In dit artikel wordt ingegaan op welke ICT-middelen worden ingezet om als Virtual Enterprise goed samen te werken en hoe de ICT-manager zijn beleid hierop kan afstemmen. Maar eerst wordt het begrip Virtual Enterprise nader bekeken.
Op dit moment zijn er in veel organisaties al duidelijke kenmerken zichtbaar van Virtual Enterprise en menige organisatie is ongemerkt al bezig te transformeren. Deze ontwikkeling zien we in alle branches terug. Tussen organisaties gebeurt dit in samenwerkingsverbanden, in- en out-sourcing en strategische allianties. Binnen organisaties is dit te zien in virtuele teams, externe resources en tijdelijke assignments.

Organisaties zijn continu bezig met verandering. Of het nu gaat om relatief kleine veranderingen zoals het verbeteren van
operationele processen, of om grote veranderingen zoals het introduceren van nieuwe producten en diensten of het
vervangen van oude IT-applicaties. Het succes van een onderneming wordt mede bepaald door de manier waarop deze
veranderingen worden doorgevoerd.
Aangezien veel veranderingen in bedrijven tegenwoordig een IT-component hebben, wordt van IT-afdelingen verwacht
dat zij sneller resultaten opleveren. Flexibele ontwikkelmethodieken zoals SCRUM zijn erg populair om vanuit een multi-

et eerste filiaal van kledingketen Zara werd in 1975
geopend in La Coruña, Noord-Spanje. In bijna
veer-tig jaar is het bedrijf uitgegroeid tot een van de
meest succesvolle modeketens ter wereld. In
casestudies is vastgesteld dat Zara excelleert in ‘time to
market’ terwijl de vraag slecht te voorspellen is. Zara is in
staat om vijftien dagen na het ontwerp de kleding in de
winkels te hebben liggen. De keten van trendher-kenning
tot winkelpresentatie is maximaal geoptimaliseerd en flexi-
bel. Dit maakt Zara tot een van de meest wendbare bedrij-
ven ter wereld.
Veel ondernemingen bevinden zich in een turbulente markt
die sterk veranderende eisen stelt aan pro-ducten, proces-
sen en diensten. Om succesvol te kunnen zijn in een
dynamische omgeving, moeten or-ganisaties continu
kunnen veranderen. Veel organisaties willen daarom wend-
baarder worden, zodat ze sneller kunnen reageren en
veranderen. Maar voordat je nadenkt over een manier om
deze wendbaarheid te vergroten, zou je je eerst moeten
afvragen hoe wendbaar de organisatie dan zou moeten
zijn.

baarheid komt. En ook: is de or-ganisatie hiertoe in staat
en welke rol speelt informatietechnologie (IT) dan als
‘enabler’ of misschien zelfs wel aanjager van deze wend-
baarheid?
In dit whitepaper presenteren we een model waarmee de
wendbaarheid van organisaties kan worden on-derzocht.
Een model dat het mogelijk maakt om te bepalen welke
mate van wendbaarheid gewenst is, waarmee de staat
van de wendbaarheid van de organisatie kan worden vast-
gesteld, en dat aanknopings-punten biedt om de wend-
baarheid aan te passen tot het gewenste niveau.
Dit whitepaper is gebaseerd op het Anderson
MacGyver-model voor Organizational Agility. Dit model is
ontwikkeld om organisaties handvatten te geven voor het

Wendbaarheid van organisaties wordt op verschillende
manieren gedefinieerd. Zo stelt Jim Highsmith (2010) dat
het begrip ‘agility’ (wendbaarheid) kan worden gevat in de
volgende twee statements:
• “Agility is the ability to both create and respond to
change in order to profit in a turbulent business
environment.”
• “Agility is the ability to balance flexibility and stability.”
De definitie die wij hanteren voor Organizational Agility
(wendbaarheid van organisaties) luidt als volgt:
“Het vermogen van een organisatie om continu nieuwe
waarde voor klanten te creëren door snel en effectief te
anticiperen op ontwikkelingen in haar context. Hierbij
wordt steeds de juiste balans tussen flexibiliteit en stabili-
teit gevon-den.”
Volgens deze definitie zijn wendbare organisaties dus in
staat om snel en effectief te reageren op veran-deringen in
hun omgeving. De context, concurrentie, technologie of
plotselinge veranderingen in de markt zijn daarbij bepalend

De context
Agility of wendbaarheid dreigt een ‘buzzword’ te worden
waarbij iedereen vindt dat alles altijd meer ‘agile’ moet zijn,
onder alle omstandigheden. Het gaat echter om de juiste
mate van wendbaarheid; niet te veel en niet te weinig. Jim
Highsmith gaat in zijn boek ‘Agile Project Management’ in
op dit fenomeen (Highsmith, 2010). Hij verwijst hierbij naar
een van zijn eigen, op het eerste gezicht ongebruikelijke
defini-ties van agility: “Agility is the ability to balance flexibi-
lity and stability”. Vervolgens betoogt hij dat een te-veel
aan flexibiliteit leidt tot chaos en daarmee inefficiëntie,
maar dat een teveel aan stabiliteit de bewe-gingsruimte en
creativiteit weer beperkt. Een IT-gerelateerd voorbeeld van
te veel flexibiliteit is een orga-nisatie die goederen van
klanten in haar magazijn heeft. Voor iedere klant wordt een
kopie van een data-base gemaakt om de voorraad en
transacties bij te houden. Dat is heel flexibel omdat per
klant aanpas-singen gemaakt kunnen worden, maar ineffi-
ciënt als er wijzigingen in de basisfunctionaliteit zijn die
voor elke database opnieuw uitgevoerd moeten worden.
Het gewenste niveau van wendbaarheid is dus niet zonder
meer ‘zo hoog mogelijk’, en ook niet voor iedere organisa-
tie hetzelfde.

voor de mate waarin wendbaarheid noodzakelijk is om
succesvol te zijn. Naast in-zicht in de benodigde mate van
wendbaarheid, moeten ook bepaald worden hoe het met
de huidige wendbaarheid is gesteld en op welke manier
die kan worden aangepast.
Het Anderson MacGyver-model voor Organizational Agility
beschouwt wendbaarheid vanuit twee per-spectieven:
context en organisatie. De context (de omgeving van de
organisatie) ‘dicteert’ de benodigde mate van wendbaar-
heid en is niet of nauwelijks te beïnvloeden. De wendbaar-
heid van de organisatie is echter wél te beïnvloeden. In het
model worden vier ‘capabilities’ benoemd die de wend-
baarheid van de organisatie bepalen: het adaptievermo-
gen van de strategie, daadkracht, sensitiviteit en connecti-
viteit. De-ze elementen zijn te beïnvloeden en bieden
daarmee aanknopingspunten om de wendbaarheid bij te
stel-len. Analyse van enerzijds de context en anderzijds de
organisatie geeft een beeld van de gewenste wendbaar-
heid in relatie tot de huidige wendbaarheid van de organi-
satie. Door de capabilities vervolgens waar nodig en
mogelijk bij te stellen, kan de wendbaarheid op het
gewenste niveau worden gebracht.

De gewenste mate van wendbaarheid wordt voornamelijk
bepaald door de context waarin de organisatie zich
bevindt. Voor het beschrijven van de context wordt het
analysemodel van Wissema gebruikt (Wis-sema, 2001).
Het model van Wissema is een samenvoeging van het
PEST-model en het krachtenmodel van Porter, en is een
hulpmiddel om de externe omgeving van een organisatie
volledig in beeld te bren-gen. Het PEST-model kijkt naar
Politieke, Economische, Sociale en Technologische facto-
ren, het model van Porter kent vijf krachten: leveranciers,
toetreders, concurrenten, substituten en afnemers. In het
mo-del van Wissema zijn deze factoren heringedeeld in
zogenaamde directe en indirecte factoren die een organi-
satie beïnvloeden. De directe factoren staan in een duide-
lijke relatie tot de organisatie. Dit zijn de concurrenten,
regelgeving, leveranciers en klanten. De indirecte factoren
beïnvloeden de organisatie en de directe factoren. Dit zijn
de technologische ontwikkelingen in de industrie en
economische, sociale en politieke ontwikkelingen.
De organisatie
Voor het beschrijven van de wendbaarheid van een orga-
nisatie gaan wij uit van vier capabilities. Deze zijn samen
bepalend voor de wendbaarheid van de organisatie en ze
zijn beïnvloedbaar. Ze vormen de basis voor de inzichten
waaraan behoefte is om te kunnen werken aan het
gewenste niveau van wendbaarheid.
De capabilities zijn:
• Adaptievermogen van de strategie
Het vermogen om de strategie van de organisatie aan
te kunnen passen.
• Sensitiviteit
Het vermogen om kansen en bedreigingen waar te
nemen.
• Daadkracht
Het vermogen om veranderingen tijdig en effectief te
kunnen realiseren.
• Connectiviteit
Het vermogen om snel en effectief nieuwe kennis en
competenties te kunnen mobiliseren, binnen maar ook
buiten de eigen organisatie.
Adaptievermogen van de strategie
Wendbare organisaties zijn in staat hun strategie aan te
passen aan de omstandigheden. De actuele stra-tegie is
relevant in de huidige situatie en flexibel genoeg om op
korte termijn te worden bijgesteld. De uit-daging bij wijzi-
gingen is wel dat de organisatie herkenbaar blijft voor de

medewerkers en haar klanten. Wendbare organisaties
doen dit bijvoorbeeld door meer te opereren op basis van
zingeving en onderlig-gende waarden dan op basis van
strakke regels. Hierbij is leiderschap vereist met een open
en toeganke-lijke stijl die een mindset van verandering en
ambitie communiceert en stimuleert.
Sensitiviteit
Om als organisatie wendbaar te kunnen zijn, moeten rele-
vante ontwikkelingen in de context worden waargenomen.
De organisatie moet voldoende sensitief zijn voor haar
context, bijvoorbeeld door mede-werkers regelmatig
contact te laten hebben met klanten, marktpartijen en
leveranciers en de resultaten hiervan te delen met (interne)
stakeholders en te evalueren. Dit gebeurt onder andere op
basis van de doelstellingen, het businessmodel en de risi-
coappetijt.
Naast gevoel voor de context is ook interne sensitiviteit
relevant. De wendbare organisatie is zich bewust van haar
eigen positie in de context en de beweging die ze daarbij
maakt. Het management is zowel naar binnen als naar
buiten gericht. Managers zijn zelf alert ten aanzien van
veranderingen en faciliteren structuren waarmee relevante
waarnemingen kunnen worden gedaan. Hier speelt leider-
schap een belangrijke rol. Leiders die onvoldoende oog
hebben voor de veranderende om-standigheden, kunnen
plotseling hun geloofwaardigheid verliezen.
Daadkracht
Wendbare organisaties zijn in staat om niet alleen te
praten (interne focus), maar ook te handelen. Ze reageren
snel en effectief op onverwachte gebeurtenissen. Deze
organisaties voeren succesvolle trans-formaties, herstruc-
tureringen en fusies uit en zijn in staat snel nieuwe produc-
ten en diensten te introduce-ren.
Bepalend voor daadkracht zijn onder andere voldoende
capabele resources en effectieve processen. Ook de
manier waarop zij omgaan met risicomanagement is
belangrijk. Wendbare organisaties voeren expe-rimenten
uit die gebonden zijn aan heldere criteria op basis waarvan
succes of falen wordt bepaald. De kans op falen is hierbij
geaccepteerd.
Daadkracht is alleen effectief als de kennis die is opge-
daan bij alle initiatieven en experimenten gedeeld wordt en
gebruikt wordt voor nieuwe experimenten. Hierdoor treedt
er continue verbetering op en is spra-ke van een lerende
organisatie.

Het management heeft een leiderschapsstijl die zich
kenmerkt door besluitvaardigheid, snelle eenduidige
communicatie van genomen besluiten en die toeziet op de
naleving hiervan. Iedere laag in de organisatie heeft
voldoende autonomie om beslissingen te kunnen nemen
voor een succesvolle uitvoering van ver-anderingen.
Connectiviteit
Wendbare organisaties zijn in staat om snel nieuwe relaties
aan te gaan om zo nieuwe inzichten, pro-ducten en dien-
sten te kunnen ontwikkelen. Dit vereist dat partners ook
het wendbare karakter als cruciaal (h)erkennen. Gedegen
marktkennis en kennis binnen de eigen organisatie is van
groot belang voor het kunnen ondersteunen van een
wendbare organisatie (goede sensitiviteit). Leveranciers en
partners wor-den geselecteerd op het vermogen en de wil
om samen te werken, contacten en contracten zijn gericht
op het creëren van gemeenschappelijke waarde en het
nemen van verantwoordelijkheid.
De organisatie weet welke kennis en kunde zij zelf in huis
heeft en heeft dit ook vastgelegd. Partnerships met leve-
ranciers en opleidings- en kennisinstituten worden geëva-
lueerd op basis van de aanwezige en benodigde kennis.
De leiderschapsstijl kenmerkt zich door verbinden. De
leiders binnen de organisatie vertonen voorbeeld-gedrag
bij het aangaan van relaties en spelen een actieve rol in het
creëren van verbindingen binnen en buiten de organisatie.
Ook medewerkers binnen de organisatie zijn in staat om
verbindingen aan te gaan. Sociale vaardigheden maken
onderdeel uit van de selectiecriteria voor nieuwe mede-
werkers en er is een actief beleid om deze competenties
te ontwikkelen bij de aanwezige populatie.
HET BELANG VAN TECHNOLOGIE VOOR
WENDBAARHEID
Technologie speelt ook een belangrijke rol in het verande-
ren van de wendbaarheid van organisaties. Door gebruik
te maken van mechanisering, robotisering en digitalisering
wordt de wendbaarheid beïnvloed. Onderstaand wordt
beschreven hoe IT de vier capabilities van wendbaarheid
kan beïnvloeden.
Technologie en Sensitiviteit
Door het toenemend gebruik van sociale media is de
omgeving (context) beter waar te nemen (sensitivi-teit).
Speciale IT-hulpmiddelen maken het mogelijk om bijvoor-

beeld te zien wat voor problemen klanten ervaren met
concurrenten. Een andere, door IT mogelijk gemaakte
toepassing is het combineren van data uit openbare
externe bronnen met interne data om voorspellingen te
maken. Het ontstaan van het Internet of Things zorgt er
ook voor dat meer sensordata beschikbaar komen en dat
de sensitiviteit wordt ver-groot. Door deze data te gebrui-
ken, kan bijvoorbeeld een koelkastproducent eerder te
weten komen dat een koelkast defect is dan de gebruiker
zelf. Zo zijn vele toepassingen denkbaar.
Waar mensen in hun privéleven altijd verbonden zijn met
anderen, is dit voor organisaties nog niet altijd het geval.
Meer en meer bedrijven gebruiken sociale media voor het
contact met hun klant, bijvoorbeeld voor klachtenafhande-
ling en een helpdesk. Als er een klacht wordt getwitterd,
reageert het Social Care Team van de organisatie daar
direct op. In plaats van een bandje bij de telefooncentrale
dat irritatie op-roept, voelt de klant zich gehoord. Een
betere start om een probleem op te lossen dus.
Technologie en Connectiviteit
Ook aan de connectiviteit met zakenpartners levert IT
levert vaak een belangrijke bijdrage. In de ‘master thesis’

van Alyssa Berger (Berger, 2014) wordt gesproken over
zogenaamde Smart Business Networks. Dit zijn netwerken
waarmee organisaties niet samenwerken met een min of
meer vaste set aan partners, maar in staat zijn continue
verbindingen binnen hun omgeving aan te gaan of te
verbreken. Deze netwer-ken zorgen dat organisaties effec-
tiever kunnen concurreren en sneller reageren op verande-
rende om-standigheden. In de thesis wordt beschreven
dat de IT capabilities ‘flexibiliteit van IT personeel’, ‘IT
con-nectivity en compatability’ en ‘modulariteit’ hier zowel
direct als indirect een positieve bijdrage aan leve-ren.
Technologie en Daadkracht en Adaptievermogen
van de strategie
Bij belangrijke wijzigingen in organisaties, zoals overna-
mes, is IT vaak bepalend voor de doorlooptijd en voor
belangrijke synergie-effecten door integratie en rationalisa-
tie van systemen. Als in de IT-architectuur rekening gehou-
den is met de mogelijkheid dat andere bedrijven geïnte-
greerd moeten worden, faciliteert IT op deze manier de
daadkracht en het adaptievermogen van de strategie.
IT-architectuur is zo mede bepa-lend voor de strategische
opties. Overnames en ontvlechtingen zijn makkelijker te
realiseren als de IT-architectuur hierop is ingericht.
Het gebruik van IT-architectuur en -standaarden lijkt de
wendbaarheid te verkleinen, maar bij goede keu-zes leidt
het juist tot grotere wendbaarheid. Bijvoorbeeld: door een
product te maken dat bestaat uit in-wisselbare basiscom-
ponenten, zijn gemakkelijk nieuwe varianten van het
product te maken (het Lego-principe). Standaardisatie kan
de wendbaarheid dus vergroten. Dit wordt ook wel de
Agility Paradox ge-noemd.

zoals hier gepresenteerd is niet alleen toepas-baar op de
organisatie als geheel, maar ook op onderdelen zoals de
IT-organisatie. De wendbaarheid van een organisatieon-
derdeel moet echter in de context van de wendbaarheid
van de gehele organisatie bezien worden. Daarbij moet
rekening gehouden worden met het feit dat bij verschil-
lende onderdelen een verschillende wendbaarheid aanwe-
zig of gewenst kan zijn.

door regelmatig bij elkaar in de keuken te kijken, te praten
over tevredenheid, et cetera) en ook door nieuwe techno-
logische ontwikkelingen te volgen (bijvoorbeeld door
actieve deelname aan kennisnetwerken, congressen, et
cetera). Wendbare IT-organisaties delen de verkregen
informatie ge-makkelijk.
Bij connectiviteit worden externe partijen actief betrokken
bij de IT-bedrijfsvoering. Er is bijvoorbeeld in de
sourcing-strategie bepaald voor welke domeinen intensief
met partners moet worden samengewerkt en op welke
domeinen daarvan makkelijk afscheid genomen moet
kunnen worden. In feite wordt hier ge-keken naar de mate
waarin bedrijfsactiviteiten waarde toevoegen voor de klant.
Deze waarde zal in de tijd variëren en vergt dus een wend-
bare opstelling van de organisatie. In ons whitepaper ‘Op
elk potje past een dekseltje’ gaan we dieper in op een
methode om op een zorgvuldige wijze de inrichting van de
IT-dienstverlening te vormen.
De IT-organisatie kan haar daadkracht bijvoorbeeld
vergroten door IT-wijzigingen in meerdere korte cycli uit te
voeren. Zoals het toepassen van Scrum bij systeemont-
wikkeling of agile projectmanagement, dat zich de laatste

(bijvoorbeeld ‘group directives’) als externe regels (bijvoor-
beeld eisen van toezichthouders) relevant zijn. Dat externe
klanten steeds meer van belang zijn voor een IT-organisatie
wordt nader belicht in ons whitepaper ‘Alles van Waarde is
weerloos’. Hierin wordt gewezen op het feit dat de externe
klant uiteindelijk de waarde bepaalt en dat dit een dynamische
waardebepaling is. Deze zal dus steeds anders zijn. Voor de
(IT-)organisatie is derhalve een continue aanpassing nodig om
de juiste waarde te leveren aan de klant. De vier capabilities
adaptievermogen van de strategie, sensitiviteit, connectiviteit
en daad-kracht kunnen ook voor een IT-organisatie gebruikt
worden om de gewenste en huidige wendbaarheid te bepalen
en bij te stellen.
Adaptievermogen van de strategie betekent voor de IT-orga-
nisatie bijvoorbeeld dat de afdelingsstrate-gie en onderlig-
gende plannen aangepast worden aan de omstandigheden en
nauw aansluiten bij de (ver-anderende) bedrijfsstrategie. Een
belangrijk hulpmiddel hiervoor is projectportfoliomanagement.

Organisaties die overleven in een snel veranderende

realiseren van een passend niveau van wendbaarheid.
Volgens dit model wordt het niveau van gewenste wend-
baarheid bepaald door de context van de organisatie.
Deze context is te analyseren door directe en indirecte
factoren te onderzoeken. Op basis van die analyse wordt
de gewenste wendbaarheid vastgesteld voor ieder van de
vier capabilities van wendbaarheid (adaptievermogen van
de strategie, sensitiviteit, daadkracht en connectiviteit).
Ook het huidige niveau van wendbaarheid wordt per
capability vastgesteld.
Door het gewenste niveau te vergelijken met het huidige
niveau (per capability), wordt duidelijk waar ver-anderingen
kunnen worden doorgevoerd om een passend niveau van
wendbaarheid te bereiken. Wend-baarheid op maat dus.
De inzet van IT-middelen en de inrichting van de IT-organi-
satie dienen in lijn met deze capabilities te worden afge-
stemd. Zo wordt uit de bijdrage van IT in het kader van
wendbaarheid de maximale waarde gehaald.
