This document outlines the process by which the US Army Corps of Engineers ERDC accepts projects over $50k from customers. It establishes that the PI works with the Lab Director to develop a proposal and PSWA form documenting the project scope and costs. If accepted, the PSWA and proposal are approved and funding can be accepted to develop a formal PMP and complete the work. If a project is outside ERDC's mission, the Director is notified to decline the work.

Peter is the MEP Director of Delivery at CHUM Montreal for Construction Sante Montreal, a joint venture between OHL and Laing O’Rourke. Prior to this he was responsible for the mechanical scope of the Northern Water Treatment Plant, in Queensland, for LOR Australia. Peter holds an MBA from Aston University, Birmingham and Engineering Doctorate from Loughborough University, UK. Previously he was project leader for the MEP element (£100m) of a large healthcare development in Stoke on Trent, UK. It was on this project that he developed, in conjunction with his EngDoc research, a lean and agile construction system, the objective of which was to improve workers health, safety and productivity, thereby improving the performance of the project. The outcome of the research project is contained in his thesis – ‘Transforming Traditional Mechanical and Electrical Construction into a Modern Process of Assembly.’

(USACE) ERDC will accept a project of
greater than $50K requested by a customer.

5. PI initiates a draft proposal and forwards to

10. If proposed work is determined to be outside of the ERDC
mission, insufficient ERDC or ERDC-contracted resources are
available, or if no Agreement Document is available to provide
legal and agreeable authorities between the proposed
sponsoring agency and the ERDC, the ERDC Director or their
designee will be notified and provided the proposal and PWSA,
for determination to decline the work request. The ERDC
Director or designee will decline work request and notify
proposed sponsoring agency of this decision.
