Project overview
GOAL
Overall,	the	goals	of	the	project	are	to	support	
women’s	full	participation	in	peace	and	security	
efforts,	to	reduce	gender-based	violence,	and	to	
advance	gender	equality	by	increasing	women’s	
political	representation	and	roles	in	decision-
making	processes.

I	was	impressed	with	prof.	Dalia	and	Rugile,	their	knowledge	,	
their	belief	in	what	they	are	doing	and	passion	for	their	work.	
Prior	the	training	I	had	no	knowledge	and	never	heard	of	UNSC

Activity 1.	Development	of	Online	
Training	Curriculum	on	Women’s	
Leadership	and	Prevention	of	Gender-
Based	Violence.	The	on-line	training	
curriculum	will	include	4	modules	and	2	
videos	with	practical	assignments	and	
theoretical	readings:	
Direct	beneficiaries:	40	members	of	
women	NGOs	in	Lithuania,	indirect	
beneficiaries	– 2,000	members	of	civil	
society	and	academia.
Online training	curriculum	prepared.
3	videos	instead	of	2	prepared.
Direct	beneficiaries: 63 members	of	
women	NGO’s	in	Lithuania,	indirect	
beneficiaries	– 35	852	members	of	
general	society.
Instead of	sending	online	program	for	self	
training	to	40	representative	of	women	
NGO’s	we	invited	them	all	to	join	trainings	
of	activity	No.	2.	
Activity 2.	Training	for	Trainers	
Workshop:	Champions	for	Women,	Peace	
and	Security.	Outcomes:	2-day,	16	hour	
trainings.	Direct	beneficiaries:	23	women	
– members	of	NGO	umbrella	
organizations.
Outcomes:	2-day,	16	hour	trainings.	
Direct	beneficiaries:	63	women	–
members	of	NGO	umbrella	
organizations.
Because of	COVID	– 19	restrictions	2	day	
live	workshops	were	divided	to	4	
workshops	online,	each	workshop	being	4	
hours	long.	As	we	had	opportunity	to	
reach	more	women	NGO’s	in	remote	
areas,	instead	of	just	sending	40	women	
NGO’s	online	program,	we	invited	all	63	to	
join	online	and	participate	in	trainings.	So	
these	restrictions	worked	to	the	benefit	of	
participants.

Activity	3.	Workshops	for	Local	Leaders	
Conducted	by	Trainers.	Each	graduate	of	
the	Training	for	Trainers	Workshop	will	
conduct	trainings	for	at	least	5-10	local	
women	leaders,	1	day,	3	hours	to	start	
dialogue	on	implementation	of	WPS	
agenda	in	a	local	community.	Outcome:	
115	- 230	local	women	leaders	trained	
and	empowered	to	implement	WPS	
agenda	in	their	communities.
166	local	women	leaders	were	trained	by	
participants	of	the	trainings	facilitated	
under	project	Activity	2.	
Majority of	workshops	because	of	COVID	
– 19	restrictions	took	place	online.	This	
did	not	cause	any	problems	for	trainings	
as	during	training	of	trainers	workshops	
experts	shared	information	on	how	to	
conduct	women	peace	and	security	
workshops	online.	
Activity	4.	Hosting	First	ever	Women	
Leadership	Forum	on	Women	Peace	and	
Security	Marking	the	Progress	on	20	
years	Anniversary	of	UN	Resolution	1325	
(with	participation	of	NGOs	from	Nordic	
– Baltic	countries	as	well	as	Ukraine	and	
Moldova).	Direct	beneficiaries:	60
women	leaders	from	 Nordic	– Baltic	
countries	as	well	as	Ukraine	and	
Moldova.
Direct	beneficiaries: 118	participants	
from	the	U.S.,	Lithuania,	Belarus,	
Ukraine,	Moldova,	Georgia,	Romania,	
Iraq,	Norway,	Poland,	Zimbabwe,	
Columbia,	Finland.
Because	of	COVID	– 19	restrictions,	
conference	took	a	hybrid	format,	where	
small	part	of	participants	and	speakers	
were	present	in	the	conference	room,	
while	big	part	joined	online.	Again	this	
allowed	us	to	attract	people	from	more	
countries	and	more	people	in	general.	
This	conference	was	a	success,	recognized	
by	multiple	decision	makers	from	
Lithuania	and	the	U.S.	that	participated	in	
the	event.

Activity	5. Forming	a	group	of	leaders	
implementing	WPS	agenda:	women	
leaders	for	sustainable	peace	and	
security
Group	formed	under	Lithuanian	Women	
Lobby	Gender	Based	Violence	
Committee.	Members	of	the	group	
consist	partially	from	participants	of	
trainers	workshop	under	project	activity	
No.	2.	
Group	activities	were	presented	during	
meetings	with	Lithuanian	Women’s	
Lobby	members.	
Formed	group	had	a	meeting	with	
representatives	of	MFA	responsible	for	
implementation	of	WPS	agenda	in	
Lithuania.	
During	the	meeting	group	members	
expressed	how	women	NGO’s	could	
practically	participate	in	implementation	
of	National	Action	Plan	on	
implementation	of	UNSC	Resolution	
1325	on	women	peace	and	security.	
Meeting with	MFA	showed	that	
cooperation	is	so	necessary	if	we	want	to	
implement	UNSC	Resolution	1325	on	the	
ground	and	de	facto	involve	local	women	
leaders	in	peace	building	efforts.
Sustainability
Sustainability	I
• Online	training	program	on	the	subject	of	Women,	peace	and	security	
will	be	available	for	NGO’s	seeking	to	gain	more	knowledge	on	the	
subject.	This	program	will	be	used	in	trainings	with	various	
stakeholders	in	Lithuania	to	show	importance	on	Women,	peace	and	
security	agenda	and	first	and	foremost	relevance	of	it	to	Lithuania.
• Trained	leaders	of	women	NGO’s	already	showed	their	leadership	by	
facilitating	training	for	local	women	leaders.	The	most	important	thing	
that	now	women	NGO	leaders	became	aware	how	they	work	mostly	
in	the	area	of	preventing	and	supporting	victims	of	domestic	violence	
and	human	trafficking	is	connected	to	peace	building	and	conflict	
resolution	efforts,	therefore	they	will	further	work	as	ambassadors	for	
WPS	agenda	in	their	local	communities.
Sustainability	II
• Group	of	Women	Leaders	implementing	WPS	agenda:	Women	Leaders	for	
Sustainable	Peace	and	Security	is	formed	consisting	of	representatives	from	
Lithuanian	Women’s	Right	Association	working	as	Specialized	Assistance	
Centers	and	representatives	of	Lithuanian	Women’s	Lobby	as	well	as	
Lithuanian	Association	against	Human	Trafficking.	These	NGO's	are	working	
for	more	than	15	years	on	gender	mainstreaming,	against	gender-based	
violence,	now	they	are	aware	of	the	WPS	agenda	and	new	plan	for	
implementation	of	resolution	UN	1325	prepared	by	Committee	within	
Ministry	of	Foreign	Affairs.	
• After	the	end	of	the	project	members	of	the	group	will	integrate	the	WPS	
agenda	in	their	project	applications	and	start	to	participate	in	development	
cooperation	projects.	The	group	will	also	monitor	the	implementation	of	
the	WPS	agenda	and	evaluate	project	impact	in	local	communities	in	an	
extended	time	period.
Problems solved
Problem Solution	provided by	the	program
1) Every third women in Lithuania experiences gender-based violence,
with the estimated cost of violence each year at 600,000 euros
1) During training for trainers workshops Dalia Leinarte explained how
women NGO’s can be more active in reporting cases of gender – based
violence where state did not support victims to CEDAW. This is one of
very important tools that women NGO’s could use long after the end of
the project. Also women NGO’s gained knowledge on dynamics of GBV
among migrant women, who’s numbers are increasing due to crisis in
Belarus.
2) Lithuania scored very low for its progress in achieving gender
equality, only earning 55.5 points according to 2019 Gender Equality
Index
2) Project activities enhanced leadership competences in the area of
women, peace and security and will become better advocates.
3) Women are underrepresented in power and decision-making
positions
3) Women NGO leaders learned how to train subject of leadership for
local women leaders. Strong leadership competences and ability to
represent needs of local women could potentially result in more
women participating in local elections.
4) Lack of knowledge of the WPS agenda among local NGO’s and civil
society, which results in slow implementation of the NAP.
4) In this project focused on addressing these challenges by conducting
an extensive training program for Lithuanian leaders to implement the
WPS agenda locally and nationally. After the project MFA (main
institution responsible for implementation of WPS agenda can advise
women NGO’s and involve them as experts in practical implementation
of the agenda.
