Compliance usually is directly related to maintenance activities. This covers costs for:
I. (Periodic) Verification of design requirements.
II. Maintenance results are evaluated.
III. Investments due to future (legislative) requirements
WHAT DO WE MEAN WITH ‘BEING COMPLIANT’? (2)
These usually are all aggregated as “maintenance”, which leads to confusion in the objective
and can take a considerable part of the total available budget :
• Check on uncontrolled MOC (a),
• Control on required tasks (b),
• Control on modifications (c).

B. Ensure /proof that the maintenance is sufficient
C. Ensure /proof that the management is adequate (be prepared for the future)
Costs/budgets and planning | Distinguish between:

Especially from budgetary control point of view, (3) can best be linked to costs and separate budgeting cycles.

“being in control” by means of effective, efficient and transparent management.

Step 1: Adequate documentation of design compliance by commissioning.
Changes managed by means of MOC.  No further maintenance tasks
Step 2: Compliance related maintenance identifiable by ID’s.
Step 3: Modifications managed as separate process (MOC) with separate budgets.

  • 11. April 6, 2020 Page 11 Compliance usually is directly related to maintenance activities. This covers costs for: I. (Periodic) Verification of design requirements. II. Maintenance results are evaluated. III. Investments due to future (legislative) requirements WHAT DO WE MEAN WITH ‘BEING COMPLIANT’? (2) These usually are all aggregated as “maintenance”, which leads to confusion in the objective and can take a considerable part of the total available budget : • Check on uncontrolled MOC (a), • Control on required tasks (b), • Control on modifications (c). > Commissioning (once) > Periodic > Modification

April 6, 2020 Page 12 Verification by means of three lines of sight: Compliance ABC COMPLIANCE ABC – A PRACTICAL EXAMPLE COMPLIANCE: REFERENCE: DEMONSTRABILITY: EXAMPLE OF CAR: A) Design Built and installed according to specification Commissioning report Certificate of approval of a car type for the Dutch market B) Maintenance Technical condition meets acceptance criteria Condition assessment during use phase. Periodic maintenance report. C) Management of Change The use of the asset meets the most recent functional requirements Assessment of changed requirements or changed function which are not yet included in design requirements New emission requirements for existing vehicle type (think for example of a diesel particulate filteron cars with diesel engine)

Ensure /proof that the management is adequate (be prepared for the future) Costs/budgets and planning | Distinguish between: 1. Maintenance 2. Changes 3. Renewal (upgrade, in anticipation of future changes) Especially from budgetary control point of view, (3) can best be linked to costs and separate budgeting cycles. HOW TO PREPARE TO BE COMPLIANT?
  • 14. April 6, 2020 Page 14 Asset owners and asset managers feel the urgency to demonstrate “being in control” by means of effective, efficient and transparent management. Compliance ABC facilitates these processes. Step 1: Adequate documentation of design compliance by commissioning. Changes managed by means of MOC.  No further maintenance tasks Step 2: Compliance related maintenance identifiable by ID’s. (design compliance; recommissioning) B. maintenance implemented as required? (activity review; gap-analysis) C. management of change implemented as required? (requirements review; gap-analysis) By discriminating in the focus, related tasks can be assigned effectively. # typical activity for: Typical questions: A QA/QC inspector Design meets requirements (ATEX, PED, …)? B field inspector Condition meets requirements? C engineer Specs meets requirements? HOW IS THIS SUPPORTED BY SERVICES?
