unserviceable Label is to be completed and attached to any GSE item where
unserviceability renders that item unsuitable or unsafe for operation. Use of the GSE
Unserviceability Label must be notified to the Airport Manager/Agent.
As this tag is also used by Engineering Staff, Airport Staff/Agents are only required to
complete the following:

8.7 Loss or Damage of Equipment
Any loss or damage to GSE must be immediately reported to the Airport Manager/
Agent. The GSE Mechanic must also be notified via the GSE maintenance website.
The Airport Manager/Agent must also proceed to submit a SMS report about the loss/
damage to the equipment. The National Airports Manager will lead the investigation
and/or as delegated.
If criminal or illegal activity is identified as a causal factor in the loss or damage, the
National Airports Manager shall notify the appropriate law enforcement agency. The
National Airports Manager shall advise the Executive Management of the event and the
outcome of the investigation.

8.8 New GSE Equipment Training Requirements
When new equipment is sourced or introduced to an existing port, the National
Airports Manager will alert the respective port and Airport Services Ground Training
Department who will review any new training requirements for the equipment in line
with the manufacturer's guidelines. The Airport Services Ground Training Department
will facilitate any training required and update the training database accordingly.
