REFERENCE LETTER
To Whom It May Concern,
Mr. FAN Rong, who joined Alstom (Wuhan) Engineering and Technology Co. Ltd. (Nuclear China, NUCN)
since September 2009. He has been working as Project Manager for below projects in NUCN Project
Management Department:
• HONGYANHE U1-4 Liquid Purification Equipment (LPE) Project
• NINGDE U1+2 LPE Project
• YANGJIANG U1+2 LPE Project
• FUQING U1+2 LPE Project
• FANGJIASHAN U1+2 LPE Project
• SUEZ U1 Condenser Project
• Carrintong Condenser and Feed Water Tank Project
• YANGJIANG U5+6 LPE Project
• TIANWAN U3+4 Unit Diesel Generator Project
As Project Manager, he is responsible for the following tasks:
Complete execution of the full scope of a project in line with financial objectives, and achieve the project
performance goals and in accordance with contractual requirements. The ultimate is to maximize company
profit and cash flow while maintaining customer.
Project Scope Management: developing and enforcing earned value based schedule control and strict adherence
to milestones committed. Anticipating exposures related to upcoming milestones and implement mitigation
actions accordingly. Follow up OTD (On Time Delivery) metrics and regularly analyze critical path.
Project Cost Management: Checking monthly cost reports issued by finance, reporting slippages on costs,
margin and ensuring timely invoicing and cash receipt.
Contract Management: Issuing contract and obligations in accordance with established standardized check list.
Project Procurement Management: Sourcing early order placement with competitive pricing, viable milestones
and project conform specifications. Ensuring on time delivery of all equipment and related documentation.
Validate project procurement plan.
Project Quality Management: Ensuring that NCRs are timely answered by Project Quality to minimize project
impacts. Sending customer satisfaction questionnaires as per instructions and chase the customer to collect his
feedback.
Ensuring all EHS requirements from Regulation, Alstom and Customers are respected, appropriately and timely
deployed all along the project execution and followed-up through the Project Reviews.

Project HR management: Driving and coaching a committed team to take responsibilities on performance of
functional organizations (departments and consortium partners).
Project Communication Management: Providing appropriate reporting to all stakeholders such as customer,
business partners and product line management. Establishing confidence with partners and customers.
Project Risk and Opportunity: Driving quantification and commercial evaluation, mitigating / implementing
proactively. Recording risks & opportunities in R&O database.
Mr. FAN demonstrates with the proven capacity for managing the complete execution of a project from
contract signature until close out. He shows competent skills when leading a project team: good team
player, with initiative and analytical. He shows us a special impression that even working under pressure
or facing with challenges, he is reliable to take the responsibility and drive the project team to seek the
final successful solutions. Definitely he is one of the best Project Managers in Alstom Nuclear China
organization.
As his outstanding performance and potentiality, he was selected as the talent to join an Asia Talent
Development program in 2012. And in 2014 he was selected as a key member for NUCN Continue
Improvement project, task is to optimize project management and procurement management process.
