positions, an overview

Ethiopian Institute of Agricultural Research for the last couple
of decades has been employing technical and laboratory
assistants which after business process reengineering (BPR)
named field and laboratory assistants. Technical and field
assistants are principally diploma holders who have been
graduated in agriculture related disciplines. Being this is fact,
however, few number of the current assistants have been
promoted to these positions from 12th grade complete as a
very short moment. Technical/laboratory assistant positions are
structured just under the researcher group, and so far played
significant role in the institutes' move.
Due to the fact that the market to diploma holders is becoming
rare, being significant number of BSc or BA holders is available,
and the technical competency in the research institute is
becoming very challenging, the technical and laboratory
assistant positions are decided to be totally replaced by
junior researchers. As has been instructed by the office of
the prime minister and Ministry of Civil Service

, the
existing positions of technical/ laboratory assistants which
have already been occupied by personnel will be
maintained until the existing personnel leaves these
positions starting May 2014. Hence, unless and otherwise
the institute finds minor rooms to flexibly apply this
decision, no further employment, promotion, transfer, etc
is going to be made on the existing positions of technical/
laboratory assistants.
Therefore this communication is meant to show the
existing positions and personnel EIAR has on both field
and laboratory assistants.
EIAR has a total of 421 technical/ laboratory
assistants. These assistants are involved in
eleven process or directorates, of which the
majority (44.4%) are in crop research
directorate.
Soil and Water, and livestock directorate
have 62 and 49 field assistants, respectively.
Laboratory assistants which composes
biotechnology and quality laboratories are a
total of 34.
Agricultural economics and technology
multiplication have respective field
assistants of 26 and 24. While ten assistants are in Agricultural Mechanization directorate, agro meteorology and
planning have less than five assistants.
Holleta Research Center has (91) 21.6% of the total
laboratory/ technical assistants, followed by Melkassa
and DebreZeit with respective number of 58 and 51.
Kulumsa, Jimma and Werer have 33, 32 and 30 field/
laboratory assistants respectively. There are 22
assistants in Wondogenet, 20 in Assosa, 19 in Forestry
center, 15 in Pawe, 14 in both Ambo and Tepi. Other
remaining centers has got less than 10 assistants.

Except two centers (Sebeta Fishery and
Forestry) and the head quarter, crop
research process has field assistants in all
research centers.
Holleta is the leading in number of field
assistants, followed by Melkassa and
Debrezeit with their respective number
of 37, 28 and 23. While Jimma, Kulumsa
and Wondogent centers have 21, 17 and
13 field assistants, other centers have
less than ten.

SOIL AND WATER RESEARCH PROCESS
Soil and Water research process has no field
assistants in Bako, Fishery, Fogera, Forestry and
Head quarter. The minimum number of field
assistants in the process is two which are located at
Mehoni, Pawe and Wondogenet. At Debrezeit,
Assosa and Ambo the number is raised to three.
Four field assistants are located at Jimma and Tepi.
While Melkassa contain six, Kulumsa and Werer
research centers have seven and eleven field
assistants. Similar to other major research
processes, Holleta has the maximum number of
field assistants (15).
Field assistants in livestock research
process are located in eleven centers, of
which only Holleta and Debrezeit have
more than ten, 13 and 12 respectively. In
three centers (Kulumsa, Mehoni and
Melkassa) only one field assistants are
existing.
The number of field assistants in Sebeta
Fishery where only livestock research is
being conducted is three in number.

Since the research is being managed and performed only
in Melkassa, of the total ten assistants in Agricultural
Mechanization, nine are located in Melkassa. Mehoni
center has only one assistant.

This category contains all laboratory assistants, except
those located in biotechnology laboratory of Holleta
research center.
From a total of 28 laboratory assistants in EIAR, ten are
in Holleta center. Kulumsa has five of the laboratory
assistants, and four assistants are working in both
Melkassa and Debrezeit research centers. Centers that
have only one laboratory assistants are Jimma,
Wondogenet, Ambo and Assosa.

Quality Agricultural Research
More than 50% of field assistants in Forestry
are located in Forestry research center, 19 in
number. The total number of filed assistants of
Forestry in other centers is seven.
Except Debrezeit which has two assistants in
the process, all others (Assosa, Mehoni,
Melkassa, Pawe and Wondogenet) have only
one field assistants.
Being Forestry is moved to another ministry,
these assistants, which are located in other
research centers than Forestry should be
transferred to other processes as of the coming
Ethiopian Calendar.

From the total 421 field/ laboratory assistants in EIAR, six are laboratory assistants at Biotechnology laboratory of
Holleta research center, two are field assistants of GIS, Biometrics and Agrometerology directorate located at
Melkassa and one is registered in the department of planning , monitoring and evaluation at Holleta.

No field assistants of Agricultural Economics,
extension and gender research process is
present in seven research centers, namely
Assosa, Bako, Sebeta Fishery, Fogera, FRC,
Head Quarter and Tepi.
From a total of 26 field assistants in the
process, the maximum number five are located
in Debrezeit.
Holleta and Melkassa each have four assistants.
Six are working in Kulumsa and Pawe research
centers, three each. Jimma and Wondogenet
have two assistants in the field. The remaining
centers (Mehoni, Ambo and Werer) have one
field assistant.

From a total of seventeen research center in
EIAR, nine have field assistants in technology
multiplication directorate, of which three
(Pawe, Tepi and Mehoni) have only one.
Holleta and Werer research centers have the
maximum number of field assistants in the
sector, (5). Four and three assistants are
working in Jimma and Melkassa research
centers, respectively. Assosa and Debrezeit
have two field assistants.

Technical and field assistants are principally diploma holders who have been graduated in agriculture related disciplines. Being this is fact, however, few number of the current assistants have been promoted to these positions from 12th grade complete as a very short moment. Technical/laboratory assistant positions are structured just under the researcher group, and so far played significant role in the institutes' move. Due to the fact that the market to diploma holders is becoming rare, being significant number of BSc or BA holders is available, and the technical competency in the research institute is becoming very challenging, the technical and laboratory assistant positions are decided to be totally replaced by junior researchers. As has been instructed by the office of the prime minister and Ministry of Civil Service 1 , the existing positions of technical/ laboratory assistants which have already been occupied by personnel will be maintained until the existing personnel leaves these positions starting May 2014. Hence, unless and otherwise the institute finds minor rooms to flexibly apply this decision, no further employment, promotion, transfer, etc is going to be made on the existing positions of technical/ laboratory assistants. Therefore this communication is meant to show the existing positions and personnel EIAR has on both field and laboratory assistants. EIAR has a total of 421 technical/ laboratory assistants. These assistants are involved in eleven process or directorates, of which the majority (44.4%) are in crop research directorate. Soil and Water, and livestock directorate have 62 and 49 field assistants, respectively. Laboratory assistants which composes biotechnology and quality laboratories are a total of 34. Agricultural economics and technology multiplication have respective field assistants of 26 and 24. While ten assistants are in Agricultural Mechanization directorate, agro meteorology and planning have less than five assistants. Holleta Research Center has (91) 21.6% of the total laboratory/ technical assistants, followed by Melkassa and DebreZeit with respective number of 58 and 51. Kulumsa, Jimma and Werer have 33, 32 and 30 field/ laboratory assistants respectively. There are 22 assistants in Wondogenet, 20 in Assosa, 19 in Forestry center, 15 in Pawe, 14 in both Ambo and Tepi. Holleta is the leading in number of field assistants, followed by Melkassa and Debrezeit with their respective number of 37, 28 and 23. While Jimma, Kulumsa and Wondogent centers have 21, 17 and 13 field assistants, other centers have less than ten. The minimum number of field assistants in the process is two which are located at Mehoni, Pawe and Wondogenet. At Debrezeit, Assosa and Ambo the number is raised to three. Four field assistants are located at Jimma and Tepi. While Melkassa contain six, Kulumsa and Werer research centers have seven and eleven field assistants. Similar to other major research processes, Holleta has the maximum number of field assistants (15). Field assistants in livestock research process are located in eleven centers, of which only Holleta and Debrezeit have more than ten, 13 and 12 respectively. In three centers (Kulumsa, Mehoni and Melkassa) only one field assistants are existing. The number of field assistants in Sebeta Fishery where only livestock research is being conducted is three in number. LIVESTOCKRESEARCHPROCESS

Mehoni center has only one assistant. Mehoni 10% MARC 90% This category contains all laboratory assistants, except those located in biotechnology laboratory of Holleta research center. From a total of 28 laboratory assistants in EIAR, ten are in Holleta center. Kulumsa has five of the laboratory assistants, and four assistants are working in both Melkassa and Debrezeit research centers. Centers that have only one laboratory assistants are Jimma, Wondogenet, Ambo and Assosa. QUALITY AGRICULTURAL RESEARCH PROCESS Ambo 4% Assoa 4% DZARC 14% HARC 36% HQ 4% JARC 4% KARC 18% MARC 14% WGARC 4% Quality Agricultural Research More than 50% of field assistants in Forestry are located in Forestry research center, 19 in number. The total number of filed assistants of Forestry in other centers is seven. Except Debrezeit which has two assistants in the process, all others (Assosa, Mehoni, Melkassa, Pawe and Wondogenet) have only one field assistants. Being Forestry is moved to another ministry, these assistants, which are located in other research centers than Forestry should be transferred to other processes as of the coming Ethiopian Calendar. Page 4 of 4 From the total 421 field/ laboratory assistants in EIAR, six are laboratory assistants at Biotechnology laboratory of Holleta research center, two are field assistants of GIS, Biometrics and Agrometerology directorate located at Melkassa and one is registered in the department of planning , monitoring and evaluation at Holleta. Note: Very minor error on these figure might occur. Ambo 4% DZARC 19% HARC 15%JARC 8% KARC 12% Mehoni 4% MARC 15% PARC 12% WARC 4% WGARC 8% Agricultural Economics, Extension & Gender Process AGRICULTURALECONOMICS,EXTENSIONAND GENDERRESEARCHPROCESS No field assistants of Agricultural Economics, extension and gender research process is present in seven research centers, namely Assosa, Bako, Sebeta Fishery, Fogera, FRC, Head Quarter and Tepi. From a total of 26 field assistants in the process, the maximum number five are located in Debrezeit. Holleta and Melkassa each have four assistants. Six are working in Kulumsa and Pawe research centers, three each. Jimma and Wondogenet have two assistants in the field. Holleta and Werer research centers have the maximum number of field assistants in the sector, (5). Four and three assistants are working in Jimma and Melkassa research centers, respectively. Assosa and Debrezeit have two field assistants.
