• In the process, the National Research Council, National Committee for
Innovation Development and the National Science Technology and
Innovation Policy Committee were abolished.
• The aim of the new law is to reform the research and innovation system
through restructuring, improving management, improving the budgeting
system
• It is expected that the research and innovation system will be more
effective in supporting the development of the competitiveness of the
nation.
2
Mission
of NRIC1 Create Roadmap of
research and innovation
for each strategic
industry
2 Designation of the
directions of the units
in the research and
innovation system
3. Improve the role
and responsibility of
units in the research
and innovation system
4. Improve the
management
system of
research and
innovation
5. Develop Human
Resource Plan for
research and
innovation
6. Develop block
grant and
program based
budgeting for
research support
7 Develop tax
incentives to encourage
Funds for research and
innovation
8 Improve laws
regulation related to
the issuing licenses,
standard development
and intellectual
property
3
Government Initiatives
• Already, the government has launched several promising initiatives that
could help make this happen, allowing Thailand to escape from the
middle-income trap.
• These include a focus on 10 industries as “new engines of growth” (or “S-
curve industries”), i.e. Robotics, Medical industry, Aviation, Bio-based
industry, Digital Industry, Automotive industry, Smart electronics, Tourism,
Smart agriculture, Food for the future.
• Major investment in the Eastern Economic Corridor Development Project is
planned , and the launching of a major push for the creation of an
electronic payment system.
