Preface:
The author of this booklet was having peaceful life in the middle-east Country of Qatar. He was
accompanied with his wife and daughter in the middle east. Life was normal. His daughter was happy
in studies there. Author and his family they like Qatar. Being peaceful country. Whole the country
aligned with severe discipline, neat and clean roads and great daily life facilities.
Once a day it happened to visit India and in those days his wife and daughter preferred to stay in Qatar.
It was just visit of 10 days to India and one day it was decided to visit Ahmeadabad. The next day there
was programme of return from Ambaji.
While returning back from Ambaji author’s passes through severe experience of terrible road accident
in which till two months he was not allowed to change his even position in the bed. Total time goes
under treatment for 10 months.
One happy small girl staying with highly luxurious life can not conclude why our house is getting
dismantled suddenly., Emptying of house, loss of households, cut off of electricity supply, telecomm
connections, wife of author manages alone. And afterwards loss of job happens.
The author visualizes the darkest time of his life and people around him gives him consolation that it
happens in India. Some one vehicle coming on absolute wrong side hits your vehicle is not surprising
in India. There are more severe examples than this event.
In the darkest event of staying in the bed, author finds there is problem of road safety through out
country and only those are the victims are realizing the issue and others have to wait for their turn to
come to die or get injured ,there is no third choice through out the country as every year no. of people
getting affected by road accidents indirectly reaches to 5.00 million.
Author makes well studies of the subject and makes definition of Life Safety and Loss Prevention
Council of India and on getting recovered after 10 months starts to make real constitution of Life
Safety and Loss Prevention of India.
During the time author understands that still more severe problems are required to get addressed once
after the issue of road safety is resolved that is National Level Securities of People.

While forming the document addressing National Level Securities on examination author finds that
people have made this country as instrument for materializing their personal goals.
This process is going on last 2000 years. While making addressing National Level Securities is getting

of stopping.

Author find a final war with Pakistan as constant destiny of India. Author wants that people should get
prepared in advance to face eventuality. Why people should get prepared in advance to face
eventuality, a big question-mark is existing.
The reason is that we start to make preparation then it is planned resolution. If we are forced to get
plugged into situation then it is forced resolution.
There is resolution which is beyond doubt.
But to adopt planned resolution or forced resolution that is choice if people.
If the destiny is constant then it must be planned resolution.
The author is ordinary citizen of India and he is not master of developing theme of mankind evolution
process to be manifested with better approach. Also he doesn’t want to people to follow him or his
principles.
By the virtue of this booklet he is offering people to examine their own internal potential.
So if he is admitting that he is neither master of theme or people then why this preaching is developed
in the form of global document.
The reason is author is extremely against irrational processes around the nation and world. As iron cuts
iron on the base of this principle author wants elimination of irrational processes by eliminating
elements connected to these processes.
For obliterating such elements potential of rational processes has to be raised equivalent to irrational
processes and elements attached to rational processes must go more stronger than irrational processes.
The methods and tactics are used to curb irrational processes hence the adopted methods can go to any

Author during his life time goes through various structures led by the world. He fights tremendously to
drive his ways to reach high and high with in the structure. During the process he realizes that the
world is full of exploitation and predefined discriminations.
Potential people are lacking time, instruments and opportunities. On other side wasteful people do
possess all instrumental-financial-time privileges and they make wastage of all available privileges to
them.
There is one part of the world being in the delighted status and there is other part of the world is
possessing darkness. The darkness is so severe that ray of light can not travel through that darkness. As

only country in which ladies are burnt on the name of dowry, people are engaged in gutakha, pan,

happy, forget the world and nation. Because of attitudes of these people irrationalities are reaching to
our doors.
But author admits that there are many writers who are delivering more severe write-ups than him.
Their write-ups remain to paper works only.
At this moment author recognizes his rich experience of dealing with numerous projects. And he
decides country to be given first priority project rather than the other project.
So here in this case author is writer also and strategic plan maker and taking implementation of his plan

As mentioned author is against irrational processes having grown up to extreme level which appears in
all the systems of daily life.
Basic theory is that no one likes irrationalities. Everybody has got right to voice against irrationalities if
either of nation or the whole world.
But who is going to obliterate such irrationalities. People themselves are capable of obliterating such
irrationalities exhibiting in their daily life.
They do not need to wait for mercy of the Government. They need to put up the particular subject to
scholars of the same subject. Once the particular subject is given to those scholars who are rich by
educational and professional background then they need to wait for resolution directed by them.
Once the resolution is directed then they need to give free hand of instruments and resources to those
scholars.
As out come of the process author wishes to give charge of the situation in the hand of people itself.
By the virtue of this method author is willing to reflect back the power of people in the hands of people

Author finds that religious leaders those have taken preaching in their hands have forgotten their

Chandragupata Maurya was born c.340 BCE
Chandragupt Maurya
(Sanskrit: च द्रगु मौयर् Hindi: च द्रगु मौयर्), (born c. 340 BCE, ruled c. 320 BCE, – 298 BCE)
was the founder of the Maurya Empire. Chandragupt succeeded in conquering most of the Indian
subcontinent. Chandragupt is considered the first unifier of India and its first genuine emperor. In
foreign Greek and Latin accounts, Chandragupt is known as Sandrokyptos, Sandrokottos or
Androcottus.
Prior to Chandragupt's consolidation of power, small regional kingdoms dominated the
northwestern subcontinent, while the Nanda Dynasty dominated the middle and lower basin of the
Ganges.
After Chandragupt's conquests, the Maurya Empire extended from Bengal and Assam in the east,
to Afghanistan and Balochistan in the west, to Kashmir and Nepal in the north, and to the Deccan
Plateau in the south.
His achievements, which ranged from conquering Macedonian satrapies in the northwest and
conquering the Nanda Empire by the time he was only about 20 years old, to achieving an alliance
with Seleucus I Nicator and establishing centralized rule throughout South Asia, remain some of
the most celebrated in the history of India. Over two thousand years later, the accomplishments of
Chandragupt stand out in the history of South Asia.

Ashoka Maurya or Ashoka,.
304–232 BC, popularly known as Ashoka the Great, was an Indian emperor of the Maurya
Dynasty who ruled almost all of the Indian subcontinent from ca. 269 BC to 232 BC.[1]
Early life as Emperor
Ashoka is said to have been of a wicked nature and bad temper. He submitted his ministers to a
test of loyalty and had 500 of them killed. He also kept a harem of around 500 women. Once when
certain lot of these women insulted him, he had the whole lot of them burnt to death. He also built
hell on earth, an elaborate and horrific torture chamber. This torture Chamber earned him the
name of Chand Ashoka (Sanskrit), meaning Ashoka the Fierce.
Conquest of Kalinga

While the early part of Ashoka's reign was apparently quite bloodthirsty, he became a follower of
the Buddha's teaching after his conquest of Kalinga on the east coast of India in the present-day
states of southern Orissa and north coastal Andhra Pradesh. Kalinga was a state that prided itself
on its sovereignty and democracy. With its monarchical parliamentary democracy it was quite an
exception in ancient Bharata where there existed the concept of Rajdharma.
Rajdharma means the duty of the rulers, which was intrinsically entwined with the concept of
bravery and Kshatriya dharma.
The Kalinga War happened eight years after his coronation. From his 13th inscription, we come to
know that the battle was a massive one and caused the deaths of more than 100,000 soldiers and
many civilians who rose up in defense; over 150,000 were deported.
When he was walking through the grounds of Kalinga after his conquest, rejoicing in his victory,
he was moved by the number of bodies strewn there and the wails of the kith and kin of the dead.
The brutality of the conquest led him to adopt Buddhism, and he used his position to propagate the
relatively new religion to new heights, as far as ancient Rome and Egypt.
He made Buddhism his state religion around 260 BC, and propagated it and preached it within his

domain and worldwide from about 250 BC. Emperor Ashoka undoubtedly has to be credited with
the first serious attempt to develop a Buddhist policy.

legend is very popular and often told as a benchmark for an ideal life. He was renowned for his
piety and justice. His name is Sanskrit for "having golden splendour". Harishchandra had two
unique qualities. The first being, he kept his word and never went back on what he uttered as a
promise. The other being, he never uttered a lie in his life. These twin qualities were tested heavily
in his life by various circumstances that led him to penury and separation from his family. But he
stood to his principles in the face of all ordeals and persevered to become a symbol of courage.

The Indian Rebellion of 1857 began as a mutiny of sepoys of the British East India Company's
army on 10 May 1857, in the town of Meerut, and soon escalated into other mutinies and civilian
rebellions largely in the upper Gangetic plain and central India, with the major hostilities confined
to present-day Uttar Pradesh, Bihar, northern Madhya Pradesh, and the Delhi region. The rebellion
posed a considerable threat to Company power in that region, and it was contained only with the
fall of Gwalior on 20 June 1858. The rebellion is also known as the 1857 War of Independence,
India's First War of Independence, the Great Rebellion, the Indian Mutiny, the Revolt of 1857, the
Uprising of 1857, the Sepoy Rebellion, and the Sepoy Mutiny.
Other regions of Company-controlled India – such as Bengal, the Bombay Presidency, and the
Madras Presidency – remained largely calm. In Punjab, the Sikh princes backed the Company by
providing both soldiers and support. The large princely states of Hyderabad, Mysore, Travancore,
and Kashmir, as well as the smaller ones of Rajputana, did not join the rebellion. In some regions,
such as Oudh, the rebellion took on the attributes of a patriotic revolt against European presence.
Rebel leaders, such as the Lakshmibai, the Rani of Jhansi, became folk heroes in the nationalist
movement in India half a century later; however, they themselves "generated no coherent
ideology" for a new order. The rebellion led to the dissolution of the East India Company in 1858.
It also led the British to reorganize the army, the financial system and the administration in India.
India was thereafter directly governed by the crown as the new British Raj.

• Truthfulness (Satya) – to speak the harmless truth only;

• Chastity (Brahmacharya) – to indulge in no sensual pleasure;
• Non-possession/Non-attachment (Aparigraha) – to detach completely from people, places,
and material things.
These were the principles established by God Mahavir 2500 years before

God mahavir and God Buddha had introduced these principles.
Further to that the emperor Chandra Gupta Maurya and Ashok the great had adopted Jain and
Buddha religion and till the last moment of their lives they were attached to Jainism and
Buddhism.
Culture of attempted Harishchandra :
Comparison of Harishchandra and culture of attempted Harishchandra:
The story of Harishchandra says it went to the extent of “ Harishchandra and his family were sold
into bondage and separated” and there were more severe events where , Harishchandra, was duty
bound by his job to perform the cremation of his son only after the acceptance of the tax from his
wife.
It seems based on story of Harishchandra such kinds of severe tests are beyond normal human to
pass. It can be assumed that God itself might have come to earth to show the story of truth.
Attempted Harishhandra:
Now let us move to culture of attempted Harishchandra:
When someone had attempted to take up that role and immediately admitted that one can’t take up
that role of Harishchandra concludes that there was impact of Harishchandra but on failure it was
kept accepted internally in other form as fictitious version of Harishchandra which was adopted
by life long by some one.
When something goes to fictitious version then looses its original values. The messages of truth
spread by Harishchandra would might have spread across the world in the fabricated form.
So when fabricated version of Truth is getting spread then its impact shall be having so many
fabrications. All kinds of fabrications shall be discussed here.
The experiment of Truth:
The life itself is experiment of Truth. Who ever is prosperous having infinite wealth, heath and

being extended with gressed personality of high celebrity has to pass the test of the truth once a
time, several times or many times.
The celebrity referred to as a in popular culture, is a person who has a prominent profile and
commands a great degree of public fascination and influence in day-to-day media,.
The life it self explains experiment of truth. The example is story of Bharthari who left his
kingdom when fruit of immortality was back to him, Gautam Budhdha made
mahabhinishkramana once he made up mind of just going through innocent experiment of going
out of his palace. God Rama had made suddenly move to live in forest just for keeping promise of
his father. And there are so many examples in daily life where life itself teaches experiment of
truth.
In the real experiment of truth story of Mahabhishkrama doesn’t stop here. God Budhdha was
roaming like lunatic person for no. of years in search of Truth and one night on Buddh Purnima he
acquired knowledge and he got perfected by his knowledge. Then he thought that he must
transform his knowledge to whole mankind. Similarly story of Mahavir doesn’t stop once he left
his empire and went to forest. Shepherds inserted long nails into his ears once he didn’t answer
whereabouts of their sheep. After that after no. of years of going through meditations-tap he got
Keval Gyan and we didn’t get principles of Nonviolence (Ahimsa);Truthfulness (Satya);Non-
stealing (Asteya) –;Chastity (Brahmacharya);Non-possession/Non-attachment (Aparigraha) so
easily.
Its research led by God Mahavir internally for no. of years till he got enlighten by Keval Gyan and
perfected himself first of all.
The process through which Mahavir went was not easy process. Some one sacrificed his empire,
left family and gone through thousands of tortures and then defined those principles.
The most famous example is of Aurangzeb.
Under his rule top artists were getting death penalties. Once upon a time a famous singer
unknowingly sung songs while dancing in Delhi region and he was afterwards taken to execution.
Aurangzeb asked his last wish of the artist before making him penalized to death penalty, he asked

to allow sing a poetry and he was allowed.
On listening the poetry Aurangzeb’s eyes were full of tears and immediately asked executioner to
remove offender from the death platform.
Unfortunately while Aurangzeb’s orders were on the way executioner had penalized the victim
already.
History shows some one who was strongly or terribly against art and artistic culture through out
life was impacted by art from the bottom of heart for a moment with tears in his eyes and that
was the experiment of truth of nature which got ultimately applied to Aurangzeb also even for a
moment.
Conclusions say s that life it self is experiment of truth whether some one is involved or not.
But obliterating universal experiment of truth and attempting to start own laboratory of truth is
violation and insult of universal rule of experiment of truth spread universally.
Satya:Truth:
Truth is against universal and self manifested and comes to acceptable form to every one. There is
no need to impose truth created by some one to others.
Politicizing of Truth:

These points are as follows:
1. The form of the future constitution should be federal with the residuary powers vested in
the provinces.
2. A uniform measure of autonomy shall be granted to all provinces.
3. An appropriate and effective representation should be given to minorities in all
Assemblies and elected bodies of the country. Any province’s majority should not be
converted to a minority or equality.
4. In the Central Legislative, Muslim representation shall not be less than one-third.
5. The existing method of separate electorate should be continued so that every sect have the
permission to leave the separate electorate by their will and adopt combined electorate.
6. Any territorial distribution that might at any time be necessary shall not in any way affect
the Muslim majority in the Punjab, Bengal and the North West Frontier Province.
7. Full religious liberty, i.e. liberty of belief, worship and observance, propaganda,
association and education, shall be guaranteed to all communities.
8. No bill or any resolution or any part thereof shall be passed in any legislature or any other
elected body if three-fourth of the members of any community in that particular body
oppose such a bill resolution
9. Sindh should be separated from the Bombay presidency.
10. Reforms should be introduced in the North West Frontier Province and Baluchistan on the
same footing as in the other provinces.
11. Provision should be made in the constitution giving Muslims an adequate share, along
with the other Indians, in all the services of the state and in local self-governing bodies
having due regard to the requirements of efficiency.
12. The constitution should embody adequate safeguards for the protection of Muslim culture
and for the protection and promotion of Muslim education, language, religion, personal
laws and Muslim charitable institution and for their due share in the grants-in-aid given by
the state and by local self-governing bodies.
13. No cabinet, either central or provincial, should be formed without there being a proportion
of at least one-third Muslim ministers.
14. No change shall be made in the constitution by the until all the provinces included in the
federal Government and states give approval.

In India after independence we had accepted more privileges to Muslims than whatever was
discussed by Jinnah in 1928. So many languages, religions, communities can stay in a country
united.

Poverty Graph:

month, or 30 cents a day].
The Current Account Balance of India:

Living conditions of Indians :
89 percent of rural households do not own telephones; 52 percent do not have any domestic power
connection. There are daily power cuts even in the nation’s capital. The average brownout in India
is three hours per day during non-monsoon months, 17 hours daily during the monsoon. The
average village is 2 kilometers away from an all-weather road, and 20 percent of rural habitations
have partial or no access to a safe drinking-water supply.
According to the National Family Health Survey data (2005-06), only 45 per cent of households in
the country had access to improved sanitation.
Education:
India has over 35 per cent of the world’s total illiterate population. [UNESCO Education for All
Report 2008] Only 66 per cent people are literate in India (76 per cent men and 54 per cent
women).
About 40 million primary school-age children in India are not in school. More than 92 % children
cannot progress beyond secondary school. According to reports, 35 per cent schools don’t have
infrastructure such as blackboards and furniture. And close to 90 per cent have no functional
toilets. Half of India’s schools still have leaking roofs or no water supply.
Japan has 4,000 universities for its 127 million people and the US has 3,650 universities for its
301 million, India has only 348 universities for its 1.2 billion people. In the prestigious Academic
Ranking of World Universities by Institute of Higher Education, Shanghai Jiao Tong, only two
Indian Universities are included. Even those two IITs in India found only a lower slot (203-304) in
2007 report. Although Indian universities churn out three million graduates a year, only 15% of
them are suitable employees for blue-chip companies. Only 1 million among them are IT
professionals.
Health :
India today allocates lower than one per cent gross domestic product (GDP) to health. According

to United Nations calculations, India’s spending on public health as a share of GDP is the 18th
lowest in the world. 150 million Indians are blind. 2.13 per cent of the total population (21.9
million) live with disabilities in India. Yet, only 34 per cent of the disabled are employed [Census
2001]. India has the single highest share of neonatal deaths in the world, 2.1 million.
107,000 Leprosy patients live in India. 15.3 % of the population do not survive to the age of forty.
Serpent attacks kill as many as 50,000 Indians. Heart disease, strokes and diabetes cost India an
estimated $9 billion in lost productivity in 2005. The losses could grow to a staggering $200
billion over the next 10 years if corrective action is not taken quickly, says a study by the New
Delhi-based Indian Council for Research on International Economic Relations.
There are only 585 rural hospitals compared to 985 urban hospitals in the country. Out of the
6,39,729 doctors registered in India, only 67,576 are in the public sector and the rest either in
private sectors or abroad, pointing towards the severity of the problem.
According to a survey by NSSO (National Sample Survey Organization), 40 per cent of the people
hospitalized have either had to borrow money or sell assets to cover their medical expenses. Over
85 per cent of the Indian population does not have any form of health coverage.
Tuberculosis (TB) is a major public health problem in India. India accounts for one-fifth of the
global TB incident cases. Each year about 1.8 million people in India develop TB, of which 0.8
million are infectious cases. It is estimated that annually around 330,000 Indians die due to TB.

Banking:
India is also one of the most under-banked major markets in the world with only 6 bank branches
per 1,000 sq kms, according to the World Bank, and less than 31% of the population has access to
a bank account. According to India’s national agency, (NABARD), around 60 per cent people are
not having access to financial institutions in India. This figure is less than 15 per cent in developed
countries.
Corruption :
According to TI, 25 % of Indians paid bribe to obtain a service. 68 % believe that governmental
efforts to stop the corruption as ineffective. More than 90 % consider police and political parties
as the worst corrupt institutions. 90 % of Indians believe that corruption will increase within the

next 3 years. “Corruption is a large tax on Indian growth, It delays execution, raises costs and
destroys the moral fiber. Transparency International estimates that Indian truckers pay something
in the neighborhood of $5 billion annually in bribes to keep freight flowing. Only 5 per cent of
development funds reached their intended recipients due to hierarchical corruption in the country!

Human Rights:
India has a very poor record of protecting the privacy of its citizens, according to the latest report
from Privacy International (PI). India scored 1.9 points, which makes it an ‘extensive surveillance
society’. A score between 4.1 and 5.0 (the highest score) would mean a country “consistently
upholds human rights standards”. PI is a watchdog on surveillance and privacy invasions by
governments and corporations.
According to the National Human Rights Commission, as on 30th June 2004, there were 3,32,112
prisoners in Indian jails out of which 2,39,146 were under trial prisoners.
India is a parliamentary democracy, but rather less than a fully free society. The human rights
group Freedom House ranks India as a 2 (on a scale of 1 to 7, with 1 the highest) for political
rights and 3 for civil liberties..
Elections are generally free but, notes Freedom House, “Government effectiveness and
accountability are also undermined by pervasive criminality in politics, decrepit state institutions,
and widespread corruption.”
Judiciary:
India’s subordinate courts have a backlog of over 22 million cases while the 21 high courts and
the Supreme Court have 3.5 million and 32,000 pending cases (2006). In subordinate courts, over
15 million cases are filed and an equal number disposed of annually by about 14,000 judges!
Every year a million or more cases are added to the arrears. At the current speed, the lower courts
may take 124 years for clearing the backlog. There were only 13 judges for every million people.
According to the National Crime Records Bureau, only 31 per cent criminal trials are completed in
less than a year. Some take even more than 10 years. According to its study, Crime in India 2002,
nearly 220,000 cases took more than 3 years to reach court, and about 25,600 exhausted 10 years
before they were completed.

Discrimination against Children:
According to the UN High Commissioner for Human Rights, India has the highest number of
street children in the world. There are no exact numbers, but conservative estimates suggest that
about 18 million children live and labor in the streets of India’s urban centers. Mumbai, Delhi and
Calcutta each have an estimated street-children population of over 100,000. The total number of
Child labor in India is estimated to be 60 million.
The level of child malnutrition in India is among the highest in the world, higher even than some
countries in sub-Saharan Africa, says the report ‘Extent of Chronic Hunger and Malnutrition in
India’ by the UN’s special reporter on the right to food. While around 25 percent children globally
were underweight, in India the number was 43 percent.
A quarter of all neo-natal deaths in the world, (2.1 million) occurred in India, says UNICEF
Report 2007 . More than one in five children who die within four weeks of birth is an Indian.
Nearly fifty percent of Indian children who die before the age of five do not survive beyond the
First 28 days.
Discrimination against Women:
According to the 2001 census, female literacy in India is 54.16 % against male literacy of 75.85
%. Most of the working women remain outside the organized sector: A mere 2.3 % women are
administrators and managers, and 20.5 % professional and technical workers.
There are an estimated 40 million Hindu widows in India, the least fortunate of them shunned and
stripped of the life they lived when they were married. It’s believed that 15,000 widows live on
the streets of Vrindavan, a Hindu holy city of about 55,000 population in northern India. Many
widows – at least 40per cent are said to be under 50 – are dumped by their relatives in religious
towns and left to live off charity or beg on the streets. Their plight was highlighted in Deepa
Mehta’s award-winning film Water.
Nearly 9 out of 10 pregnant women aged between 15 and 49 years suffer from malnutrition and
about half of all children (47%) under-five suffer from underweight and 21 % of the populations
are undernourished.
India alone has more undernourished people (204 million) than all of sub-Saharan Africa
combined. Nearly 20 % of women dying in childbirth around the globe are Indians. Six out of

every 10 births take place at home and untrained people attend more than half of them.
44 % of the Indian girls were married before they reached the age of 18. It added, 16 % of girls in
the age group 15-19 years were already mothers or expecting their first child and that pregnancy is
the leading cause of mortality in this age group.
On an average one Indian woman commits suicide every four hours over a dowry dispute. During
Indian marriage, women should bring jewellery, cash and even consumer durables as part of
dowry to the in-laws. If they fail, the victims are burnt to death – they are doused in kerosene and
set fire to. Routinely the in-laws claim that the death happened simply due to an accident.
Rape is the fastest growing crime in India. Every hour Indian women face two rapes, two
kidnappings, four molestations and seven incidents of cruelty from husbands and relatives
[National Crime Records Bureau Report 2006]
Fetus Killing:
Women to men ratio were feared to reach 20:80 by the year 2020 as female fetus killing is
rampant. Ten million girls have been killed by their parents in India in the past 20 years, either
before they were born or immediately after. According to the 2001 census, the national sex ratio
was 933 girls to 1,000 boys, while in the worst-affected northern state of Punjab, it was 798 girls
to 1,000 boys. The availability of ultrasound sex-determination tests leads to such mass killings in
India.
Around 11 million abortions are carried out in India every year and nearly 80,000 women die
during the process, says a report from Federation of Obstetrics and Gynecological Societies of
India (FOGSI)
Human Trafficking:
Out of the 593 districts in India, 378 or 62.5 % are affected by human trafficking. In 2006, United
Nations. Domestic violence, illiteracy, unemployment, poverty; unsafe migration and child
marriage are the major reasons for the increasing rate of illegal human trafficking.
95 % of the women in Madhya Pradesh in commercial sex are due to family traditions. So are
51.79 % in Bihar,’ said the study. While 43 % of the total women trafficked are minors, 44 percent
of the women are into flesh trade due to poverty. India has 4 million prostitutes nationwide
UNAIDS says over 38% of those living with HIV in India are women.
