Azam, A. S., & Mansoor, A. (2004). Partnerships for solid waste management in developing
countries: linking theories to realities. Habitat International, 28, 467–479.
In this article, Azam and Mansoor review public and private waste management sectors, and the
possibilities for partnership. By conducting a literature review, they conclude that the current
isolated arrangement in the industry should be replaced with a vertical integration between small–
scale agencies and the public sector. The main limitation of the article is that it focuses developing
countries as a whole, thus the suggestion may not be applied in particular city due to the complexity
of social and political structure. This article is relevant to PLAN 440/674 because it discusses waste
management in developing countries.

The article inspects the risk of adverse birth outcomes associated with populations that reside near a
landfill in Great Britain. The authors analyze health data of the populations with 2km of a landfill
site. They conclude there is small excess risk of congenital anomalies and low and very low birth
weight in population, which indicates that there may be a possible causal association with the

The Public Health Leadership and Management (PHLM) was an interesting as well as a challenging
subject. Learning the principles and practices of PHLM gave me much insight to reflect on myself
and my institution's performance. Formerly, I worked as a civil servant at the Local Government of
Jakarta, Indonesian, whereas my responsibilities are planning and budgeting for health promotion
program in my work unit. Working as a planner make me concerned with the principles of PHLM
including the understanding of leadership, building the effective management and teamwork,
practicing mindfulness, managing conflict, and implementing time management. I realize that
practicing the PHLM in the real situation is not easy as imagined but it will give a good impact on
the organization.
After attending the first lecture in regards with the meaning of leadership, I found that this session
has expanded my understanding of what leadership is. In an organization, being a leader not only
having the ability to direct or guide people to do something but also the ability to influence and
support among people in regards with achieving the objectives of the organization. Based on my
experience in the workplace, a leader has an important role to ensure that all of the people get the

a mutually dependent relationship between a formal and informal organization, and in order to
achieve a successful running organization (whether formal or informal) the executive/superior
should ensure that both the needs of the organization as well as the needs of the employee are met
equally.
William Willoughby (1918, pp. 40–43), did prominent work in the field of public administration.
One of his most prominent work is on budgetary reform. Willoughby shared a similar school of

their respective jurisdictions. But they cannot effectively carry out that responsibility without the
support of the local people organized into local authorities. This brought about the creation of

New Public Management (NPM) was developed in response to some criticisms of the public sector.
One of them is to make the public sector more financially accountable since they need to
demonstrate to the government who provides them funding, that the money is being put into good
use. They also need to ensure efficient resource allocation (Peyton) because resources are limited yet
there is an increase in expectations and demands. For example, number of public hospitals and
medical expertise may be insufficient to meet the public's demand. This is because government feel
compelled to ensure that everyone can access healthcare and is therefore, provided at a low cost.
The problem is made worse due to the growth of private hospitals, where quality of services is
regarded as superior to public hospitals. The public medical sector is thus under great pressure to
improve service quality and efficiency.

Abstract
The purpose of this research paper was to understand the new public management (NPM), its writers
and/or inventors and its applicability to the U.S police department. The design and methodological
approach for this paper was in such a way that, it reviewed the various literature and history that
existed concerning the use and application of this theory on public departments, that is in the public
sector and policing in the U.S, and the Western nations in general. It also considered the use of NPM
in police management programs in the U.S. The paper review identified that the use and/or
application of the NPM is possible especially when used in conjunction with such policing
approaches as community–oriented policing. It also noted that the adoption of NPM should be
cultural in specific and that be implemented within local capability constraints. The Practical
implications in this paper were that police reforms, transparency and accountability are to be
considered as important for all post–conflict and transitioning police departments. Therefore, the
findings of this paper are useful for the implementation and/or planning of police restructuring
programs and reforms.

New Public Management has emerged as a reaction to the exiting bureaucratic model in public
administration in the twentieth century. (Matei L 2006,p. 143)
It reforms the government's external and internal conditions, such as changing policy to
management, from spending to reduce costs. NPM aims at improving effectiveness and efficiency of
performance by a great variety of different organizational, managerial and accounting reforms (Tom
Groot, 2004).
NPM implies a new set of values that is largely drawn from market economics and business
management (Denhardt & Denhardt, 2015, p.22). It makes good use of private sector and also

Meanwhile, government can focus more on policy, regulatory and statutory functions.
Looking over to the disadvantages of NPM in outsourcing, the aspects of social impact and
government image are the main problems to be faced.
Firstly on social impact, the contract workers' rights will be exploited since most contractors tend to
put cost reducing as their first priority. In which the welfare of workers will be ignored. Welfare of
workers will be subject to even more severe exploitation if it comes to subcontracting. In long–term,
it may lead to worker strikes when the rights of worker suffer for a long time, social harmony and
stability will be undermined.
Secondly, the prestige of government governance will be affected. Since outsourcing is generally
goes to the lowest bid, the outsourced workers are subject to low wages and unreasonable low
welfare. Under the pretext of saving costs, government is actually shirking responsibility and taking
lead in the exploitation of the grass rooted class. Resulting in a large number of workers being

Thus, we added what we called the excellence question: how must public relations be practiced and
the communication function organized for it to contribute the most to organizational effectiveness?
The theoretical answers that we developed to these two research questions as well as our empirical
con rmation of the theory show the importance of an organization viewing public relations as a
critical component of its strategic management processes and of the subsequent strategic
management of public relations. The results of our research further con rm the importance of
strategic public relations in effective organizations: involvement of public relations in strategic
management consistently was the best predictor of excellent public relations.
