Fice Of Child Protective Services
History tells us that child abuse and neglect have been present in the United States since its
origination. In an attempt to help prevent this from happening and supply aid to those in need, the
federal government created The Office of Child Protective Services. The Office of Child Protective
Services provides several functions for the Family Services Division of the Department of Human
Resources. The child protective services includes maintaining the Central Registry on Child Abuse
and Neglect, applying for and monitoring grants for protective services projects and providing case
consultation services. The social work intern provided assistance to a case worker that received a
case that was reported by The University of South Alabama's Children's and Women's Hospital. The
report stated that an African American 16 year old male was admitted for diabetic ketoacidosis with
hypotension due to severe dehydration. The client was admitted to The University of South
Alabama's Children's and Women's Hospital eight times within this year. The client and his mother
were noncompliant with medication and treatment. The client's doctor stated that the client would
not survive if noncompliance continues. The client's primary system that this report disclosed was
that the client is in danger because he is not taking care of himself by not taking his medication.
According to National Clearinghouse on Child Abuse and Neglect Information, medical neglect is

.Adult Protection Services is an evolving agency that provide services to many people. Adult
Protective Services is a state ran agency, and is required to offer services to the elderly population.
At the agency, clients are referral from several different issues. Our agency investigated claims of
abuse, neglect, and exploitation of elder or disabled citizens. The greatest social issue that face many
Adult Protective Services caseworkers, is physical and self–neglect. A lot of the elderly population
face many challenges throughout their later life. "Old age in American society presents the

At Adult Protective Services we use social learning theory when dealing with our clients.
Caseworkers along with clients create services plans. Service plans address the needed and
resources to help clients establish long–term stabilization. Interventions fall into a few large
categories of activity such as providing or arranging services towards a long term care plan to
reduce to reduce risk and increase safety, counseling the individual and family about resource
choices and ways to alleviate specifically identified issues leading to mistreatment, or removing the
victim of mistreatment from the harmful situation. Service plans were design to stabilize clients, so
they would not become another APS case, but a lot of the clients will call in an allegation every 2
months. According to St. James (2001) "social services programs, specifically adult protection, hold
the largest claim in addressing needs arising from elder mistreatment". Adult Protection Protective
services also use the social systems theory when providing services to clients. Repeat allegation,
sometimes will require case worker conducting an intensive background check on clients.

Personal Statement: Working With Child Protective Services
What interested you in this career? I wanted to work with families to improve and better their
situations. Child Abuse is a horrible thing with endless survivors. By working in with Child
Protective Services, I hoped to have a positive impact to prevent children from being abused.
How do you feel your work impacts people? I believe that overall each of us can have an impact and
make a difference. I still remember some of the children that I had a chance towork with as well as
many parents. We can all make a difference with a little attention and awareness is my belief. I also
know that every child deserves and is entitled to a family and home where they can thrive and not
worry every day if they will survive.

Child Protective Services: A Case Study
Children are important members of society as they are our link to the future and civilizations best
chance at survival. As important members of society all efforts should be made to assure their
protection. The 2014 estimated population of children 17 years and younger was 73,583,618. South
Carolina's estimated population was 1,084,748 ("Total population by child and adult populations",
2015). The number one most important task of child protective service agencies if to assure the
safety of all children. Once a report of child abuse/neglect has been received the assessment begins.
It is the assessment worker's task to assure that children are in a safe and nurturing environment. If
this has been established that the children can no longer remain

CHILD PROTECTIVE SERVICES REFORM
1
INTRODUCTION
Child Protective Services (CPS) is a complex system of assessments, investigations, and
conclusions. CPS is the central agency in each communities child abuse and neglect service system.
It is responsible for ensuring that preventative, investigative, and treatment services are available to
children and families endangered by child abuse and neglect. As a result, CPS workers must perform
a variety of functions when responding to situations of child maltreatment and play a variety of roles
throughout their involvement with child protective clients. Reporting a suspective case of child
maltreatment to the local CPS agency (or a family member's own request for help with the problem)

Department of Health and Human Services in annual reports to congress in their Adoption Foster
Care Report (AFCARS) (6). According to another report by the U.S. Department of Health and
Human Services, the Child Abuse and Neglect National Statistics (CANNS)(7), the composition of
children in foster care is the result of, 10% sexual abuse, 19% physical abuse, and 63% neglect. The
cost of foster care is a staggering $9,400,000,000 annually. It seems apparent that the CPS system is
in dire need of reform. Funding for services needs to be completely overhauled. The higher caseload
situation is compounded with reduced resources and lack of support for both families and workers.
These issues are very important to all of us Americans. These children are our future.

We as Americans need to look into what types of reform are needed and have these issues addressed
to Congress. RESEARCH QUESTIONS During my research, I will be conquering questions that are
important to this subject. Questions like, "What types of reforms are currently in place?" "What type
of education does a CPS worker need?" "How can we ensure expanded voluntary/preventive family
support systems are adequately funded for child well–being systems to be put into place?" "What
type of funding should be allocated by the federal government and state government?" "What type
of liability does CPS have for inadequate protection?" "Which cases really belong with CPS and
which ones should be more community– based

Essay On Child Protective Services
Child Protective Services Are Not Doing All They Can For Kids
Child protection gets involved for many reasons such as: your children not going to school,
somebody calling them on you, or if you're going through some personal issues. A child in need is
usually a child that's left alone, has been abused or sees abused between parents.
Child protective services is a report of child abuse or child neglect. The responsibility of the
government or a private institution (Petr 1). In 2013 there were 3.2 million kids in the child
protective services. Here we are in 2016 and the number had risen ( Friedersdorf 1).Child protective
services are meant to access and provide services to children and families in an effort to protect
children. They provide numerous amount of treatment services The kids were either
abused, neglected, or exploited (Depanfilis 1). Child protective services only gets involved if they
hear about you mistreating your kids or if you are going through some personal issues such as living
environment or money issues. Basically they go off he say she say. They're never in a predicament

she's always state to state. Yes she slips up but everybody makes mistakes. Seeing your child get
taken away hurts the most. After its all said and done child protective services needs to come up
with new rules and regulations. They take your kid because of what they hear. It varies either way it
depends on the caseworker or the case. Some are more concerned for kids who aren't being abused
instead of the kids who are. They are focused on the littlest situation of the big . They do a little
investigating and that's that. They need better environments for the kids. Bad things happen in there
and it's nothing the kids can help because they're trapped until adulthood. They miss their parents

Child Protective Services And The United States
I interviewed Charles Blake of the Child Protective Services. The Child Protective Services is one of
the state agencies dealing with issues relating to child and family. This is one of the oldest
humanitarian organizations in the California. Established in 919, Child Protective Services is one
organization that has been on the forefront in making positive changes in protecting children,
championing for the interest of the family and ensuring that animals are not neglected or abused.
Today, the agency is also involved in various research aimed at exploring the interactions between
humans and animals and how such interactions can positively impact on the society. As the pioneer

Sexual abuse is a type of maltreatment that exposes a child to sexual behaviors. Emotional abuse, on
the other hand, is a psychological injury that affects the emotional stability of a child. In analyzing
how child abuse and neglect affects children, perhaps it if worth looking into the definition of child
abuse and the social factors attached to it. The main objective of child abuse is to course harm. But
child abuse has a host of other factors attached to it Child abuse is also related to substance abuse.
Parents involved in substance abuse are more likely to abuse their children than parents who do not
abuse substances.
Although the agency pushes for legal charges against adults who involve in child abuse, the agency
usually goes beyond the charges. In ach and very case that is reported, the agency attempts to
understand the underlying factors of the abuse. The agency has realized that parents who abused
alcohol where for times more likely to abuse their children than the parents who did not abuse
alcohol. In such cases, most instances of abuse occurred when the parents were intoxicated. Further,
substance abuse has also been related to recurrence of child neglect and abuse. Studies have shown
that parents who abuse substances are most likely to abuse their children continually that parents
who do not abuse substances. In literature review, parents who are normal and who are not abusing

Child Protective Services
For 30 years, advocates, program administrators, and politicians have joined to encourage even
more reports of suspected child abuse and neglect. Their efforts have been successful, with about
three million cases of suspected child abuse having been reported in 1993. Large numbers of
endangered children still go unreported, but a serious problem had developed: Upon investigation,
as many as 65 percent or the reports now being made are determined to be "unsubstantiated", raising
serious civil liberties concerns and placing a huge burden on investigative staffs.
Unreported Cases Most experts agree that reports have increased over the past 30 years because

Obviously, since the study method involved asking professionals about children they had seen in
their offices, it also did not allow Westat to estimate the number of children seen by
nonprofessionals, let alone their nonreporting rate. Westat found that professionals failed to report
many of the children they saw who had signs of child abuse and neglect. It found that in 1986, 56
percent of apparently abused or neglected children, or about 500,000 children, were not reported to
the authorities. This figure, however, seems more alarming than it is: Basically, the more serious the
case, the more likely the report. For example, the surveyed professionals reported over 85 percent of
the fatal or serious physical abuse cases they saw, 72 percent of the sexual abuse cases, and 60
percent of the moderate physical abuse cases. They only reported 15 percent of the educational
neglect cases they saw, 24 percent of the emotional neglect cases, and 25 percent of the moderate
physical neglect cases.
Unsubstantiated Reports Nationwide, between 60 and 65 percent of all reports are closed after an
initial investigation determines that they are "unfounded" or "unsubstantiated" . The existence of this
high unfounded rate was reconfirmed by the annual Fifty State Survey of the National Committee to
Prevent Child Abuse (NCPCA), which found that in 1993 only about 34 percent of the reports
received by child protective agencies were substantiated. Between 1989

My Service Learning With Child Protective Services ( Cps )
First Impressions Before taking this class or completing my service learning with Child Protective
Services (CPS), I really had not had any experience with CPS. I just made the assumption that the
agency was biased and flawed based on the experiences other people had with CPS. I also did not
think it would be a place that I would want to work because I did not want to work with children,
although now I realize that was a really unfair opinion I had of the agency. I also thought a lot of
people abused the service because I had heard a lot of stories of people calling CPS on each other
out of spite. After learning about CPS and being able to observe what the agency does, I do realize
the agency is not what I thought it was. I also realize ... Show more content on Helpwriting.net ...
Although my first day in the office was uneventful I was looking forward to going back, because I
was excited to see what other types of tasks Ms. Green has to carry out. My first day was my only
day in the office though, after a while Ms. Green stopped responding to my emails.
From my understanding it was not Ms. Green who was avoiding me, it was the agency preventing
her from communicating with not only me, but with other families who she could have been
working with. I became so frustrated and disappointed that I was getting gypped from the service
learning portion of class. I also imagine the families she was working with were frustrated as well
because they were stuck in a sort of limbo. Even though I was not able to go back to the CPS office
and complete any more hours there, I did get the opportunity to observe a case in court. Which
definitely made me place some faith back into the agency, it made everything we learned in class
click together for me. In particular there were some terms that came up in court that I remember
discussing in class, such as family reunification, safe and stable housing, and the family service
plan. I really felt like I was able to fully understand what was happening during the hearing because
we covered so much in class. This case involved three children who were currently living in foster
care with a family, and their parents who were trying to get the three children returned to them. I did
not anticipate how emotionally

Common Examples Of Child Protective Service
In 2002 there was estimated to be nearly 3 million referrals to Child Protective Services (CPS) in the
United States, and about 5 million in the year 2000 (McWey & Mullis, 2004). Children who are
living in environments that put them in harms way, depending on the situation are generally
removed from their home and placed into a foster home in attempts to keep them safe (Carlson,
Egeland & Lawrence, 2006). Common examples of Child Protective Service (CPS) referrals include
physical abuse, sexual abuse, and psychological maltreatment (McWey & Mullis, 2004). In 2001 it
was estimated that nearly 542,000 children were in foster care in the United States and that the
number of children in foster care exceeded the number of available foster homes by nearly 30–40%
(Carlson, Egeland & Lawrence, 2006). For many children in foster care, reunification with
biological parent or parents is the ultimate goal (McWey, Acock & Porter, 2010). In 60% of foster
care cases, reunification with biological parents occurs (Carlson, Egeland & Lawrence, 2006) .In
order for reunification to be possible, or to help determine whether reunification can occur, children
and biological parents have scheduled visits with trained supervisors who monitor the visits (Haight,
Kagle & Black, 2003). The duty of the supervisor is to look at the parent child interactions and
determine whether or not they are appropriate. Supervised visitation has been shown to have
positive and negative effects on children who are

Child Protective Services In Child Abuse Cases
"Child Protective Services (CPS) promotes the safety and well–being of children through
intervention in reported child abuse cases. The goal of CPS is to keep children in their homes when
it is deemed safe, and to provide them with a safe environment when they are determined to be at
risk. CPS workers have a wide range of roles that they must play on a day–to–day basis.
Firstly, they must do a lot of desk work, receiving and evaluating reports of child abuse cases, most
of which are made over the phone. They then must use reasoning and investigative skills to
determine if the child is at risk. If so, then CPS workers counsel and rehabilitate the child and
family. They often provide support for each family for up to one year. If a child cannot be put back
into their home, then workers also must coordinate an adoptive home, foster parents, or refer the
child and their family to other support services. CPS workers follow a standard protocol when
responding to a child abuse report. ... Show more content on Helpwriting.net ...
If the child's immediate safety is not at risk, then the worker will work with the family to reduce the
risk of future maltreatment and help the child cope with the effects of previous maltreatment. If the
child's environment is deemed a risk to their well–being, then the CPS worker will intervene to
protect the child from harm. The child typically goes to a foster home as counseling begins. While
the goal of the CPS worker is to be able to reunite the child with their family after intensive
counseling, they also begin to develop a concurrent plan. This means seeking out a safe adoptive
home for the

Child Protective Services And The Foster Care System
When a child is endangered in one's own home, child protective services interfere to ensure the
safety of the child. In some cases, when conditions at home are unfit regarding the safety of a child,
foster placement occurs. Over a half million children within the United States reside in foster care.
Out of these children, approximately 20,000 of them continue through their lives within the foster
care system until the age of 18. This is referred to "aging out". Once a child within the foster care
system turns 18, they are no longer cared for by state or government agencies and must provide for
themselves. For those who do age out of the foster care system, it is often that they find themselves
lacking the necessary skills needed to make it on their own, which is often due to the lack of having
a stable support system such as a family. At the age of nine, Risa Bejarano entered into the foster
care system due to a neglectful mother and an abusive father. Despite the challenges of being in the
foster system, Risa was determined to overcome these obstacles. While working towards her high
school graduation, Risa also worked two jobs in order to save money for her future. By the time
Risa had reached her senior year in high school, she was living with her tenth foster mother,
Dolores, who was also caring for four other foster children. Risa's hard work resulted in her earning
a total of six scholarships, exceeding 8,000 dollars. She also became the first in her family to

My Field Placement Will Be At Child Protective Services

Introduction
My field placement will be at Child protective services in El Paso TX. My Target population for my
field placement will be Children who have been maltreated, neglected and abused. Child abuse
prevention has grown exponentially in El Paso over the past 31 years. In El Paso alone the Texas
Department of Family and Protective Services investigated 4,979 reports of alleged child abuse in
2014 in El Paso County. They confirmed that 1,339 children were indeed victims of abuse; 379
confirmed cases of Physical abuse, 166 confirmed cases of sexual abuse, 56 cases of emotional
abuse and 70 cases of medical neglect (Lee & Beulah Moor,2016) A troubling trend has emerged
regarding the prevention of child maltreatment in the state of Texas. A tragic loophole contributing
to continued abuse and in many cases child fatalities, continues to be exploited to the detriment of
one of our most vulnerable populations. From 2009 to 2014, there were 800 child fatalities reported
as abuse and neglect deaths by Child Protective Services in all of Texas (Ball, 2015). An analysis of
these cases by an independent research group found gross errors by CPS and other agencies during
ongoing abuse cases enabled the abuse or neglect to continue, inevitably leading to death. Although
the percentage of child fatalities is just a tiny fraction of the exorbitant

Premier Protective Service(PPS) is a security company that provides high quality service to all its

Those are some very important services today. First, most of the jobs require you to have a security
license but PPS does offer one that does not and it's called event staff. Event staff is a basic service
that PPS offers. Some of the areas that event staff are placed is concerts, sporting events, nascar
events, and festivals. The main purpose of the event staff is for greeting guest, crowd control and
secure areas. Guest greeting is one of the main thing PPs takes pride in because you want to make
the guest feel like they are home and comfortable in the that environment. Crowd control is one of
the most important thing we must keep in order, mostly at concert's because the crowd can get very

As discussed before, there are limited formal services in Appalachia, especially in the rural areas

services for their clients that can be offered. In child protective services, there are more options for
informal services because the client is in their community and have networking. This is not as true
in a child shelter setting. As stated previously, while many of the residents at Davis Child Shelter are

Informed Consent : Children 's Protective Services
Informed Consent Children's Protective Services (DHHS) are very systematic on providing consent
forms, agency policies, agency and court procedures, and child protection manuals to respondent(s).
When an allegation is made, an investigator will reach out to the respondent(s)via phone or visit.
During the investigation the respondent(s) is giving a child protection law handbook that explains
the entire process, parental rights, court process, parent and attorney responsibilities, foster care, and
case timelines. Each investigator handles the process differently based on the allegations. The
parents and families involved are able to express their concerns regarding the case during the Family
Team Meeting(s)(FTM). Family Team Meetings led by a facilitator are formal recordings of
concerns, services, parenting time, and compliance that can happen several times while the case is
open. In addition to Family Team Meetings, parents have the opportunity to express their concerns
to their caseworker, Lawyer Guardian Ad Litem (LGAL), and any service agencies connected with
case. There is always pushback with clients dealing with Children's Protective Services in reality it
is a natural reaction to be expected due to the circumstances and severity of interaction. An active

The Involvement Of Child Protective Services
In this research proposal the independent variable is the involvement of Child Protective Services.
Child Protective Service's involvement is measured based on a questionnaire, which ask the
participant have they ever had any previous Child Protective Service involvement, and if so when?
The research will include both participants who have answered yes and no to this question.
Furthermore, if the participant has answered yes, they will only be included if the Child Protective
Service involvement was in the last five years. The dependent variable in the research is the risk
factors of child maltreatment, as measured by the Adult–Adolescent Parenting Inventory. The three
risk factors that will be examined as part of this research are parental empathy towards children's
needs, the use of corporal punishment, and expectations of children. The source of the data was
originally collected through an intake process. The information regarding our independent variable
is collected in interview form. The intake worker asked the participant several questions including
their previous CPS involvement. Information regarding out dependent variable was originally
collected in a self–administered survey. The form is then input into a computer program and results
are created. The independent variable is not manipulated in any way. Procedure The secondary data

The Child Protective Services ( Cps )
The Child protective services (CPS) is formed of social workers who are the forefront of its
community's child protections efforts. In recent years, according to Scanlon et Harding, "while the
profession of social work and the labor movement have moved in different directions since the post–
WW2 era, recent events, such as the dominance of managed care and cuts in government financing,
have led social workers to rediscover unions as potential political and workplace allies" (Scanlon et
Harding, 2004). So, in this paper, we will evaluate the practicality of unions presence in CPS, and
made some recommendations. Then, we will evaluate the opportunity of privatization and why the
CPS should or should not privatize its services. Also, we will analyses some of the agency policies,
procedures and/or plan regarding pensions, assess the agency's approach to productivity and
performance. Lastly, we will make some recommendations on actions the CPS can made to improve
its productivity and performance. Child Protective Services and Unions Labor union is a group, or

The 1874 case of Mary Ellen, was the first criminal case to be tried in the courts regarding abuse of
a child (Traux, 2013). The Child Abuse Prevention and Treatment Act (CAPTA) of 1974, was a
major turning point in the fight to help protect children. The enactment of CAPTA helped provide
federal funding to states in an effort to help with the identification, prevention and treatment of child
abuse and neglect (National Low Income Housing Coalition (2014). There have been several
amendments to CAPTA over the years to help with how the CPS organization operates.
The primary clients that the agency services are the children whom are considered the alleged
victims. The organization also works with the parents and any other adult that is considered an
alleged perpetrator. As stated on the DFPS website "The mission of The Texas Department of
Family and Protective Services is to protect children, the elderly, and people with disabilities from
abuse, neglect, and exploitation by involving clients, families, and communities". Child Protective
Services was established to investigate all allegations of abuse and/or neglect of children under the
age of eighteen. The investigation is usually initiated through an intake–the process where
information is received from an outside source– doctor, family, friend, school personnel, law
enforcement etc. – to the agency

Child Protective Services (CPS)
Child protective services (CPS) is a government agency located in many states across the United
States that helps children stay away from harm and abuse. Child protective services and its agencies
plays a big role in society. Children of all ages are assaulted and most of the times by a dearest loved
one. Child abuse is defined as any type of neglect upon a child including mentally, physically, and
sexually.
Social workers react to reports and take those in danger of neglect to a safer environment. "Being a
social worker isn't the easiest job to do, to succeed you have to be mentally strong and actually look
forward to going to work" (Martinez). As a social worker you view the world differently from the

What more good to do in society than assisting children for a better, deserved lifestyle. Social
working is nothing but a helping field that opens doors to kids that started off with nothing. "At
times social workers will fail to overcome countless cases where the clients were given there
undivided attention, and the best help one can receive but knowing you did the best you could in a
case is what helps you move forward, and the cases you do succeed are the ones that over look that
bad ones" (Martinez). Personally, I view this level of field work rewarding than anything else. The
salary one receives as a social worker isn't compared to the importance of the job itself and the

The Secret Service And A Protective Security Policy
Introduction
Assassination is always a serious business. It is unfamiliar to most of us who live in liberal
democracies. The Secret Service found that assassination seems clear is that, for almost all subjects,
attacks or near–lethal approaches occurred after a period of downward spiral in their lives (Dedman,
1998). The most often motive that assassins gave for attacking a public figure was to achieve
notoriety or fame, and only a few wanted political change or acted in a group. Other assassins
wanted to end their pain by being imprisoned or to avenge a perceived wrong. In this article, some
of the incorrect stereotypes associated with assassins or near–lethal approachers who direct their
activities against prominent public officials and public figures, and how these stereotypes can create
blind spots in a protective security policy.
Blind spots in a Protective Security Policy
Portraits of assassins are fixed in the American mind as the deranged madman, the lonely loser
obsessed with his target, the political killer following threats with violence. Dedman (1998) shows
that half of the assassins has mental illness symptoms, where many shifted from one target to
another, valuing the act more than the victim. Not one had communicated a direct threat to the target
or to law–enforcement authorities.
Many studies found there was no set profile, although there were some patterns like histories of
social isolation, weapon use or harassing other people. Yakin (2011) discusses

Introduction
According to Rittschof and Fortunato (2016), there has been little research conducted about the
correlation between child protective service worker burnout rates and supportive supervisors and
leadership personnel. The objective of this quantitative scholarly article is to inform the reader of the
high turnover and burnout rate among child protective service workers. This article also includes
information about the areas of growth that need to be improved upon in this department of social
services. According to Rittschof and Fortunato (2016), leadership, management, and supervision are
huge factors in the success and retention rate of child protective service workers. This article
specifically pinpoints, through data analysis, the correlation between effective and positive
transformational leadership and its impact on child protective service worker performance (Rittschof
and Fortuno, 2016).

Child Protective Services: A Case Study
Did you know in 2012 that 1,640 kids have died because Child Protective Services did not act upon
their situations? CPS stands for Child Protective services; that reports of child abuse or neglect. The
government thought that CPS would have helped more than harmed, but because of their statistics
CPS has been cancelled and now there is a new program which is called DCS (department of child
safety). CPS has failed in their position by not focusing on all child cases; CPS only puts effort
towards cases they picked. If we were to continue with CPS the way it is , so many more kids would
die. CPS was put down because of the ratio of kids that have passed away under their care.

it helped me to listen only and then reflect back on what I heard and if I feel like I need to do any

originally was employed there as a visitation supervisor in the dispatch unit. My job there was to
supervise visits of children who have recently been removed from their parents care. Working there
helped me to see how important the family system. I also have prior experience in the foster care
system. When I was 16 years old, my 12–year–old sister and I were removed from my mothers care

considered unadoptable. Spending two years in the foster care system I was able to see the good, the
bad and the ugly and it gave me an in–depth insight when I went back to work at this practicum site,

My Brother 's Child Protective Services
When my brother, Alex, was two years old, he was taken from my family because the hospital
wrongly accused my dad of shaking Alex at that time. This started with after my dad put Alex down
on our dining room table, still in his car seat unbuckled, and Alex wiggled his way out and fell to the
ground. After this incident, my parents rushed him to the hospital because he started to have
seizures. The nurses later found that my brother had suffered from shaken baby syndrome. They
could only link it to my dad leaving my brother unattended sitting on the dining room table, but
earlier in that week when Alex was in daycare at Primrose and he would not stop cry so the "sitter"
started to shake him thinking it would calm him down. Once the nurses found out why Alex was
having seizures so frequently they brought Child Protective Services in, to take my brother away
and put him in a foster home. My parents brought this up with the court and got my grandparents
involved so they could gain custody of Alex. They later won custody of him, after six months of
fighting with the court. During this time, since my parents were so focused on getting Alex back, I
was either in the care of my grandparents, daycare, or in school. I had not been aware that this was
going on with my brother and why I was getting so little attention. At this time I was four years old

Impossible Job of Child Protective Services The article immediately starts out with a gruesome
horror story that no child should have to endure. Then talks about the history of the cycle we have
fallen into. "child protective services has been driven by horror stories that have become a meta–
narrative: social workers screw up by missing the telltale signs of abuse, kids get hurt, laws are
reformed, and thus more at–risk children are taken out of their homes and given to loving adoptive
families." then goes to say that they do not live happily ever after. That only 20% of kid come out of
the system well–adjusted. The article talks about how the media is quick to job on Social Service for
being the cause of childrens ' deaths and that is why the system takes kids. The media expects you to
remove kids at the warning signs, but not too early because you will be portrayed as a monster if
you violate parents right. Warning signs do not predict the future, just because a police officer
interviews a man who is black and poor, and has committed a crime before and they think he will
commit a crime again, they can not arrest them. The police officer who had an interview with the
man is not going to get blamed for not taking the man off the streets if that man leaves the interview
and commits a crime. So why would a social worker get the blame? The article basically paints

Child Protective Services And Foster Care
A child living in the 21st century is no stranger to poverty and the desperate lifestyles it promotes.
Too often the case, children, living in families with incomes below the nation's poverty line, are
limited to criminal activities, low–level education, and blue–collar employment. Furthermore, years
of economic strife in the United States have invited a cycle of poverty to predetermine the lives of
children in poverty–stricken families, where they are raised with insufficient care and inadequate
resources in unstable environments. Not that it is in any way the fault of the parents, whose financial
situation isn't always an accurate reflection of their parental capability, the government's assumes
the responsibility of removing children ... Show more content on Helpwriting.net ...
In accordance to Dorothy Roberts, professor of Law and Sociology at the University of
Pennsylvania, Foster Care "addresses family economic deprivation with child removal rather than
services and financial resources." Moreover, the activities of the Foster Care system, despite it being
a vital component of the nation's child welfare systems, offers a temporary solution to treat the cycle
of poverty, removing children, like one would in the case of an earthquake, away from the vicinity,
except in this case it's their homes and families. This is done when the providing of "services and
financial resources" would do more than suffice, and as a result "one–third of children in foster care
are black, despite black children making up only 15 percent of the nation 's children."(Roberts) In
addition to this, the racial imbalance present in the child welfare system feeds off the notion that
children with African–American parents are more at risk than children with white parents. A study
done by PBS showed that in Chicago "95 percent of children in foster care are black.," and in 1997,
New York City 's foster care system had "only 1,300" white children, with black children "10 times
as likely as white children to be in state protective custody."(Roberts) "black children in the child
welfare system are placed in foster care at twice the rate for white children.," and a national study of

Frederick Douglass: Children's Protective Service
Learning to Understand
I have heard many times that Children's Protective Service (CPS) is bad and there to take children. I
have thought hard about this. Is it true? Do they just take kids? I was once in foster care, so I don't
understand why people would say this. I strongly believe Children's protective Service is there for
the children and the parents. Many children would be in far worse situations without them. I recently
read "Learning to Read" by Frederick Douglass. While I was reading this, some things came to
mind. In his autobiography he says
"I used to carry bread with me, enough of which was always in the house, and to which I was
always welcome; for I was much better off in this regard than many of the poor white children ...

He escaped his bad situation and was no longer a slave. I was put in foster care and adopted along
with my brother and sister when I was seventeen. He could finally do things he wanted to do, and so
can I. Children's Protective Services was there for me and my siblings. Douglass didn't have that
security, but I was blessed enough to. People who say CPS is there only for money or to take
children don't understand how to parent correctly. If someone's children need to be removed, CPs
will do this and then put them in a safe environment. After they work with the children, foster
parents, and biological parents the children can be placed back in the home with the biological
parents if they do what needs to be done. The main goal of CPS is reunification as long as the
parents do the right stuff. CPS workers never catch a break, the biological parents are usually mad at
them, the children don't like them, and the foster family needs them to get things done. Douglass
said he is better off than a starving child in his community, I agree with him on this. He is better off
than a child starving. I admire him for being able to see the positive in the mix of so much negative.
Again we are similar, I could have feel into the habits of drinking or doing drugs like my biological
mother did, but instead I gained an experience and knowledge. Douglass did the same thing, he went
through a long hard life and gained the ability to read unlike many people in his

A Report on the Protective Services
Abstract No aspect of protective service goes unaffected by public revenue challenges. Future
leaders and supervisors will face increasing demands for performance with fewer resources for
operations, compensation and thus talent in order to manage systems and workforce demographic
change under increasing budget constraints. Privatization and outsourcing is often proposed as one–
size–fits–all solutions, but different systems within fire protection may only be amenable to private–
sector management where competition can be maintained. Absent competition, however, the public
welfare may not be maximized by a single, dominant firm. In such cases ethical oversight of the
public interest may require regulation along the lines of existing public utilities, to balance access to
private capital against the cost reductions that drive, and result from, the profit motive. Trusts and
monopolies are concentration of economic power in the hands of a few. Economists believe that
such control injures both individuals and the public because it leads to anticompetitive practices in
an effort to obtain or maintain total control. Anticompetitive practices then lead to price controls and
diminished individual initiative. These results in turn cause markets to stagnate and depress
economic growth. –Cornell University Law School (2012) Chief Glenn Gaines (2012) argues that
socioeconomic trends drive a need for decisive action to protect fire service quality, and offers
solutions like

Aspects Of Working In Protective Services
I believe that the most challenging aspect of working in protective services is separating work from
home. Being able to "leave work at work" is difficult to do for any position, especially when
considering deadlines that must be met and paperwork that must be completed. Working in
protective services provides the additional challenge of leaving the horrifying images and
circumstances that a service worker will see and face at the door before entering the home.
Protective services appeals to me specifically because I want to assist children and families in facing
some of the darkest moments in their lives. While it is difficult to separate work from home,
working in protective services is one of the most worthwhile things one can do and one

History of Child Protective Services

  • 1. Fice Of Child Protective Services History tells us that child abuse and neglect have been present in the United States since its origination. In an attempt to help prevent this from happening and supply aid to those in need, the federal government created The Office of Child Protective Services. The Office of Child Protective Services provides several functions for the Family Services Division of the Department of Human Resources. The child protective services includes maintaining the Central Registry on Child Abuse and Neglect, applying for and monitoring grants for protective services projects and providing case consultation services. The social work intern provided assistance to a case worker that received a case that was reported by The University of South Alabama's Children's and Women's Hospital. The report stated that an African American 16 year old male was admitted for diabetic ketoacidosis with hypotension due to severe dehydration. The client was admitted to The University of South Alabama's Children's and Women's Hospital eight times within this year. The client and his mother were noncompliant with medication and treatment. The client's doctor stated that the client would not survive if noncompliance continues. The client's primary system that this report disclosed was that the client is in danger because he is not taking care of himself by not taking his medication. Service plans address the needed and resources to help clients establish long–term stabilization. Interventions fall into a few large categories of activity such as providing or arranging services towards a long term care plan to reduce to reduce risk and increase safety, counseling the individual and family about resource choices and ways to alleviate specifically identified issues leading to mistreatment, or removing the victim of mistreatment from the harmful situation. Service plans were design to stabilize clients, so they would not become another APS case, but a lot of the clients will call in an allegation every 2 months. According to St. James (2001) "social services programs, specifically adult protection, hold the largest claim in addressing needs arising from elder mistreatment". Adult Protection Protective services also use the social systems theory when providing services to clients. • 7. Child Protective Services: A Case Study Children are important members of society as they are our link to the future and civilizations best chance at survival. As important members of society all efforts should be made to assure their protection. The 2014 estimated population of children 17 years and younger was 73,583,618. South Carolina's estimated population was 1,084,748 ("Total population by child and adult populations", 2015). The number one most important task of child protective service agencies if to assure the safety of all children. Once a report of child abuse/neglect has been received the assessment begins. It is the assessment worker's task to assure that children are in a safe and nurturing environment. If this has been established that the children can no longer remain ... • 9. Child Protective Services CHILD PROTECTIVE SERVICES REFORM 1 INTRODUCTION Child Protective Services (CPS) is a complex system of assessments, investigations, and conclusions. CPS is the central agency in each communities child abuse and neglect service system. It is responsible for ensuring that preventative, investigative, and treatment services are available to children and families endangered by child abuse and neglect. As a result, CPS workers must perform a variety of functions when responding to situations of child maltreatment and play a variety of roles throughout their involvement with child protective clients. Reporting a suspective case of child maltreatment to the local CPS agency (or a family member's own request for help with the problem) initiates ... Show more content on Helpwriting.net ... Department of Health and Human Services in annual reports to congress in their Adoption Foster Care Report (AFCARS) (6). According to another report by the U.S. Department of Health and Human Services, the Child Abuse and Neglect National Statistics (CANNS)(7), the composition of children in foster care is the result of, 10% sexual abuse, 19% physical abuse, and 63% neglect. The cost of foster care is a staggering $9,400,000,000 annually. It seems apparent that the CPS system is in dire need of reform. Funding for services needs to be completely overhauled. The higher caseload situation is compounded with reduced resources and lack of support for both families and workers. These issues are very important to all of us Americans. These children are our future. 4 We as Americans need to look into what types of reform are needed and have these issues addressed to Congress. RESEARCH QUESTIONS During my research, I will be conquering questions that are important to this subject. Questions like, "What types of reforms are currently in place?" "What type of education does a CPS worker need?" "How can we ensure expanded voluntary/preventive family support systems are adequately funded for child well–being systems to be put into place?" "What type of funding should be allocated by the federal government and state government?" "What type of liability does CPS have for inadequate protection?" Essay On Child Protective Services Child Protective Services Are Not Doing All They Can For Kids Child protection gets involved for many reasons such as: your children not going to school, somebody calling them on you, or if you're going through some personal issues. • 13. Child Protective Services And The United States I interviewed Charles Blake of the Child Protective Services. The Child Protective Services is one of the state agencies dealing with issues relating to child and family. This is one of the oldest humanitarian organizations in the California. Established in 919, Child Protective Services is one organization that has been on the forefront in making positive changes in protecting children, championing for the interest of the family and ensuring that animals are not neglected or abused. Today, the agency is also involved in various research aimed at exploring the interactions between humans and animals and how such interactions can positively impact on the society. Sexual abuse is a type of maltreatment that exposes a child to sexual behaviors. Emotional abuse, on the other hand, is a psychological injury that affects the emotional stability of a child. In analyzing how child abuse and neglect affects children, perhaps it if worth looking into the definition of child abuse and the social factors attached to it. The main objective of child abuse is to course harm. But child abuse has a host of other factors attached to it Child abuse is also related to substance abuse. Parents involved in substance abuse are more likely to abuse their children than parents who do not abuse substances. Although the agency pushes for legal charges against adults who involve in child abuse, the agency usually goes beyond the charges. In ach and very case that is reported, the agency attempts to understand the underlying factors of the abuse. The agency has realized that parents who abused alcohol where for times more likely to abuse their children than the parents who did not abuse alcohol. In such cases, most instances of abuse occurred when the parents were intoxicated. Further, substance abuse has also been related to recurrence of child neglect and abuse. • 15. Child Protective Services Essay Child Protective Services For 30 years, advocates, program administrators, and politicians have joined to encourage even more reports of suspected child abuse and neglect. Their efforts have been successful, with about three million cases of suspected child abuse having been reported in 1993. Large numbers of endangered children still go unreported, but a serious problem had developed: Upon investigation, as many as 65 percent or the reports now being made are determined to be "unsubstantiated", raising serious civil liberties concerns and placing a huge burden on investigative staffs. Obviously, since the study method involved asking professionals about children they had seen in their offices, it also did not allow Westat to estimate the number of children seen by nonprofessionals, let alone their nonreporting rate. Westat found that professionals failed to report many of the children they saw who had signs of child abuse and neglect. It found that in 1986, 56 percent of apparently abused or neglected children, or about 500,000 children, were not reported to the authorities. This figure, however, seems more alarming than it is: Basically, the more serious the case, the more likely the report. For example, the surveyed professionals reported over 85 percent of the fatal or serious physical abuse cases they saw, 72 percent of the sexual abuse cases, and 60 percent of the moderate physical abuse cases. They only reported 15 percent of the educational neglect cases they saw, 24 percent of the emotional neglect cases, and 25 percent of the moderate physical neglect cases. Unsubstantiated Reports Nationwide, between 60 and 65 percent of all reports are closed after an initial investigation determines that they are "unfounded" or "unsubstantiated" . The existence of this high unfounded rate was reconfirmed by the annual Fifty State Survey of the National Committee to Prevent Child Abuse (NCPCA), which found that in 1993 only about 34 percent of the reports received by child protective agencies were substantiated. My Service Learning With Child Protective Services ( Cps ) First Impressions Before taking this class or completing my service learning with Child Protective Services (CPS), I really had not had any experience with CPS. I just made the assumption that the agency was biased and flawed based on the experiences other people had with CPS. I also did not think it would be a place that I would want to work because I did not want to work with children, although now I realize that was a really unfair opinion I had of the agency. I also thought a lot of people abused the service because I had heard a lot of stories of people calling CPS on each other out of spite. My first day was my only day in the office though, after a while Ms. Green stopped responding to my emails. From my understanding it was not Ms. Green who was avoiding me, it was the agency preventing her from communicating with not only me, but with other families who she could have been working with. I became so frustrated and disappointed that I was getting gypped from the service learning portion of class. I also imagine the families she was working with were frustrated as well because they were stuck in a sort of limbo. Even though I was not able to go back to the CPS office and complete any more hours there, I did get the opportunity to observe a case in court. Which definitely made me place some faith back into the agency, it made everything we learned in class click together for me. In particular there were some terms that came up in court that I remember discussing in class, such as family reunification, safe and stable housing, and the family service plan. I really felt like I was able to fully understand what was happening during the hearing because we covered so much in class. This case involved three children who were currently living in foster care with a family, and their parents who were trying to get the three children returned to them. • 19. Common Examples Of Child Protective Service In 2002 there was estimated to be nearly 3 million referrals to Child Protective Services (CPS) in the United States, and about 5 million in the year 2000 (McWey & Mullis, 2004). Children who are living in environments that put them in harms way, depending on the situation are generally removed from their home and placed into a foster home in attempts to keep them safe (Carlson, Egeland & Lawrence, 2006). Common examples of Child Protective Service (CPS) referrals include physical abuse, sexual abuse, and psychological maltreatment (McWey & Mullis, 2004). In 2001 it was estimated that nearly 542,000 children were in foster care in the United States and that the number of children in foster care exceeded the number of available foster homes by nearly 30–40% (Carlson, Egeland & Lawrence, 2006). For many children in foster care, reunification with biological parent or parents is the ultimate goal (McWey, Acock & Porter, 2010). In 60% of foster care cases, reunification with biological parents occurs (Carlson, Egeland & Lawrence, 2006) .In order for reunification to be possible, or to help determine whether reunification can occur, children and biological parents have scheduled visits with trained supervisors who monitor the visits (Haight, Kagle & Black, 2003). The duty of the supervisor is to look at the parent child interactions and determine whether or not they are appropriate. Some children that are neglected by their parents will go into child protective service system. Barry does not answer the questions because she went through negligence from her parents as well as her brother. • 23. Child Protective Services In Child Abuse Cases "Child Protective Services (CPS) promotes the safety and well–being of children through intervention in reported child abuse cases. The goal of CPS is to keep children in their homes when it is deemed safe, and to provide them with a safe environment when they are determined to be at risk. CPS workers have a wide range of roles that they must play on a day–to–day basis. Firstly, they must do a lot of desk work, receiving and evaluating reports of child abuse cases, most of which are made over the phone. They then must use reasoning and investigative skills to determine if the child is at risk. If so, then CPS workers counsel and rehabilitate the child and family. They often provide support for each family for up to one year. If a child cannot be put back into their home, then workers also must coordinate an adoptive home, foster parents, or refer the child and their family to other support services. CPS workers follow a standard protocol when responding to a child abuse report. ... Show more content on Helpwriting.net ... If the child's immediate safety is not at risk, then the worker will work with the family to reduce the risk of future maltreatment and help the child cope with the effects of previous maltreatment. While the goal of the CPS worker is to be able to reunite the child with their family after intensive counseling, they also begin to develop a concurrent plan. • 25. Child Protective Services And The Foster Care System When a child is endangered in one's own home, child protective services interfere to ensure the safety of the child. In some cases, when conditions at home are unfit regarding the safety of a child, foster placement occurs. Over a half million children within the United States reside in foster care. Out of these children, approximately 20,000 of them continue through their lives within the foster care system until the age of 18. This is referred to "aging out". Once a child within the foster care system turns 18, they are no longer cared for by state or government agencies and must provide for themselves. For those who do age out of the foster care system, it is often that they find themselves lacking the necessary skills needed to make it on their own, which is often due to the lack of having a stable support system such as a family. At the age of nine, Risa Bejarano entered into the foster care system due to a neglectful mother and an abusive father. Despite the challenges of being in the foster system, Risa was determined to overcome these obstacles. While working towards her high school graduation, Risa also worked two jobs in order to save money for her future. By the time Risa had reached her senior year in high school, she was living with her tenth foster mother, Dolores, who was also caring for four other foster children. Risa's hard work resulted in her earning a total of six scholarships, exceeding 8,000 dollars. She also became the first in her family to ... Get more on HelpWriting.net ...

In El Paso alone the Texas Department of Family and Protective Services investigated 4,979 reports of alleged child abuse in 2014 in El Paso County. They confirmed that 1,339 children were indeed victims of abuse; 379 confirmed cases of Physical abuse, 166 confirmed cases of sexual abuse, 56 cases of emotional abuse and 70 cases of medical neglect (Lee & Beulah Moor,2016) A troubling trend has emerged regarding the prevention of child maltreatment in the state of Texas. A tragic loophole contributing to continued abuse and in many cases child fatalities, continues to be exploited to the detriment of one of our most vulnerable populations. From 2009 to 2014, there were 800 child fatalities reported as abuse and neglect deaths by Child Protective Services in all of Texas (Ball, 2015). An analysis of these cases by an independent research group found gross errors by CPS and other agencies during ongoing abuse cases enabled the abuse or neglect to continue, inevitably leading to death. Moreover, the activities of the Foster Care system, despite it being a vital component of the nation's child welfare systems, offers a temporary solution to treat the cycle of poverty, removing children, like one would in the case of an earthquake, away from the vicinity, except in this case it's their homes and families. This is done when the providing of "services and financial resources" would do more than suffice, and as a result "one–third of children in foster care are black, despite black children making up only 15 percent of the nation 's children."(Roberts) In addition to this, the racial imbalance present in the child welfare system feeds off the notion that children with African–American parents are more at risk than children with white parents. A study done by PBS showed that in Chicago "95 percent of children in foster care are black.," and in 1997, New York City 's foster care system had "only 1,300" white children, with black children "10 times as likely as white children to be in state protective custody."(Roberts) "black children in the child welfare system are placed in foster care at twice the rate for white children.," and a national study of child protective ... • 73. Frederick Douglass: Children's Protective Service Learning to Understand I have heard many times that Children's Protective Service (CPS) is bad and there to take children. I have thought hard about this. Is it true? Do they just take kids? I was once in foster care, so I don't understand why people would say this. I strongly believe Children's protective Service is there for the children and the parents. Many children would be in far worse situations without them. I recently read "Learning to Read" by Frederick Douglass. While I was reading this, some things came to mind. In his autobiography he says "I used to carry bread with me, enough of which was always in the house, and to which I was always welcome; for I was much better off in this regard than many of the poor white children ... Show more content on Helpwriting.net ... He escaped his bad situation and was no longer a slave. I was put in foster care and adopted along with my brother and sister when I was seventeen. He could finally do things he wanted to do, and so can I. Children's Protective Services was there for me and my siblings. Douglass didn't have that security, but I was blessed enough to. People who say CPS is there only for money or to take children don't understand how to parent correctly. If someone's children need to be removed, CPs will do this and then put them in a safe environment. After they work with the children, foster parents, and biological parents the children can be placed back in the home with the biological parents if they do what needs to be done. The main goal of CPS is reunification as long as the parents do the right stuff. CPS workers never catch a break, the biological parents are usually mad at them, the children don't like them, and the foster family needs them to get things done. Douglass said he is better off than a starving child in his community, I agree with him on this. He is better off than a child starving. I admire him for being able to see the positive in the mix of so much negative. Again we are similar, I could have feel into the habits of drinking or doing drugs like my biological mother did, but instead I gained an experience and knowledge. Douglass did the same thing, he went through a long hard life and gained the ability to read unlike many people in his ... Get more on HelpWriting.net ...

  • 75. A Report on the Protective Services Abstract No aspect of protective service goes unaffected by public revenue challenges. Future leaders and supervisors will face increasing demands for performance with fewer resources for operations, compensation and thus talent in order to manage systems and workforce demographic change under increasing budget constraints. Privatization and outsourcing is often proposed as one– size–fits–all solutions, but different systems within fire protection may only be amenable to private– sector management where competition can be maintained. Absent competition, however, the public welfare may not be maximized by a single, dominant firm. In such cases ethical oversight of the public interest may require regulation along the lines of existing public utilities, to balance access to private capital against the cost reductions that drive, and result from, the profit motive. Trusts and monopolies are concentration of economic power in the hands of a few. Economists believe that such control injures both individuals and the public because it leads to anticompetitive practices in an effort to obtain or maintain total control. Anticompetitive practices then lead to price controls and diminished individual initiative. These results in turn cause markets to stagnate and depress economic growth. –Cornell University Law School (2012) Chief Glenn Gaines (2012) argues that socioeconomic trends drive a need for decisive action to protect fire service quality, and offers solutions like ... • 77. Aspects Of Working In Protective Services I believe that the most challenging aspect of working in protective services is separating work from home. Being able to "leave work at work" is difficult to do for any position, especially when considering deadlines that must be met and paperwork that must be completed. Working in protective services provides the additional challenge of leaving the horrifying images and circumstances that a service worker will see and face at the door before entering the home. Protective services appeals to me specifically because I want to assist children and families in facing some of the darkest moments in their lives. While it is difficult to separate work from home, working in protective services is one of the most worthwhile things one can do and one ... Get more on HelpWriting.net ...
