1. The Department of Education (DepEd), through the Bureau of Education
Assessment (BEA) will administer the Early Language, Literacy, and
Numeracy Assessment (ELLNA), National Achievement Test for Grade 6
(NATG6), and National Achievement Test for Grade 12 (NATG12) for School
Year (SY) 2023-2024, pursuant to DepEd Order (DO) No. 55, s. 2016, titled
Policy Guidelines on the National Assessment of Student Learning for the
K to 12 Basic Education Program within the following testing windows:

2. The conduct of the tests is pursuant to DO 022, s. 2023
titled Implementing Guidelines on the School Calendar and
Activities for the School Year 2023-2024 and DO 003, s.
2024 titled Amendment to DepEd Order No. 22, s. 2023
(Implementing Guidelines on the School Calendar and
Activities for the School Year 2023-2024).
3. In accordance with DO 027, s. 2022, titled Conduct of Rapid
Assessment in School Year 2021-2022 for Learning
Recovery as well as in Preparation for the 2024 Baseline
System Assessment, the current Grades 3, 6, and 12
learners of the present SY will be taking the assessments.

4. The ELLNA will be administered to all currently
enrolled Grade 3 learners in public schools, while the
NATG6 will be administered to all public and private
schools, and learners will be sampled in each school. On
the other hand, the NATG12 will be administered to all
currently enrolled Grade 12 learners in public and
private schools.
5. The three assessment programs will be administered on
a paper-based modality to all regional offices (ROs),
schools division offices (SDOs), and schools.

6. In reference to DO 29, s. 2022 titled Adoption of the
Basic Education Monitoring and Evaluation
Framework, DepEd has to identify and articulate
performance indicators and outcomes for measuring
performance in the development of plans and policies.
These indicators and outcomes will be used for the
assessment of the effectiveness and efficiency of the
delivery of education services. The results of system
assessments will serve as evidence for the
improvement of the curriculum implementation.

7. The ELLNA is to be administered at the end of Grade 3
as a key stage assessment to determine if students are
meeting the learning standards in early language, literacy,
and numeracy. The test is in a multiple-choice item
format. Moreover, English, Filipino, and Mother Tongue
shall be the languages for this assessment.

8. The NATG6 and NATG12 are exit assessments under the
national assessment framework of the K to 12 Basic Education
Program. These tests are designed to determine if Grade 6 and
Grade 12 learners are meeting the learning standards in the
Elementary and Senior High School (SHS) curriculum. The exit
assessments shall cover 21st Century Skills (Problem-Solving,
Information Literacy, and Critical Thinking) using learning
areas in English, Mathematics, Science, Filipino, and Araling
Panlipunan as content in NATG6, and the core SHS learning areas
of Science, Philosophy, Language and Communication, Media and
Information Literacy, Mathematics, Humanities, Wika at
Komunikasyon, and Social Science in NATG12. The test design is
progressive in nature wherein test items measure varying levels of
skills in a multiple-choice format using English and Filipino
languages.

9. BEA will manage the national implementation of the ELLNA,
NATG6, and NATG12 with the assistance of the ROs and
SDOs. BEA will conduct a virtual orientation for Regional
Testing Coordinators, Division Testing Coordinators, and SDO
Private School Supervisors on the administration of the tests.
The meeting link will be sent through an advisory.
10. An authorized forwarder will deliver and retrieve the test
materials to and from the SDOs.

11. Health and safety protocols must be followed in all
activities related to the national test administration.

He/She shall administer the test in accordance with
the standardized test administration guidelines in the

• Observes the readiness of the Testing Room
• Accomplishes the Form 2 (Seat Plan) to the
examinees
• Administers the test using the EH
• Maintains appropriate testing discipline inside the
testing room
• Ensures strict adherence to Section 13 of DO 55,
s. 2016
• Accomplishes Form 1 and Form 7
• Checks the contents of the ETRE

Room Examiner (RE)
He/She shall administer the test in accordance with
the standardized test administration guidelines in the
Examiner’s Handbook (EH).
Post Test activities:

• Places inside the ETRE the required TMs
• Submits to CE the ETRE

Room Examiner (RE) He/She shall administer the test in accordance with

assistance to the RE, if there are reported
Learners with Disabilities (LWDs) in the testing
room. He/She is not required if there are no
reported LWDs in the testing room.

He/She shall provide any test-related
assistance to the SH, such as preparation of
the testing rooms.

SAMPLING GUIDELINES
In the SORTtab of the Excel file, prepare a list of ALLGrade 6 learners enrolled in School Year
2023-2024 using Microsoft Excel 365. The list shall include the following information:
● Learner’s Last Name, First Name, and Middle Initial
● Learner’s Reference Number (LRN)
● Class Section
● Sex whether Male or Female
● If with Financial Aid, indicate whether 4Ps (for Public Schools); or GASTPE - EVS/ESC (for
Private Schools).
Also fill in the following details: Name of School, School ID, Name of School Head, and
Position.

The list should look like this:

Highlight the list with the Last Name, First Name, MI, LRN, Class Section, Sex, and Financial
Aid.

In the Excel file, click Sort &Filter.Then, click Custom Sort and click OK.

Refer to the provided Allocation from BEA of Grade 6 learners who will take the NATG6 at the
school.
● The Bureau of Education Assessment (BEA) will prepare and distribute the allocation to
the Regional Testing Coordinators (RTCs).
● The allocation shall be forwarded by the RTCs to the Division Testing Coordinators
(DTCs).
● The DTCs shall refer to the allocation of Grade 6 learners who will take the NATG6 at each
school.
● The School Heads (SHs)/School Testing Coordinators (STCs) shall be responsible for the
selection guidelines on the NATG6 Allocation.
The allocation looks like this:

In the NATG6Learners tab, provide the following information:
● N = total number of Grade 6 learners in the school
● n = sample size of the school (based on Annex A)
● r = random start (1st learner in the sample)

In the NATG6Sampled Learners tab, the name of learners who will take the test will be listed.
Finalizing the actual list of examinees
Step 7
To finalize the actual list of examines, select ALL the columns for the Last Name, First Name,
MI, LRN,ClassSection,Sex,and FinancialAid and paste it in a new Excel file.
Step 8
In the Excel file, click Custom Sort.Sort by SEX(Z to A), then by LASTNAME(A to Z). Click OK.
The SH/STC shall prepare the final list of actual examinees and submit to the DTC for
consolidation.
The consolidated final list of actual examinees in each school prepared by the DTC shall be
forwarded to the RTC.
The final list should look like this:

The CE shall account the TMs in accordance with the following:
a. Collect and account all ETREs assisted by the Supervising Examiner (if
any).
b. Arrange and bundle the TMs accordingly in terms of the following:
• The ETREs should tally with the number of testing rooms.
• A report on the number of ETREs should accompany the bundle.
c. Return to their original plastic bags all used and unused TBs with serial
numbers arranged consecutively. These should be resealed by stapling
the open end of the plastic bag.

The security and integrity of test materials shall be upheld in
the whole process of test administration. This Order rescinds
DECS Order No. 85, s. 1999, “Breach of Security in National
Examinations and Corresponding Sanctions” and DepEd Order
No. 47, s. 2015, “Inclusion of Acts as Violations to National
Examinations.”The following acts are deemed as
violation/infractions of security pertaining to national
examinations in addition to:
1. Reading of test booklets other than by the examinee
2. Supplying answers to examinees
3. Cheating
4. Plagiarizing
5. Loss of test booklets

Any or all of the following sanctions will be imposed on any or all of the
aforementioned violations committed by those involved:
1. Examinees
The degree of violation and corresponding sanction shall be determined
by the Chief Examiner.
a. First and second offenses: reprimand
b. Third offense: Cancellation of test papers/invalidation of test results
2. Testing Personnel
The degree of violation and corresponding sanction shall be determined
by the Schools Division Superintendent.
a. Suspension of salaries and incentives/benefits of those concerned for
one to three months
b. Work suspension
c. In the case of infringement of copyright, legal remedies will be
considered

expenses such as additional travel allowance to some schools,
supplies and materials, communication expenses, etc.
The downloading of PSF shall be by Region.
The breakdown of funding requirements will be emailed to the
Regional Directors once approved by the Office of the
Undersecretary for Finance.

FUND VALIDITY AND EXCESS ALLOTMENT
The validity of the fund is indicated in the Sub-Allotment Release
Order (Sub-ARO). The excess or unused funds may be used to
pay expenses incurred in the implementation of previous and
succeeding education assessments being administered by the
Bureau of Education Assessment (BEA).

  • 4. GUIDELINESONTHE ADMINISTRATIONOFNATG12,NATG6, AND ELLNA 1. The Department of Education (DepEd), through the Bureau of Education Assessment (BEA) will administer the Early Language, Literacy, and Numeracy Assessment (ELLNA), National Achievement Test for Grade 6 (NATG6), and National Achievement Test for Grade 12 (NATG12) for School Year (SY) 2023-2024, pursuant to DepEd Order (DO) No. 55, s. 2016, titled Policy Guidelines on the National Assessment of Student Learning for the K to 12 Basic Education Program within the following testing windows:
  • 5. GUIDELINESONTHE ADMINISTRATIONOFNATG12,NATG6, AND ELLNA 2. The conduct of the tests is pursuant to DO 022, s. 2023 titled Implementing Guidelines on the School Calendar and Activities for the School Year 2023-2024 and DO 003, s. 2024 titled Amendment to DepEd Order No. 22, s. 2023 (Implementing Guidelines on the School Calendar and Activities for the School Year 2023-2024). 3. In accordance with DO 027, s. 2022, titled Conduct of Rapid Assessment in School Year 2021-2022 for Learning Recovery as well as in Preparation for the 2024 Baseline System Assessment, the current Grades 3, 6, and 12 learners of the present SY will be taking the assessments.
  • 6. GUIDELINESONTHE ADMINISTRATIONOFNATG12,NATG6, AND ELLNA 4. The ELLNA will be administered to all currently enrolled Grade 3 learners in public schools, while the NATG6 will be administered to all public and private schools, and learners will be sampled in each school. On the other hand, the NATG12 will be administered to all currently enrolled Grade 12 learners in public and private schools. 5. The three assessment programs will be administered on a paper-based modality to all regional offices (ROs), schools division offices (SDOs), and schools.
  • 7. GUIDELINESONTHE ADMINISTRATIONOFNATG12,NATG6, AND ELLNA 6. In reference to DO 29, s. 2022 titled Adoption of the Basic Education Monitoring and Evaluation Framework, DepEd has to identify and articulate performance indicators and outcomes for measuring performance in the development of plans and policies. These indicators and outcomes will be used for the assessment of the effectiveness and efficiency of the delivery of education services. The results of system assessments will serve as evidence for the improvement of the curriculum implementation.
  • 8. GUIDELINESONTHE ADMINISTRATIONOFNATG12,NATG6, AND ELLNA 7. The ELLNA is to be administered at the end of Grade 3 as a key stage assessment to determine if students are meeting the learning standards in early language, literacy, and numeracy. The test is in a multiple-choice item format. Moreover, English, Filipino, and Mother Tongue shall be the languages for this assessment.
  • 9. GUIDELINESONTHE ADMINISTRATIONOFNATG12,NATG6, AND ELLNA 8. The NATG6 and NATG12 are exit assessments under the national assessment framework of the K to 12 Basic Education Program. These tests are designed to determine if Grade 6 and Grade 12 learners are meeting the learning standards in the Elementary and Senior High School (SHS) curriculum. The exit assessments shall cover 21st Century Skills (Problem-Solving, Information Literacy, and Critical Thinking) using learning areas in English, Mathematics, Science, Filipino, and Araling Panlipunan as content in NATG6, and the core SHS learning areas of Science, Philosophy, Language and Communication, Media and Information Literacy, Mathematics, Humanities, Wika at Komunikasyon, and Social Science in NATG12. The test design is progressive in nature wherein test items measure varying levels of skills in a multiple-choice format using English and Filipino languages.
  • 10. GUIDELINESONTHE ADMINISTRATIONOFNATG12,NATG6, AND ELLNA 9. BEA will manage the national implementation of the ELLNA, NATG6, and NATG12 with the assistance of the ROs and SDOs. BEA will conduct a virtual orientation for Regional Testing Coordinators, Division Testing Coordinators, and SDO Private School Supervisors on the administration of the tests. The meeting link will be sent through an advisory. 10. An authorized forwarder will deliver and retrieve the test materials to and from the SDOs.
  • 11. GUIDELINESONTHE ADMINISTRATIONOFNATG12,NATG6, AND ELLNA 11. Health and safety protocols must be followed in all activities related to the national test administration. 12.   • 12. Delivery Status of TestMaterials Assessment Program Testing Window Delivery Status as of March 7, 2024 NATG12 March 18-22 Delivered to all ROs except for Region 3, Region 4A, 5, and NCR. Target completion of delivery → March 11, 2024. NATG6 April 1-5 Delivered to all ROs and SDOs as of March 5, 2024 except for NCR SDOs. NCR TMs → target delivery to SDOs is on March 18, 2024. ELLNA April 15-19 Delivery will commence on March 11, 2024.

He/She shall provide Schools Division Offices (SDOs) with the list of private schools operating with permit that are to be included in the test administration.   • 30. In the SORTtab of the Excel file, prepare a list of ALLGrade 6 learners enrolled in School Year 2023-2024 using Microsoft Excel 365. The list shall include the following information: ● Learner’s Last Name, First Name, and Middle Initial ● Learner’s Reference Number (LRN) ● Class Section ● Sex whether Male or Female ● If with Financial Aid, indicate whether 4Ps (for Public Schools); or GASTPE - EVS/ESC (for Private Schools). Also fill in the following details: Name of School, School ID, Name of School Head, and Position. Step 1

  • 32. Step 2 Highlight the list with the Last Name, First Name, MI, LRN, Class Section, Sex, and Financial Aid.

Step 4 Refer to the provided Allocation from BEA of Grade 6 learners who will take the NATG6 at the school. ● The Bureau of Education Assessment (BEA) will prepare and distribute the allocation to the Regional Testing Coordinators (RTCs). ● The allocation shall be forwarded by the RTCs to the Division Testing Coordinators (DTCs). ● The DTCs shall refer to the allocation of Grade 6 learners who will take the NATG6 at each school. ● The School Heads (SHs)/School Testing Coordinators (STCs) shall be responsible for the selection guidelines on the NATG6 Allocation.

  • 37. Step 5 In the NATG6Learners tab, provide the following information: ● N = total number of Grade 6 learners in the school ● n = sample size of the school (based on Annex A) ● r = random start (1st learner in the sample)
  • 38. Step 6 In the NATG6Sampled Learners tab, the name of learners who will take the test will be listed.
  • 39. Finalizing the actual list of examinees
  • 40. Step 7 To finalize the actual list of examines, select ALL the columns for the Last Name, First Name, MI, LRN,ClassSection,Sex,and FinancialAid and paste it in a new Excel file.
  • 41. Step 8 In the Excel file, click Custom Sort.Sort by SEX(Z to A), then by LASTNAME(A to Z). Click OK.
  • 42. The SH/STC shall prepare the final list of actual examinees and submit to the DTC for consolidation. The consolidated final list of actual examinees in each school prepared by the DTC shall be forwarded to the RTC. The final list should look like this:

Swapping scheme of TBs in the testing room shall be implemented. For Day 1, the first 15 examinees shall use TB 1, while the remaining 15 examinees shall use TB 2. For Day 2, the Room Examiner (RE) shall swap the TBs. The first 15 examinees shall use TB 2, while TB 1 shall be used by the remaining 15 examinee.

PROGRAMSUPPORTFUNDS(PSF) TOTAL ESTIMATED FUNDING REQUIREMENTS = Total Main Survey Budget estimate + Contingency The contingency may be used (not limited) to pay miscellaneous expenses such as additional travel allowance to some schools, supplies and materials, communication expenses, etc. The downloading of PSF shall be by Region. The breakdown of funding requirements will be emailed to the Regional Directors once approved by the Office of the Undersecretary for Finance.
  • 79. PROGRAMSUPPORTFUNDS(PSF) FUND VALIDITY AND EXCESS ALLOTMENT The validity of the fund is indicated in the Sub-Allotment Release Order (Sub-ARO). The excess or unused funds may be used to pay expenses incurred in the implementation of previous and succeeding education assessments being administered by the Bureau of Education Assessment (BEA).
