Charter Schools
Charter schools are a type of public school that is open enrollment. It has been growing immensely
as the years go on. 42 out of the 50 states have voted that charter schools are a part of their state's
education system. There are over five thousand charter schools in the United State with over two
million students enrolled. The schools are run by teachers and certified teachers. They are
considered to be an alternative public school that creates a high–quality public school choices that
cater to the child's specific needs. Charter schools do not believe in the idea that education is "one
size fits all" and the choices that they give offer more opportunities to the children for success.
Charter schools are very similar to traditional public schools. They are technically open to all who
apply. They cannot discriminate in their admissions and must enroll all students that submit their

In 1996, 2000, and also 2004, initiatives to allow charters school in Washington were un–passed.
House Bill 2295 and the added Initiative 1240 allows voter to authorize the creation of charter
schools (Washington Charter School Resource Center). Initiative 1240 was passed in November
2012 witha little over 50% which allows up to 40 charter schools to be built in Washington. It
helped create a new state agency called The Washington Charter School Commission, which is
made up of 9 representatives. Around 23 organizations have given interest in opening charter

Based on the fundamental teachings of the twenty first century we all gather from our personal
experiences, there are countless issues that are not negotiable or open to discussion or modification.
For instance, one of the numerous affairs that are unalienable or incontestable is the right to bear

Charter School Goals
Organizations and leaders are more successful when they have clearly outlined goals and objectives.
This has been a very large part of the current success of the charter school. As a board we have been
able to define and include in the charter application what the goals and objectives for the school are.
This has created a trust in the school and families are signing their students up in record numbers

After reading chapter eight of Spring, I believe that charter schools play a large role in our public
education system, as well as the other multiple education systems talked about in the reading such as
home–schooling, or private schools. Charter schools are in fact public schools, but they might not

Education Website), America has seen charter schools move from a fringe educational alternative to
an accepted and useful tool in public education. It is clear that charter schools are continuing to

Because of the stress placed on students changing schools, a charter should not be approved without
documented financial and management plans. Moving students to a new school just to close it for
what are preventable or foreseeable reasons simply does the students' long term education a
disservice. While these aspects of charter schools have been very important in beginning this
movement, ultimately it is the effectiveness of charter schools that will determine their future.
Evidence regarding the aggregate effectiveness of charter schools is mixed. Most famously, the 2009

$490–million dollar plan In California there is frequent debate over the performance of public
schools throughout the state. It is known that many of the state's public schools are poorly funded
and lay in disrepair. It is also accompanied by bad test scores and underperforming students which is
not necessarily the schools fault. Article one discusses a possible solution with an ambitious $490–
million plan to place half of Los Angeles students into charter schools within the next eight years.
Charter schools are publicly financed, independently run and are exempt from some of the rules that
govern other traditional campuses. Details of the plan have yet to be released but the major
contributors include the locally based Eli and Edyth Broad Foundation along with the Keck and
Walton Family Foundations and other charter advocates. The proposed plan would create 260 new
charter schools and enroll at least 130,000 students (Blume 2015). The foundations have publicly
declined to release important information on the policy but apparently have a strategy in place for
moving forward, including the recruitment and training of teachers and how to raise money. The

Every parent wants a good education for their child no matter if the school is a public school or a
charter school. The passing of this ballot will allow the approval of twelve new charter schools or
enrollment to increase by 1% statewide in already existing charter schools by the state Board of
Elementary and Secondary Education each year. Hearing about charter schools expanding would
gain the supporters of those who have a child on a waiting list. There are those who already have a
child in a public school and worries that passing this law will cause their school to lose many
privileges. As I did my research of charter schools, reading and listen to the thoughts of those that
support or oppose the ballot question helped me in making my decisions of answering yes or no to
this ballot.
The biggest concern that everybody has is funding. How does charter schools gain their funding? I
learned that most of the funding comes the public schools. Every parent wants a good education for
their child whether they attend a public school or a charter school. Stated in Schuster's 2015 article,
"tuition payments are roughly equal to average per pupil spending in the sending district (the district
where a student resides and would otherwise have attended the traditional public school)." For
example, if 100 students from one district attend a charter school and its 12,000 dollars per student
that district has to pay 1,200,000 dollars to the charter school.

types of parents: some take initiative and others do not. Would parents who normally do not take a
notice in their child's life take any interest in researching which charter school they would like their

The savings accounts would essentially lift some, if not most, of the financial burden of a child's
education from a parent. As Jeynes pointed out though, how are we going to make sure parents
know this resource is available to them? It obviously cannot be utilized if parents do not know about
it. If parents were aware and took advantage of the saving accounts, they would have access to funds
for transportation that Jeynes stated could be problematic. Yet again, one of the major controversy's
surrounding the bill is that it would pull funding out of the state's public schools to be put into
charter or private schools. How is that going to affect students in public schools who do not want to
go to a charter or private school? Unfortunately, I do not think the affects will be felt in full strength
until it is almost too late to pass legislation to fix the situation and pull schools out of their holes.
The part of the Education Freedom Savings Accounts that I think is a great benefit to all is the
funding for tutoring and testing services. Forming a solid educational foundation is necessary in
order to grow later in one's education. Perhaps if a child had that little bit of extra help from a tutor
early in the process of learning how to read, his/her life could be completely different today.

The Opinion Of Charter Schools
As I began working on this essay, my first step was to google charter school news articles. One of
the first two articles that I came across was from a well known conservative news source. The other
was published in a prominent outlet for liberal news. I was amazed at the polar opposite views that
the two sources had on the subject and decided to see if this dichotomy continued in other news
outlets as well. I then looked up a ranking of various news sources as liberal or conservative. I
visited websites with varying political views and read articles that they had composed about charter
schools and their effects. Throughout my process of examining the media's opinion of charter
schools I came across a clear divide. The liberal media is wholeheartedly opposed to charter schools
whereas the conservative media views them as the only saving grace for our failing school system.
These opinions on charter schools are very closely tied to the overall world view of our two major
political parties. Both sides agree that our school system is struggling and needs to be improved in
some way. However, they differ in how this should be done. The only thing that the two sides seem
to truly agree on is the framing of children as very vulnerable and susceptible to damage done to

Over the years, VDOE has changed the legislation surrounding this sector. In 2002, all school
divisions were required to review and accept all public charter school applications submitted. In
2004, charter submissions could be sent to the VDEO and a ban was lifted requiring half of all

High test scores equal improved academic success and charter schools use segregation as a method
of controlling the results of these standardized tests. One way that charter schools use segregation to
manipulate the outcome of test scores is by implementing a lottery system for admission. This
contributes to the weeding out of unambitious students within its applicants since they are not as
likely to even apply for admission. School choice was initially created as a way for schools to

I observed for fifteen hours at Cherokee Charter Academy. Cherokee Charter Academy is a charter

Next, I observed the standards, differentiated instruction, and the phonemic and phonics lessons in
the class. The essential questions and standards are listed in the front of the classroom but are never
referred to. I think that differentiation is a big part of this class, especially because of the number of
students with individualized education plans. During lessons, the entire class will meet around the
rug for instructions and introductions. After the class is given instructions, most students will work
independently and there will be one or two groups that work with Ms. Dunlap or her teacher's aide
for guided practice. The majority of the lessons include hands–on activities, such as cutting
examples of noun and verbs out of a magazine, using blocks to measure student's heights, and songs
that emphasize parts of speech. While I observed I also saw some phonemic awareness lessons.
These are lessons that focus on individual sounds of letters and the structure of the words and letters.
I think that this class had a wide variety of reading levels. Some students did very well, but others

Charter Schools: Another Flawed Educational Reform?, a book written by the late Seymour B.
Sarason, author and Professor of Psychology in the Department of Psychology and Institution for
Social and Policy Analysis at Yale University, is a plea to educators and legislators alike to
thoroughly consider the possible effects of creating and funding charter schools. Sarason's
background in the field, at the time of publication, spanned over fifty years, and included many
educational reform–related papers and books. Discussed in five key points, the author outlines the
possible issues new charter schools could face as a result of their implementation. Sarason points out

Seymour B. Sarason makes some excellent points and makes sure to instill a sense of agency and
urgency within the reader, as to why they should care and how they can go about being effective in
working with these new organizations. However, I chose not to use this piece in my final project.
The reason for this choice is simple: The information was not relevant in the context of my
argument. While this book is by all means a reputable source of information, the book was
published in 1998, almost twenty years prior to my presentation, making the source out of date.
Though many of the claims were accurate for the time, not all are accurate for today. Charter
Schools was a good read, but the information I need for my presentation looks at a more recent
scope of the subject and how it affects students today and how it may affect future students.
Sarason's text would have been relevant if I was doing an informative piece about why charter
schools fail (or succeed) or how the instatement of charter schools can better benefit the student, just

To quote Jonathan Stith, "Where you see the charters providing an avenue of escape for some, it
hasn't been for the majority," (Zernike 4). In some cities charter schools are educating more that half
the students in some American cities (Zernike 1). These charter schools make promises to parents
and students that are hard to pass up in many cities, where public education is lacking and private
education is out of reach for many. Charter schools exist all across America, in forty–two states and
Washington D.C.(Oliver). These charter schools promise choice, opportunities for better and safer
education, as well as strive to to close the achievement gap occurring in schools across America.

schools are failing to follow through on these promises and, that changes should be made in order to
provide a more genuine source of educational opportunity to students across America. The first
