1. Chapter 5 ASEAN’s political-security community
Growing impact: neutrality and the conflict resolution in Cambodia.
o The conflict resolution was solve in ASEAN way but “security community” make “we-
feeling”-interaction understanding.
o Neutrality is not support any side.
o When Vietnam invaded Cambodia we can see that the stop of expansion of china into the
region and achieve advantage in the long- lasting struggle for regional dominance and help
ended the Cambodian genocide under the Khmer rouge regime.
o ASEAN involved to resolving, but effective only coincidence with superpower interest
(China).
Integrative security policy: multilateralism and the ASEAN regional forum.
o After the end of cold war, ASEAN was encouraged to embark on an integrative policy
envisioned by its founders.
o It intensifies its effort to depend economic and political cooperation. It creates the AFTA in
1992, the ASEAN Regional Forum (ARF) in 1994, Southeast Asia Nuclear Weapon Free Zone
(SEANWFZ) in 1995, and the ASEAN plus 3- china, Japan and Southeast Asia.
o It has benefit from the current four ways competitions among the USA, Japan, china, and
the European Union.
o ASEAN’s achievement has at least three main goals:
1. Has created better relation with china
2. The improvement of regional security
3. Has enhanced the centrality of ASEAN to Asia-Pacific regional security cooperation.
Intra-regional conflicts and the formation of “ security-community”
o SEATO has only a few members from Asian to solve problems of Asia and they are failing.
o It’s about to connect ASEAN and the super power because if ASEAN alone, we can’t not
solve any problems.
2. o Problems are still facing regional conflict and ASEAN solve problem on ASEAN way so no
conflict can solve. The reason is ASEAN has no court and no punishment so ASEAN look like
tiger paper.
o Also, ASEAN’s dispute charter to solve problem is not effective. The action is written in
broad strokes.
o ASEAN is multi- dire lock, so ASEAN should involve all supper power to talk (South- Korea,
china and USA).
Non-traditional security challenges: terrorism, piracy, human trafficking.
o ASEAN has agreement to solve those problems by promote sustainable management of
peat-land, sustain local livelihoods, reduce risk of fire and associated smoke haze, and
contribute to global environmental and climate change.
o ASEAN was suggesting that it should deal with migration and trafficking. At present, human
trafficking as a security challenge and labour migration as a social challenge.
