10. Cluster head 1 send weather information request to RSU, likewise other cluster head also
send weather information report to the RSU
RSU send weather information report to cluster head 5
11. Cluster heads send weather information report to the member nodes
EDA periodically generates the weather event
12. High density of slow traffic is detected; slow traffic event is periodically generated in
EDA, slow traffic message send to the driver
