Development of Wasteland under Social Forestry Programme
The problem of wasteland has become a serious issue and it has increased with the development of technology for increasing the agricultural production (Swaminathan, 1997). The natural disturbances including the man-made problems, i.e. industrialization and urbanization, contribute to increasing trend of wastelands in various ways. The requirement by the increasing human population and cattle population and also the natural disasters cause the loss of natural resources and land degradation (Hegde, 1993).According to Food and Agriculture Organization of the United Nations (FAO, 1992), the various forms of land degradation such as soil erosion, chemical poisoning, stalinization and loss through building or mining is of 5 to 7 million hectares from good cultivable lands
Wasteland
Wastelands include degraded forests, overgrazed pastures, drought-struck pastures, eroded valleys, hilly slopes, waterlogged marshy lands, barren land etc.
Types of Wastelands:
(a) Cultivable Wastelands
(b) Uncultivable Wastelands

जल संग्रहण क्षेि ककसी क्षेि/
स्थाि में उपलब्ध िदल या िाले
के निकास त्र ंदु के सापेक्ष उस
क्षेि को दर्ाात दर्ााता है; जहााँ का
समग्र जल इकठ्ठा हो कर
िदल/िाले के उस त्र ंदु से िुजरता
है, अथााल जल ग्रहण के समूचे
क्षेि का जल प्रवाह एक हल स्थाि
से होता है. जल संग्रहण क्षेि एक
िौिोमलक षववरण के अिुसार
गचत्रित क्षेि है, जो एक खास
स्थाि और एक स्थानिक को
संदमिात करता है.
3. जल संग्रहण क्षेत्र
जल संग्रहण क्षेि, उस क्षेि में उपलब्ध
प्राकृ नतक संसाधिों के सम्यक प्र ंधि के
मलए उपयोि ककया जािे वाला एक स्वतंि
और सवाथा अलि जल षवज्ञाि
इकाई/एकक (यूनिट) है जजस के सम्यक
प्र ंधि के द्वारा; सिी लािागथायों एवं
पण धारकों की; ि के वल वतामाि (आज
की) आवश्यकताओं की पूनता वरि िषवष्य
में आिे वालल पीदियों की आवश्यकताओं
की पूनता हेतु संसाधि उपलब्धाता एवं
प्रनतपामलत षवकास हेतु असीममत संिाविा
है.
4. जल संग्रहण क्षेत्र प्रबंधन की संक्पनन
जल संग्रहण क्षेि प्र ंधि की संकलपिा द्वारा
यह अमिकजलपत और सत्याषपत ककया िया की
यदद ककसी जल संग्रहण क्षेि के सिी संसाधिो
का समुगचत प्र ंधि सुनिजश्चत ककया जा सके तो
पयाावरण को व्यवजस्थत रखते हुए प्रनतपामलत
षवकास के साथ-साथ जल संग्रहण क्षेि के सिी
लािागथायों या पण धारकों को उिके जीवि यापि
के सिी मूलिूत सुषवधाएाँ और साधि प्राप्त हो
सकते हैं और यह प्रकिया सतत रूप से जारल रह
सकती है.
5. जल संग्रहण क्षेत्र प्रबंधन की अवध रण

और मृदा संसाधि के साथ साथ
सिी संसाधिो के सम्यक
प्र ंधि, संसाधिो के संरक्षण एवं
प्रनतपामलत दोहि की एक पूवा
षवयोजजत प्राषवगध है. यह, िूमम
और अन्य संसाधि प्र ंधि हेतु
मािादर्ाक और संसाधि के
नियोजि की प्रकिया है.

6. जल संग्रहण क्षेत्र प्रबंधन क उद्देश्य
•हानिकारक अपवाह और गिरावट और ममट्टल और पािी की जजससे संरक्षण को
नियंत्रित करिे के मलए काया करिा ।
•ममट्टल और पािी का प्र ंधि और उपयोिी प्रयोजि के मलए अपवाह पािी का
उपयोि करिे के मलए काया करिा ।
•जल की रक्षा, संरक्षण और अगधक कु र्ल और निरंतर उत्पादि के मलए िूमम सुधार
होिा।
•जल संसाधि िािे के मलए औरजल में होिे वाले िुणवत्ता ह्रास को रोकिे के
मलए काया करिा ।
•ममट्टल का कटाव जांच करिे के मलए और वाटरर्ेड पर तलछट उपज के प्रिाव को
कम करिे के मलए काया करिा ।
•त्र िड़ती जा रहल िूमम के पुिवाास के मलए काया करिा ।
•डाउि स्रलम क्षेिों में ाि कम करिे के मलए काया करिा ।
•विाा जल की घुसपैठ में वृद्गध करिे के मलए काया करिा ।
•िूमम में सुधार और लय, चारा और वन्य जीवि संसाधि के उत्पादि में वृद्गध
करिे के मलए काया करिा ।
•जहााँ िी संिव हो सके जल ह्रास को काम करिा और िू जल पुिपूाररत करिा
•िूजल पुििारण वृद्गध लािू करिे के मलए काया करिा ।
7. जल संग्रहण क्षेत्र प्रबंधन क उद्देश्य
•पाररस्गथनतकीय संतुलि को पुि:स्थाषपत करिा ।
•अविममत प्राकृ नतक संसाधिों जैसे मृदा, वािस्पनतक
आच्छादाि तथा जल को उपयोि योि्य िािा, उिका
संरक्षण करिा एवं उि्हें षवकमसत करिा।
•मृदा के कटाव को रोकिा ।
•प्राकृ नतक विस्पनतयों का पुि: उत्पादि ।
•विाा जल एकिण तथा िू-जल के स्तर को िािा एवं हु–फसल
पद्धनत तथा कृ षि आधाररत षवषवध कायाकलापों को आरंि करिा
।
•संधारणीय जीषवका को िावा देिा।
8. मृद /जल संरक्षण संरचन एँ
ककसी जलग्रहण क्षेि में अपरदि के षवमिन्ि कारक हो सकते हैं;
यथा प्राकृ नतक (जल, वायु, जीव, िूकम्प, सूखा, ाि, ग्लेमर्यर
षपघलिा, ज्वालामुखी ), मािव जनित (षवकास के काया) एवं
परलौककक जैसे उलका षपंडों का गिरिा. साधारणतया मािव द्वारा
षवकास करिे के कारण जल और ममडा संसाधि क्षररत होते देखे
िए हैं. हम त्र मिन्ि प्रकार की संरचिाओं के द्वारा िू-संक्षारण
रोक सकते हैं.
