The document summarizes VTA's Light Rail Efficiency Project which aims to increase ridership, speed up travel times, and improve cost recovery on the light rail system. Key aspects include expanding limited express service, establishing new routes, turning back some lines in downtown San Jose, and installing a run-around track to allow for increased frequency without delays on single-track segments. The improvements are designed to better serve projected population and employment growth as well as the new 49ers stadium. Ridership is expected to increase from the current 32,716 weekday riders.

Land-Based Transport Governance in the Philippines: Focus on Metro ManilaAlthea Muriel Pineda
This paper aims to provide a situationer on transport governance in the Philippines, as they apply to Metro Manila. Metro Manila provides the arena for describing and analyzing the complexity and dynamics of transport governance in the country. This is occasioned by the number of local government units located in the metropolis (17 cities and municipality) as well as various national government agencies with transport-related mandates operating in the region. Metro Manila is also one of the biggest (13 million) and fastest growing metropolises in the world.

3. Light Rail Efficiency Projects
• Board Adopted LRT Improvement Plan May 2010
• Speed up system, open new markets,
improve cost recovery
• Improve connectivity to BART and other regional
services, increase ridership
• Anticipate employment and population growth
• Support new 49ers Stadium

4. LRT Systems Analysis Background
• Project began in September 2008, Board adopted mid 2010
• LRT is Phase 2 of the Comprehensive Operations Analysis
• Comprehensive evaluation of the existing light rail system -- focus on making the
system as effective and efficient as possible
• Operations and capital improvements analyzed and tested
• Evaluation of the LRT system to handle projected passenger growth to the year 2018
and 2035

5. 2010 Study Goals
• Increase Ridership
• Calculate changes in ridership vs. No Build
• Speed up the System
• Compute differences in average operating speed
• Spend Money Wisely
• Check whether proposed scenarios lead to improved farebox recovery
ratio
• Be More Relevant to the Needs of the Valley
• Review how specific ridership gains compare to Market Analysis

17. Phase I LRT Improvements will:
• Expand pilot Guadalupe Express service to all-day Express Service on Santa
Teresa to Alum Rock line
• Establish new service from Almaden to Mountain View, with direct service
from Almaden to Downtown San Jose
• Turn back Winchester service from Campbell in Downtown San Jose
• Establish new special event service between Mountain View and Alum Rock;
prepare for future BART connection/Tasman Express line
• Reduce travel times system-wide with speed improvement projects
17
18. San Jose: Downtown Run-Around Track
Preferred Improvement: Install new run-around track in either 1st
or 2nd Street bus lane between St. James and St. John Streets
• Needed to implement increased LRT Service and to ensure transit
riders do not experience delay on single-track segments
• LRT and bus lane will share former bus lane
• Consistent with City’s plans for transit priority on 1st and 2nd
Streets; Avoids taking parkland
• Continuing in consultation with City of San Jose and local
stakeholders
• Capital cost, Order of magnitude = $ 6.0 to 8.0 M

The opening of a new, 68,500 seat stadium for the SF 49ers in Santa Clara will place unprecedented demands upon the VTA system.Total peak transit demand will occur before a weeknight game, when stadium services will coincide with the PM peak period commute period. Greatest demand for additional VTA vehicles and operators will occur before and after a Sunday afternoon game, when the # of vehicles and operators in regular service is at its least.Phase 1 of the LRT Efficiency Alternatives Analysis indicates the best strategy to serve the 49ers Stadium is to expedite implementation of the 2017 BART LRT Improvement Plan.
Speed regulated by CPUC general order 143BProject will include signal prioritization and some combination of fencing, gates, and/or flashers to protect the LRT ROW and improve safetyTSP project will implement real time transit signal prioritization and LRV detection system that enables multiple city and county stakeholders to cooperate to provide LRTtrain prioritization to increase operating speeds.
