This is a presentation is based on dissertation submitted by Mwende Njiraini in Partial Fulfilment of the Requirements of Masters in Communications Management of the University of Strathclyde, 2006. The dissertation sought to establish various perspectives to open access including the principles and benefits, establish an appropriate regulatory framework that will foster the development of open access networks (OAN). Through an exploration of various open access network initiatives, the dissertation sought to establish the key success factors, challenges and testing the applicability of the open access concept in the Kenyan context.

Audizione dell'Assessore regionale per il territorio e per l'ambiente e del direttore generale dell'ARPA Sicilia in relazione al piano regionale di risanamento della qualità dell'aria.
Commissione QUARTA - Ambiente e Territorio 26 settembre 2013
La seduta inizia alle ore 11.00.
Il PRESIDENTE dichiara aperta la seduta e riferisce che sul tema relativo al piano regionale di risanamento della qualità dell’aria sono state intraprese numerose attività e auspica che si raggiungano dei risultati, vista la presenza dell’Assessore per il territorio e per l’ambiente.
L’onorevole CIRONE ricorda gli atti ispettivi che ha presentato e la risoluzione approvata in Commissione. Dichiara che si tratta di un tema molto delicato che coinvolge interessi sensibili, quale la salute.
Rammenta dell’incontro che la Commissione ha tenuto presso il comune di Melilli e la grave situazione che interessa la popolazione della provincia di Siracusa, che attendono risposte concrete e risolutive avverso i fattori inquinanti causati dall’industrializzazione.
L’onorevole SORBELLO, in relazione alla zona di Siracusa, considera prioritari due obiettivi: da una parte la necessità della rivisitazione dell’autorizzazione integrata ambientale e dall’altra la opportunità di programmare una nuova collocazione delle centraline, in grado di monitorare costantemente gli agenti inquinanti.
Nonostante consideri apprezzabile l’attività svolta da parte della Provincia di Siracusa e dall’ARPA, allo stato attuale, un’area di 10 chilometri è interessata da emissioni di sostanze altamente pericolose provenienti dalle industrie che sono ivi insediate.
Il dott. LICATA di BAUCINA, dirigente generale ARPA Sicilia, rinvia alle dichiarazione già espresse nella seduta n. 56 dell’11 luglio scorso circa il piano regionale di risanamento della qualità dell’aria, ricordando che l’ARPA ha stipulato con l’assessorato del territorio un protocollo per fornire i dati utili per l’adeguamento del piano al decreto legislativo 13 agosto 2010, n. 155. Sulla problematica riguardante la zona di Siracusa comunica che ha trasmesso al Ministero dell’ambiente una nota con la quale viene chiesta una rivisitazione dell’AIA nella zona de qua. Tuttavia, non essendo organo competente ad inoltrare tale istanza è stata trasmessa all’assessorato del territorio affinchè provvedano.
Il sig. GENCHI, CGIL, osserva che sei anni fa Legambiente denunciava che il piano regionale sulla qualità dell’aria era il prodotto di un copiato dal piano della Regione Veneto. Nonostante una particolare attenzione mediatica, non è susseguito alcun intervento. Infatti, il piano contiene dei riferimenti che non risultano compatibili con il territorio siciliano,anzi, vi sono rinvii a territori pianeggianti e percorsi che appartengono continua….

Corte dei Conti Regione Sicilia Deliberazione n. 298/2013/PRSP
Rendiconto 2011:
1. notevole ritardo nell’approvazione del rendiconto 2011 rispetto ai termini di legge (1 ottobre 2012);
2. volume dei residui attivi di nuova formazione provenienti dalla gestione di competenza e relative ai titoli I e III (con l'esclusione dell'addizionale Irpef) pari a 52,09% dei valori di accertamento delle entrate dei medesimi titoli I e III (esclusi i valori dell'addizionale Irpef);
3. ammontare dei residui attivi di cui al titolo I e al titolo III superiore al 65 per cento (pari al 120,28%) (provenienti dalla gestione dei residui attivi) rapportata agli accertamenti della gestione di competenza delle entrate dei medesimi titoli I e III;
4. volume dei residui passivi complessivi provenienti dal titolo I superiore al 40 per cento (pari a 88,32%) degli impegni della medesima spesa corrente;
5. anticipazioni di tesoreria non rimborsate al 31 dicembre 2011, superiori al 5% della spesa corrente;
6. presenza di debiti fuori bilancio non segnalati dai Responsabili dei servizi, emersi in fase di approvazione del Rendiconto di gestione 2012, per € 629.000 ai quali si aggiungono passività potenziali per €2.300.000 e spese per incarichi legali per €392.000 solo in minima parte impegnati. I debiti riconosciuti nell’esercizio 2012 ammontano a €3.300;
7. necessità di verificare il rispetto del parametro di deficitarietà n. 6, relativo al rapporto della spesa per il personale sulle entrate correnti, la percentuale indicata del 36,69% è impropriamente determinato rapportando la spesa per il personale depurata delle componenti da escludere sulle entrate correnti;
8. irregolare utilizzo dei capitoli afferenti ai servizi conto terzi e mancato rispetto del principio di tassatività di cui al principio contabile 2.25 delle “altre spese per servizi conto terzi” in particolare:
- liquidazione borsa di studio,
- liquidazione fatture relative al servizio di pulizia dei locali;
- spese per pagamento manifestazioni santo patrono;
9. bassa capacità di riscossione dei proventi derivanti da proventi da recupero evasione tributaria,

Le criticità di cui ai punti 2, 3, 5, 6, 8, 9 sono stati oggetto di specifica pronuncia in sede di esame sul rendiconto 2010 (delibera n. 139/2012/PRSP).

Il Tribunale Amministrativo Regionale per il Lazio
- “I collegamenti degli amministratori comunali con le cosche dominanti del reggino, accertati grazie alle operazioni di polizia giudiziaria sopra menzionate, sono un esempio della aggressione della mafia al livello istituzionale più alto del governo cittadino”;
-“In quasi tutte le ripartizioni burocratiche … è stata rilevata una traccia indelebile di collegamento con le cosche locali”, “in molti servizi … la presenza incombente e pervasiva delle famiglie mafiose del territorio”;
- “A fronte di tale generalizzata e opprimente presenza, l’Amministrazione non è risultata avere alcuna iniziativa utile e concreta di contrasto, non avendo prodotto alcun atto di seria opposizione al fenomeno criminale”.
Di talchè, secondo l’Autorità prefettizia, è “chiaro” che la situazione descritta “rientra … nei dettami di cui all’art. 143 del D.Lgs. n. 267/2000, come modificato dall’art. 2 – comma 30 – della legge 15.7.2009, n. 94, rinvenendosi quegli elementi <> di condizionamento criminale previsti dalla legge”.
La proposta riferisce come tale situazione sia stata, tra altro, oggetto di indagine da parte della Procura della Repubblica in seguito al decesso del responsabile del settore finanze e tributi, per l'accertamento di eventuali responsabilità connesse all'asserita dolosa alterazione di dati contabili e di bilancio, relativamente al periodo 2008-2010…………….

During the webinar, you will discover the PowSyBl ecosystem as well as handle and study an electrical network through an interactive Python notebook.
PowSyBl is an open source project hosted by LF Energy, which offers a comprehensive set of features for electrical grid modelling and simulation. Among other advanced features, PowSyBl provides:
- A fully editable and extendable library for grid component modelling;
- Visualization tools to display your network;
- Grid simulation tools, such as power flows, security analyses (with or without remedial actions) and sensitivity analyses;
The framework is mostly written in Java, with a Python binding so that Python developers can access PowSyBl functionalities as well.

Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.

Its Competence Area covers the following technologies:
• Optical transmission systems in long distance: technologies of transmission and
reception, dispersion compensation techniques and optical WDM regeneration
(transmission beyond 100 Gbits per channel).
• Optical transport systems: technologies of optical switching WDM and Ethernet
packet, optical network transport protocols, traffic engineering and reconfiguration
protocols for mesh network topologies (e.g.. Carrier Ethernet and optical networking
