Information and Communications Technologies (ICT) education teaches citizens valuable skills around computing devices, software, applications, and systems. ICT has come to describe the convergence of technologies that transmit diverse data over common lines. While ICT was used in academia since the 1980s, a 1997 UK report popularized its use, and it was incorporated into the revised National Curriculum in 2000, though computing is now preferred. Azerbaijan promotes ICT development to ensure security and aims to be a regional leader by attracting major companies and startups to its Bakutel exhibition to share experiences in building an information society.

National ICT Policy 2009
The National ICT Policy 2009 aimed to transform Bangladesh into a digital country by 2021 through expanding access to and use of ICT. Key elements included establishing a transparent e-government, developing ICT skills, and ensuring cost-effective citizen services. A committee was formed to review the policy which outlined a vision, 10 objectives, 56 strategies and 306 action items in short, medium and long term categories. Implementation is led by the Ministry of ICT and overseen by task forces and A2I, an organization working to build ICT capacity. Major projects underway include establishing union information centers, installing ICT facilities in rural post offices, assembling low-cost laptops, providing computer labs and internet in schools, and connecting government

Challenges of E-Learing in Nigerian University Education Based on the Experie...
This paper present a review of the challenges of e-learning in Nigerian University education based on the experience of four developed countries, UK, Australia, Korea and France. The survey shows that these countries have: (i) vision and action plans for e-learning, (ii) they have good government policies and financial support, (iii) they earmark action programs and set committees with sufficient funds to pursue it goals, (iv) they believe in research as a fundamental part of e-learning strategy, and lastly (v) they embark on awareness, training and motivational programs. The paper pointed out that, for the challenges of Nigerian university education to be reduced to minimum, the Federal Government should improve on educational funding as UNESCO recommended 26% of the annual budget. In addition the government should fulfill her promise on the issue of improving Electricity supply in the country. Furthermore, the university administrators should embark on awareness and training of staff on the use of ICTs, with motivations attached. The Internet is a major driver of ICT in education and bandwidth is a major issue in the deployment of e-learning. Therefore government should make Internet connectivity a priority for higher education to be able to leverage on the promises and opportunities ICTs present.

It was found that the level of provision of ICT equipment to secondary schools in the State was low. The intermittent disruption of electricity and inadequate funding were found as major problem inhibiting the usage of ICT equipment for the management of schools in the State. It was concluded that the State Government was not fully ready to imbibe (ICT) for the effective management of secondary schools in the State. It was recommended that the State government should supply the necessary ICT equipment to all secondary schools in the State. Government should also improve the training of principals, teachers and computer personnel in the use of computers and other ICT equipment through seminars, workshops and in-services training

Information and Communications Technologies (ICT) education is basically our society’s efforts to teach its current and emerging citizens valuable knowledge and skills around computing and communications devices, software that operates them, applications that run on them and systems that are built with them.
- 4. ICT has more recently been used to describe the convergence of several technologies and the use of common transmission lines carrying very diverse data and communication types and formats.
- 7. information and communication technology has been used by academic researchers since the 1980s, and the abbreviation ICT became popular after it was used in a report to the UK government by Dennis Stevenson in 1997, and in the revised National Curriculum for England, Wales and Northern Ireland in 2000. But in 2012, the Royal Society recommended that ICT should no longer be used in British schools "as it has attracted too many negative connotations", and with effect from 2014 the National Curriculum uses the word computing, which reflects the addition of computer programming into the curriculum
- 9. The information age presuppose developing of the information and communication technologies at fast pace to ensure security and stable development of any country of the world.
