This document discusses using signal processing and machine learning to analyze signals from Frequency Disturbance Recorder (FDR) units. The Fast Fourier Transform (FFT) and machine learning algorithms (MLAs) like Support Vector Machine (SVM), Naive Bayes (NB), and Neural Network (NN) are used to filter, extract features, and differentiate electrical signals from different FDR outlets. The MLP neural network performed best, achieving a 5% higher accuracy than other MLAs tested. Preprocessing techniques like normalization, smoothing, and overlapping frames improved MLA performance.

This is a really important concept when looking at what you can achieve – adaptive can start without tech investment
Exercise – so let’s take market share, what kind of activities would a community be undertaking that would support these areas of the ecosystem?
So if we look at the environment that the IPA have created for their membership, it’s a multidimensional approach
The diversity of learning sites in a community enables it to adapt and survive
Gamification, resources not course, cloud, multi device, responsive etc that’s the trope of most future of learning reports and all of this may be true but more fundamentally our relationship with work, each other, leaders, community has already shifted
How we did it
Charles Vallance, Co-founder and Chairman of VCCP
There are fundamental skills in project mgt, account and client management, purchasing, negotiation, analysis and planning that could be handled through generic means but this would be a poor solution. Why? Because its all about the context
The IPA pioneered learning and development in the advertising industry nearly 50 years ago: the programme was founded on principles which we’ll find familiar today: collaborative, practitioner led, leading edge content, agility, best practice, and it was also created to foster alumni groups and practitioner networks – senior practitioners still talk fondly of their days on IPA courses way back when.
All IPA training is designed, written, tutored and delivered by IPA practitioners: this ensures that the learning materials and case studies are always up to date and highly relevant for our members. This involves a high degree of collaboration: competitors by day, brothers in arms in passing on knowledge to the next generation by night. And it is critical we build networks or communities so that the next generation takes responsibility for passing on the knowledge the next time around. The human touch is critical to our success.
We believe the key to our success was in our human approach, we have embraced the original principles – members write and contribute to the qualifications, they feature heavily in expert videos and case studies, they are involved in delivering webinars and live seminars, as well as marking final submissions. And the Professional Development team are on hand to look after delegates through a help desk and online tutoring.
The programmes are agile- we update regularly depending on the speed of change within the sector (for example the Search Certificate is updated quarterly due to innovations in this arena, the Foundation Certificate is annual), the amendments are based on expert practitioner input and feedback from the delegates. In many ways our update process has a distinctly tech ring to it: listen, learn, test, optimise.
And we are as keen as we ever were to make sure that delegates feel they are part of a movement: discussions in The Foundation Certificate attract thousands of comments, each qualification is celebrated with an off line graduation party and course alumni are actively encouraged to participate in the future development of IPA L&D programmes.
So where does this leave us in the personalisation game? New technology has undoubtedly helped us move into new market areas, we run our qualifications in over 60 countries worldwide with content localised so individual markets receive the combined wisdom of IPA practitioners with video content, case studies and data reflecting their own back yard.
Active gathering of feedback on a continual basis ensures that delegates/course graduates are involved in the future.
Active discussion boards give the qualifications a real sense of community, a community that is learning together despite being remote. This is enhanced through study groups in agencies, the online tutor moderating thorny issues within discussions, graduation celebrations, publishing of photographs from the night, press advertising announcing results and extensive Twitter, Snapchat and Instagram cover of exams, results day and graduation.
Everyone has their own story to tell.
And we have to remind ourselves that we are a Professional Chartered Institute and not awash with cash, so the dreams of ultra-personalisation are still sun-lit uplands, which we hope to visit when technology has ensured that personalisation is no longer rather creepy.
So far, we’ve looked at learning paths, moving into greater learner contribution and adpation - Stages of working towards adaptive. As AI engines are used more broadly, learning programmes could be automatically created and adapted based on user history and behaviour

The skills we will need to adapt and survive in an increasingly complex world
Ask the question what is the objective – do we need core skills development as we have a significant gap that is stifling growth or are we looking to foster innovation and breakthrough thinking?
