   deciding of long-term tasks is connecting with its development, and
   with its competitiveness in a global market. … Our primary goal is to
   make the Arctic a resource base for Russia in the XXI century..”      8
The NArFU: Substantiation

I. The strategic geo-political
    situation of the Arkhangelsk
    region:
• the largest territory in the N-WFD
• the geographical and historical
    centre of the Russian North
• «the gateway to Arctic», the initial
    point for the Northern Maritime
    Route. Perspectives: the deep-water port
    and railway Belkomur (The White Sea–
    Komi-Ural)
•   Consumer market 35 million (1500
    km from Arkhangelsk)

II. The economic potential of
the Arkhangelsk region:

• Mineral resources (oil, gas, diamonds,
  bauxite, multi-metallic ores, gold,
  platinum…)
• Forestry, energy, fishery resources
• High-technological production –
  space-launching site Plesetsk, Northern
  Centre of ship-building and ship-
  repairing, pulp-and-paper production

    Region:
1. Total number of students – 54 000 (420 students – to
   10 000 people inhabited the Region)
2. 215 Doctors of science, more than 1200 PhD-s
3. RF Academy of Science Ural branch Arkhangelsk
   Scientific Centre (est. 2001): The Institute of Northern
   Ecological Investigations, The Institute of Nature
   adaptations physiology
4. Cooperation of HEI-s in Arkhangelsk with Russian
   Academy of Science
5. Research centers, laboratories at universities and
   the centers of collective use («Chemistry of natural
   compounds», «Ecology of plants and animals»,
   «Biodiversity of the North», «Bio-geo-sphere stationary
   «Rotkovets» etc.)

The strategic geo-political situation of the Arkhangelsk region: • the largest territory in the N-WFD • the geographical and historical centre of the Russian North • «the gateway to Arctic», the initial point for the Northern Maritime Route.
