The document is a case study about a feasibility and business analysis project conducted by ISFM for Blacktown City Council regarding the future development and management of Blacktown Olympic Park. The strategic masterplan recommended developing partnerships with elite sports, developing new elite sporting facilities for AFL and cricket, and developing support infrastructure. It also recommended establishing a new entity to operate the park. Since then, Blacktown City Council has entered agreements with AFL and Cricket NSW to develop new facilities for the Greater Western Sydney Giants AFL franchise. Client: Blacktown City Council
Project Description
At the conclusion of the Sydney 2000 Olympic Games
ISFM was engaged by Blacktown City Council to advise on
the future development and management of the site with
an objective to establishing a financially viable stand-alone
business.
The strategic masterplan completed by ISFM recommend-

− Develop partnerships with elite sports
to raise the profile of the park, and to
showcase events interstate
− Develop new elite sporting facilities to
accommodate a western Sydney
based AFL club and Cricket NSW
events
− Develop support infrastructure for new
elite facilities as well as existing soft-
ball, baseball and athletics facilities
including dormitory accommodation, a
licenced club, an education/learning
centre, café and merchandise outlet
− Establish a new entity to operate the
park
Since completion of the study Council has entered into
long-term agreements with the AFL and Cricket NSW to
develop new facilities, including infrastructure to support
the new Sydney AFL franchise; the Greater Western Syd-
ney Giants.
