The SDGs requires a transformative agenda addressing
deep rooted social, environmental, productive,
financial, and institutional resilience issues.
Successful implementation of this agenda needs
targeted strategies and transparent accounting.
By complementing existing budget systems with mechanisms
that monitor, measure and evaluate investments to targeted,
the region will:
✓ Attain resilience in meeting the SDGs.
✓ Improve the quality of investment spending to meet
development needs.
✓ Ensure that the budgeting process is more effective,
transparent and accountable.

7. SDG Budgeting and Planning
The Mexican Experience
Mexico linked more than 85% of 16 SDGs
into the country’s budgetary program.
Mexico launched the world’s first Sovereign
Issued SDG Bond in September 2020.
Access to such funds, and the successful
implementation of the SDG strategy depends on
three main criteria:
1) Country institutional capacity,
2) National budgeting against the SDGs,
3) Geospatial analytics to inform sub-national data and
accessibility criterion .
