The Wireless Access Providers' Association (WAPA) is a non-profit organization formed in 2006 that promotes best practices for wireless technologies and engages in policy work. WAPA represents over 220 organizations including wireless ISPs, technology specialists, vendors, and large telecom players with a combined 300,000 subscribers and 4,000 employees. WAPA advocates for more efficient spectrum usage through dynamic spectrum sharing and license-exempt access to TV white spaces, which have good propagation characteristics. This allows secondary users like WISPs to deliver rural broadband in a cost-effective way while protecting primary licensees.
