Detailed Job Description & Scope of work/Specific duties:
1. Promote and manage our client’s policies and procedure and best safety practices. And Test and
inspection safety equipment.
2. Conduct daily surveys of construction operations to ensure compliance with the client/government safety
standards and regulations. Identify job hazards, assess risk and initiate corrective measures by responsible
supervision.
3. Prepare injury reports, maintain required records system and provide adequate documentation on
occupational monitoring activities. Conduct accident investigation, analyze and formulate
recommendations for corrective and preventive actions.
4. Keep up to date with recommended codes of practice and safety literature and circulate information
applicable to each level of employees. Responsible for implementing and administering all aspects of
accident, prevention, security, fire protection and control, and the control of equipment damage.
5. Participate in bi-weekly meeting with the client and main contractor and discussed any issue that needs
safety corrective action. Prepare job safety bulletins and subject materials for toolbox meetings and ensure
its effectiveness.
6. Ensure that Work Permits is issued before commencing any job and if the Job Safety Analysis and risk
assessment corresponds to the activities on actual job implementation. Monitor and report any deviation,
alteration of Work Permits.

& Detailed Job Description & Scope of work/Specific duties:
1. HSE SAFETY ENGINEER /In Charge responsible for the HSE supervision and implementation of clients HSE
Standards for compliance at the main plant refinery areas.
2. Carry out timely investigation, inspections, and reporting of HSE matters within the area of responsibility.
3. Conducts accident /incident root cause analysis investigation.
4. Report to the HSE Manager.
5. Assist permit coordinator for the construction, pre-commissioning and commissioning of all facilities including
control of LOTO.
6. Conduct daily site inspection and make sure that safety procedures are strictly followed.
7. Assist HSE Manager in weekly safety meeting with all safety officers and discuss deviations and make suggestions
for immediate corrective action.
8. Attend monthly Safety Committee meeting and present safety observation and deviation that need to be done by the
site supervision.
9. Assist clients Safety Advisor during his site inspection.
10. Accompany the client and contractors walk-through inspection as per schedule.
11. Conduct and/or participate in site safety audits.
12. Perform Risk Assessment as required or directed by Area Manager.
13. Review the contract documents for each construction package in respect of safety requirements
14. Review and advise the on site Project Manager for any safety concerns and
issues and recommend the immediate solutions.
15. Review company Safety Procedures and ensure implementation is compiled by the supervision at site.
16. Ensure all on site activities are in compliance with safety procedures of the company and client.
17. Ensure safety Staff on site are adequate and report to the Project Manager and
Area Manger in case of shortfall
18. Review safety records and documents to ensure major construction equipment is maintained regularly
