Cellular networks are facing severe traffic overload issues. This document proposes an incentive framework to motivate users to offload cellular traffic to other intermittent networks like DTNs and WiFi hotspots. The framework aims to balance the amount of offloaded traffic with user satisfaction, which can decrease with increased download delays from offloading. It uses a reverse auction to capture users' delay tolerance and incentives like service charge discounts for those willing to wait longer. Predicting user offloading potential based on mobility and WiFi availability is also discussed. The proposed framework aims to prioritize offloading for users with high delay tolerance and potential to minimize incentive costs.
