Why are there multiple accounts?
To allow for the ability to download free apps, email accounts
have been created to access the iTunes "App Store".
These accounts can be used directly on the iPad for FREE apps
Different accounts have been created to specifically access the
VPP Portal (like the App Store), but instead a website for purchasing
apps
These accounts are used specifically for purchasing apps
in the VPP Portal website.

iPads do not have to have an identical setup.

Is any purchased app OJR property?
Yes, making sure the apps are redeemed with a school iTunes account.
A redemption code can be removed from one device to be used on another
(in the event of a broken or new issued device)
Is there a formal approval process?
With the exception of the special education department, No.
However, app purchases should always be discussed with building
administration, and vetted for appropriate content, curriculum connection, etc.
