2015 NAWDA Annual Meeting Presentation
The North Alabama Workforce Development Alliance (NAWDA) held its annual meeting on March 3, 2015 to discuss goals for the coming year. NAWDA is a non-profit organization that promotes workforce development in North Alabama through skills assessments, craft training, and educational partnerships. In 2015, NAWDA aims to double its membership and increase work hours by 10%. It also seeks to assess 40% of Morgan County's workforce and get current members to assess 72% of their employees. During the 2016 NADO Annual Training Conference, Kelly Davila, Director of Regional Services for the South Plains Association of Governments, shared the story of the Reese Technology Center. Formerly an Air Force Base, this BRAC success story become a research and development hub for the region. Effective collaboration among regional and state agencies led to new transportation access to develop the site.
Changing the Dynamics of a Rural Downtown
During the 2016 NADO Annual Training Conference, Dr. William Molnar, Executive Director of the Lower Savannah Council of Governments, shared the story of an intersection improvement in downtown Denmark, South Carolina. This project solved safety and access difficulties through a robust engagement process that resulted in a road diet and several economic impacts.

On Sept. 7, 2011, I offered this presentation with two of my colleagues from Thomas P. Miller and Associates, along with our strategic partner Monster. The conference was 'The Meeting of the Minds' hosted by the California Workforce Association in Monterey.
LEVERAGE: Aligning Job Placement with Job Creation
Leverage provides an in-depth economic analysis of the Central Arkansas Planning and Development District's six County service area. Focusing on the attributes and patterns of the workforce, it provides a forward look at Central Arkansas's most valuable resource, it's labor force. Next Leverage conducts an in-depth cluster analysis, identifying seven core sectors within the region. The heart of Leverage is the alignment of training programs to these seven core clusters, removing training programs which were previously available through WIOA funding and that are not conducive with sustainable employment in the region. The Central Arkansas Workforce Development Board adopted leverage in September of 2016, benefiting employers by developing a talent pipeline of job seekers with the skills needed for companies in the region to thrive. Leverage also benefits WIOA participants, regardless of the training program the participant chooses, they will fall within one of the seven in demand sectors. Leverage is the catalytic step towards data-driven decision making in the region.
Opening Plenary: Taking a Stand for Regional Development

Collaboration between EDA's and WIB's requires a paradigm shift. Traditionally economic development organizations were charged with attracting business -typically industrial firms - while workforce development organizations played a more transactional role of training and job match-making. Their tools, strategies and resources have been vastly different from each other and sometimes even at odds. But that is now changing. Several communities have successfully brought together economic development and workforce development organizations by aligning goals and simultaneously strengthening the economic eco-system.
The driving force behind this convergence is the realization that a talented labor supply is key to the economic prosperity of the community. Site selectors report a talented workers trump all other considerations fro businesses locating to a new area. Similarly a steady stream of talented employees can help retain and expand strong industries and clusters.
Building this pipeline of workers requires input on future needs of companies from economic development as well as input from workforce development on where to find and train the workers for these future opportunities.
This webinar will highlight several regions in the country, urban and rural where they are making this work.

As RDOs look to the future of their regions, there is much to consider as they develop strategies and solutions aimed at building strong, resilient, sustainable, and vibrant communities. This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.

Combined Illegal, Unregulated and Unreported (IUU) Vessel List.
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)
International Commission for the Conservation of Atlantic Tunas (ICCAT)
Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

- 5. WORKFORCE AND TALENT DEVELOPMENT The Workforce and Talent Development (WTD) Program has been instrumental in building employer champions and preparing jobseekers for the pace of industry by developing an effective workforce pipeline.
- 6. WTD PROGRAM In less than a year the WTD Program has: • Assisted over 150 companies recruit for 70 positions in a variety of growing industries • Leveraged over half a million dollars in federal and state funds • Developed 4 customized trainings in Hybrid car
- 7. CUSTOMIZED TRAINING PROGRAM In addressing the increasing skill gaps, the WTD program also: • Assists businesses in developing customized workforce trainings to bridge those gaps. • Helped Hybrid Technicians develop the first Hybrid Electric Vehicle Training Program in Sonoma County. • Provided 96 hours of professional hybrid car training in order to keep up with evolving technology and ensure repair technicians stay competitive in the automotive industry.
- 8. ON THE JOB TRAINING In partnership with the WIB and Sonoma County Job Link, the WTD program has successfully deployed an “On the Job Training” program. This program allows for Sonoma County employers to receive subsidies for the costs associated with hiring and training new employees.
- 9. TEAM WORKFORCE The WTD Program also convened a special group of leaders from the community called “Team Workforce” to ensure that funds were given maximum leverage, and to ensure there weren’t overlaps in workforce and employer
- 10. WORKFORCE RESOURCE GUIDE The EDB developed a workforce resource guide for employers, educating them about the funds available to them and highlighting best practices surrounding successful hires.
- 11. JOB MARKET TRACKER The Job Market Tracker Report: • Provides a monthly analysis of real time job postings from over 25,000 listings • Identifies hiring trends in key industries • Empowers the community to make well- informed decisions, facilitating strategic efforts that closely align with the dynamics of the local labor market.
- 12. WORKFORCE DEVELOPMENT SURVEY The Annual Workforce Survey was developed to gather feedback from Human Resource Directors on the current workforce needs, and provide insights and resources into how to close the skills gap.
