asking relevant questions.

9. STAGE 2: ORGANIZING
STEP 1: Write your thesis statement.
STEP 2: Decide on the key points that will focus your ideas. These will be your topic
sentences.
STEP 3: Develop your ideas by adding examples, quotations, and details to your
paragraphs.
STEP 4: Make sure the last sentence of each paragraph leads into the next
paragraph.
STEP 5: Check your thesis and make sure the topic sentence of each paragraph
supports it.

11. INTRODUCTION
Every peso counts in these inflationary times. That’s why
the recent increase in the special weekly discount in basic goods
extended to senior citizens brings much relief to our graying
population.
While this benefit is not as grand a gesture as the newly
signed measure granting P10,000 to Filipinos who reach the age
of 80, 85, 90, and 95, it covers the more urgent need of helping
ease the monthly financial burden on senior citizens amid the
rising prices of basic commodities.

The rapid growth of electric bicycles (e-bikes) and e-trikes
is a global phenomenon, brought by the need for a safer and
reliable mode of travel, especially during the pandemic when
public transport was scarce and physical distancing was the
norm.
But when COVID-19 restrictions eased and the traditional
vehicles returned to the streets, the big number of e-bikes and
e-trikes joining them posed a lot of risks to the public. The
problem got worse because there are no regulations in place for
these types of e-vehicles.

20. The 2022 Programme for International Students Assessment (PISA) rankings
are out. Have we become so desensitized to dismal news in the education
front that we are no longer surprised that we have performed poorly? The
PISA is a global assessment conducted by the Organization for Economic
Cooperation and Development every three years across more than 80
countries. In 2018, our students ranked lowest in reading and second lowest in
both mathematics and science. While we gained a few ranks in the recently
published 2022 PISA, coming at sixth to last in both reading and mathematics
and third to last in science, our absolute performance has remained roughly
the same. More disturbing is the fact that only 16 to 24 percent of our tested
students reached the minimum level of proficiency in each of these subjects,
falling far below the global average.
21. I am already anticipating defensive reactions such as using the
COVID-19 pandemic to explain our performance. While we cannot
ignore the enormity of the pandemic, we must recognize that our
response to educational concerns during that time only made
things worse. Top-down demands and a one-size-fits-all approach,
especially as it pertained to online learning, had blocked out
significant sectors from being able to receive education. I also
anticipate some will cling to the small increase in ranking as a sign
of progress, despite our students’ objective score remaining
roughly the same as in 2018. This only means that some countries
performed more poorly, but it does not necessarily mean that we
improved.
23. Apply the four basic standards of
effective writing (unity, support,
coherence, and clear, error-free
sentences) when writing the report.
24. Make sure each major paragraph presents and
then develops a single main point. For
example, in the sample report that follows, the
first paragraph summarizes the book, and the
three paragraphs that follow detail three
separate reactions of the student writer to the
book. The student then closes the report with a
short concluding paragraph.
25. Support any general points you make or attitudes
you express with specific reasons and details.
Statements such as "I agree with many ideas in this
article" or "I found the book very interesting" are
meaningless without specific evidence that shows
why you feel as you do. Look at the sample report
closely to see how the main point or topic sentence
of each paragraph is developed by specific
supporting evidence.
26. Organize your material. Follow the basic
plan of organization explained above: a
summary of one or more paragraphs, a
reaction of two or more paragraphs, and a
conclusion. Also, use transitions to make
the relationships among ideas in the paper
clear.
27. Edit the paper carefully for errors
in grammar, mechanics,
punctuation, word use, and
spelling.
28. Cite paraphrased or quoted material from
the book or article you are writing about,
or from any other works, by using the
appropriate documentation style. If you
are unsure what documentation style is
required or recommended, ask you
instructor.
29. You may use quotations in the
summary and reaction parts of the
paper, but do not rely on them too
much. Use them only to emphasize
key ideas.
30. Publishing information can be
incorporated parenthetically or at the
bottom of the page in a footnote. Consult
with your instructor to determine what
publishing information is necessary and
where it should be placed.
