thebacklog
ofbaggage
wasmainly
caused
byproblems
with
theterminal's
three-stage
baggage
processing
system.
The
firststage,
thefastbagdrop-off,
was
working
asplanned,
butthesecond
stage,
an
underground
conveyor
system,
had
become
clogged
upbecause
baggage
workers
were
not
able
toremove
thebags
quickly
enough
