Bei Neuerrichtung oder wesentlicher Änderung einer IED-Anlage muss dazu ein Ausgangszustandsbericht (AZB) für Boden und Grundwasser vorgelegt werden. Dieser Bericht ist im Rahmen des entsprechenden Genehmigungsverfahrens einzureichen. Der AZB beschreibt den Zustand des Bodens und Grundwassers, wenn in der Anlage bestimmte gefährliche Stoffe verwendet, erzeugt oder freigesetzt werden und dient bei der späteren Stilllegung der IED-Anlage in Verbindung mit dem Endzustandsbericht (EZB) als Maßstab für die Rückführungspflicht nach § 5 (4) BImSchG. IED-Richtlinie und Ausgangszustandsbericht | weyer spezial
Mit der Umsetzung der Richtlinie über Industrieemissionen (IED-Richtlinie) ergeben sich für Betreiber bestimmter Industrieanlagen (sogenannte IED-Anlagen) neue Anforderungen im Genehmigungsverfahren und im Betrieb. So muss gemäß § 5 (4) BImSchG bei der Betriebseinstellung einer IED-Anlage, sofern es durch den Betrieb der Anlage zu einer erheblichen Verschmutzung des Bodens oder des Grundwassers gekommen ist, das Anlagengrundstück in den früheren Zustand zurückgeführt werden. Bei Neuerrichtung oder wesentlicher Änderung einer IED-Anlage muss dazu ein Ausgangszustandsbericht (AZB) für Boden und Grundwasser vorgelegt werden. Dieser Bericht ist im Rahmen des entsprechenden Genehmigungsverfahrens einzureichen. Der AZB beschreibt den Zustand des Bodens und Grundwassers, wenn in der Anlage bestimmte gefährliche Stoffe verwendet, erzeugt oder freigesetzt werden und dient bei der späteren Stilllegung der IED-Anlage in Verbindung mit dem Endzustandsbericht (EZB) als Maßstab für die Rückführungspflicht nach § 5 (4) BImSchG. Die weyer gruppe prüft die Erfordernis zur Erstellung eines AZB, erstellt diesen für Sie, koordiniert dazu alle erforderlichen Maßnahmen und führt die Abstimmung mit der zuständigen Genehmigungsbehörde durch.

Mit der Richtlinie 2006/42/EG für Maschinen (MRL) wurden Anforderungen an die Technische Dokumentation novelliert, unter anderem enthält sie klare Vorgaben über den Inhalt und Aufbau der Dokumente.
Zusätzlich sind noch andere Regelungen und Normen bei der Erstellung der Technischen Dokumentation zu beachten. Eine der grundlegenden ist die EN 82079-1 „Erstellen von Anleitungen“, welche sich an fast alle Industriezweige richtet.
Branchenübergreifend werden in ihr Fragen der Art der Erstellung und Darstellung behandelt, aber auch Anforderungenan die Qualifikationen der Autoren gestellt. Mindestanforderungen und ein Qualitätsniveau sind somit vorgegeben....

Stress Calculation | weyer special
The professional execution of a system analysis is an indispensable act when it comes to the professional construction of
pipe systems in plant engineering, and in many cases it is even demanded by law. The weyer group is in the position to
look back on many years of experience in the field of stress calculation for pipe systems. By means of a documented engineering
procedure which is strictly conforming to the law, an organizational fault with regard to plant safety and environmental
protection can be excluded at an early stage of the ongoing planning phase. For this purpose, state-of-the-art
software tools like CAESAR II, which is specifically tailored to execute pipe stress calculations, as well as various 3D-design
software tools will be deployed. The advantages of a system analysis are, among other things, lower capital costs and
reduced maintenance expenses, a safe operating of your plant and an optimized design of all joining pipes.
SIL | weyer special
Documented evidence with regard to the adherence to the required safety integrity level (SIL) within the scope of the
safety life cycle has to be delivered in order to proof that the imple-mentation of safety systems (Safety Instrumented
Systems SIS) in the process industry has been executed according to professional standards. When carrying out the hazard
analysis and the risk assessment, safety functions (Safety Instrumented Function SIF) will be estab-lished and evaluated
against a required SIL. The achievable SIL both for systematic defaults and for random failures can be established for each
safety function being carried out by means of a safety system. The established SIL has to be in conformity with or better
than the required SIL. The engineers of the weyer group will establish the respective SIL-level of the plant, taking the data
delivered by the manufacturers as the calculation base.
Prevention of water pollution | weyer special
There is no life without water. Hence, the prevention of water pollution both for drinking water and for processing water
as well as the preservation of aquatic ecological systems is a central duty of environment protection. Plant-related prevention
of water pollution, i.e. the safe handling of substances harmful to water both in the industrial and in the commercial
sphere is a core competence of the weyer group.

Compliance means the abidance by law and observance of regulations within an enterprise. According to §§ 9, 30 and
130 of the German Administrative Offences Act, the management of a company has to make sure that the activities of
the company are in conformity with the law. If transactions do not comply with the duties in terms of organisation,
selection, instruction and control, severe penalties might be imposed on the enterprise, the company management and
the executive personnel as well.

In line with a concept to prevent incidents the legislative body requires operators of systems
subject to statutory order on hazardous incidents to prepare a systematic analysis
of hazard sources for the systems concerned.
An established method governmentally acknowledged is the application of a HAZOP
study (Hazard and Operability), in Germany also known as the PAAG procedure.
In accordance with a specified scheme a team assumes operating modes for the existing
or planned system which deviate from the nominal condition. The team also tests
how these operating modes can be developed, which consequences they could have
and which remedies are necessary, available or to be arranged.

Für die fachgerechte Ausführung von Sicherheitssystemen (Safety instrumented System: SIS) in der Prozessindustrie ist ein Nachweis über die Einhaltung des geforderten Sicherheitsintegritätslevels (SIL) im Rahmen des Sicherheitslebenszyklus zu dokumentieren. Bei der Gefahrenanalyse und Risikobeurteilung werden Sicherheitsfunktionen (Safety instrumented Function: SIF) ermittelt und mit einem geforderten SIL bewertet. Für jede Sicherheitsfunktion, die mit einem Sicherheitssystem ausgeführt wird, kann für systematische und zufällige Ausfälle der erreichbare SIL bestimmt werden.
Dieser muss identisch oder besser als der geforderte SIL sein. Die Ingenieure der weyer gruppe berechnen auf Grund der von den Herstellern zur Verfügung gestellten Daten die jeweilige SIL-Stufe der Anlage.

Ein zentraler sicherheitstechnischer Aspekt bei der Planung verfahrenstechnischer Anlagen ist die wirksame Verhinderung unzulässig hoher Überdrücke in den Prozessanlagen im Falle von Betriebsstörungen.
