“We encourage customers to buy articles at off-peak
  hours (e.g. morning time) to save direct savings from
  the retail store as product discounts”
WHY?
This scheme directly incentivizes the -
Retailer:
      Retailer reduces inventory and stock levels by reducing large orders.
      Retailers are also squeezed for space. This service lets you resize your stock category quantities.
Customer:
      With better leveling on retailer side, the customer can have discounts on products by purchasing at off-peak hours
      Also customers get better access to larger pool of product varieties

HOW?
Retailer:
      With a better customer leveling and customers visiting in off-peak hours, now retailer can reduce the shelf stock level and
       introduce more product varieties. Also, with reduced demand at one time, the inventory levels can be reduced.
Customer:
      Simply by visiting the store at off-peak hour say morning time, you can avail discounts as a result of savings of retailer
       inventory. So, retailer is giving you an incentive to reduce his inventory levels.
