4. WHISTLE-BLOWING
A whistleblower is a person who exposes any
kind of information or activity that is deemed
illegal, unethical, or not correct within an
organization
It is raising concerns about the misconduct
within the organization or within an
independent structure associated with it.
5. Whistle Blower
A whistle blower is an employee, former
employees or a member of organization,
especially a business or government agency, who
reports misconduct to people or entitles that
have the power and presumed willingness to
take corrective actions.
6. Types of Whistle Blowing
A. Internal Whistle Blowing: When the disclosure about the
improper conduct is made within organization.
B. External Whistle Blowing: When the disclosure about the
improper conduct is disclosed publically. (Media)
C. Personal Whistle Blowing: Here the charge is not against the
organization or system but against one individual.
D. Government Whistle Blowing: When the disclosure about
misconduct in departments of government.
E. Corporate Whistle Blowing: When the disclosure about the
improper conduct within a business or company.

8. Satyendra Dubey, the son of Bageshwari Dubey and
Phulamati Devi, was born at the village of Shahpur, a district
of Bihar, India.
The family of seven children, five girls and two boys,
subsisted on a small piece of land, and his father held a low-
paying clerical position in a nearby sugar mill.
9. Satyendra was the topper of the state in 10th and 12th board
exams.
He gained admission in the Civil Engineering Department
of IIT Kanpur in 1990 and graduated in 1994.
He also completed his M. Tech (Civil Engg.) from the Institute
of Technology, Banaras Hindu University (now Indian
Institute of T
echnology, BHU) in 1996.
After his masters, Satyendra joined the Indian Engineering
Service(IES) and in July 2002
10. Satyendra Dubey was a 31 year old Civil Engineer from IIT
Kanpur
as the Project director undertaken by
Authorities of India (NHAI) at Koderma,

CASE STUDY ON SATYENDRA DUBEY
11. The Golden Quadrilateral is a national
highway network connecting most of the
major industrial, agricultural and cultural
centers of India.
It forms a quadrilateral connecting the four
major metro cities of India. Delhi, Kolkata,
Mumbai and Chennai.
12. Exposing Corruption
The GQ project had strict controls to ensure that the construction work would
be carried on by experienced firms with proper systems.
Dubey discovered that the contracted firm, Larsen and Toubro, had been
subcontracting the actual work to smaller low-technology groups, controlled
by the local mafia.
When he wrote to his boss in NHAI, S K Soni, and to Satish Kapoor, engineer
overlooking the supervision, there was no action.
13. Exposing Corruption
In August 2003, he was transferred to Gaya, a transfer which he opposed since he
felt that it did not serve the interests of NHAI.
At Gaya, he exposed regarding sub-contracting and quality control.
At this time he took a departmental test and was promoted as deputy general
manager, which made him eligible to take charge as project director.
Since there was no project director's post in Gaya, he was likely to be posted to
Koderma soon. (NHAI)
There was widespread sentiment (based on their pattern of operation), that the
criminal nexus, opposed to having him as director, may have been behind his
murder.

15. What Did Dubey Do?
Wrote a letter to his superior. SONI AND KAPOOR
Wrote a letter to prime Minister citing the
corruption in the project. (PMO)
Wrote the same letter to the chairman of the NHAI.
16. The PMO didn’t bother to investigate.
For in an act of murder negligence , PMO handed over the
letter with Satyendra's particulars to Ministry of Road Transport
and Highways
At least 8 officials scanned the letter before passing it to
NHAI.
17. Death of Dubey
•On 27 November 2003, around 3 a.m.,
Satyendra Dubey, was shot dead by
unidentified gunmen in the town of
Gaya, after he returned from Varanasi on
a private visit.
18. Awards given to Satyendra Dubey
Whistleblower of the year award from the London-
based Index on Censorship.
The Transparency International's Annual integrity award.

The Service Excellence award from the All
Management Association.
He was nominated for the Padma awards in 2011.
19. S K Dubey foundation
• Two of his batch mates at the institute, Ashutosh Aman and
Atal Bansal set up the S. K. Dubey Foundation for Fight Against
Corruption in India to systematically fight against the evil.
• On behalf of the foundation, Ashutosh Aman produced a small
documentary on Satyendra Dubey directed by Mini Vaid which
was aired on NDTV on 26 November 2007.
