This document discusses English as a second language in India. It provides historical context, noting that English became the central language after independence from Britain. This led to questions around the status and role of English. Several committees proposed language policies and plans over time, including the three-language formula of Hindi, Sanskrit, and English. The document also discusses challenges of teaching English as a second language in India, such as students beginning English education too late, limitations of only teaching individual sentences, and cultural barriers in vocabulary.

ACritical Investigation of English Language Teaching in BangladeshMohammad Mosiur Rahman
The 2016 World Bank report on worldwide per
capita Gross Domestic Product (GDP) identified
Bangladesh as a lower middle-income country
based on its consistent GDP growth throughout last
decade (World Bank, 2016). Tomaintain this growth
rate and meet the radical demand for human
resources in increasingly globalised world markets,
the country needs to communicate more effectively
with the outside world. Inevitably, this means
improving the quality of English teaching and learning.
The significance of English, as the global lingua
franca, to Bangladeshi learners is at its zenith. In this
developing country, however, economic constraints
mean that funds allocated to education are limited
compared to many other Southeast Asian countries
(Habib&Adhikary, 2016). Even given the generally
low level of educational standards in Bangladesh
(Islam, 2015), the standard of English language
teaching and learning has decreased alarmingly in
recent years (Hamid, 2011). English language
education in Bangladesh has always been problematic,
despite various attempts to initiate curriculum
reform. As Hamid & Baldauf (2008) point out, the
first of these major shifts in the ELT curriculum
took place in the mid-1990s, when the traditional
Grammar-Translation Method (GTM) was replaced
with a curriculum based on a Communicative
Language Teaching (CLT) model. The principal
objective of this article is to review the major problems
associated with ELT in Bangladesh that have
hindered the implementation of the new CLT curriculum.
We all have good and bad thoughts from time to time and situation to situation. We are bombarded daily with spiraling thoughts(both negative and positive) creating all-consuming feel , making us difficult to manage with associated suffering. Good thoughts are like our Mob Signal (Positive thought) amidst noise(negative thought) in the atmosphere. Negative thoughts like noise outweigh positive thoughts. These thoughts often create unwanted confusion, trouble, stress and frustration in our mind as well as chaos in our physical world. Negative thoughts are also known as “distorted thinking”.

Operation “Blue Star” is the only event in the history of Independent India where the state went into war with its own people. Even after about 40 years it is not clear if it was culmination of states anger over people of the region, a political game of power or start of dictatorial chapter in the democratic setup.
The people of Punjab felt alienated from main stream due to denial of their just demands during a long democratic struggle since independence. As it happen all over the word, it led to militant struggle with great loss of lives of military, police and civilian personnel. Killing of Indira Gandhi and massacre of innocent Sikhs in Delhi and other India cities was also associated with this movement.
The French Revolution, which began in 1789, was a period of radical social and political upheaval in France. It marked the decline of absolute monarchies, the rise of secular and democratic republics, and the eventual rise of Napoleon Bonaparte. This revolutionary period is crucial in understanding the transition from feudalism to modernity in Europe.

3. Historical Perspective of English
English has become centre language, so we can say it is a
symbol of linguistic
centralism. Other languages can be seen as a linguistic
regionalism. After freedom from Britain, the main two
questions aroused.
(1) The status of English,
(2) Relationship of English
Those who knew English demanded English, to achieve this,
conceptual structure developed and it has three parts:
1. Modernization
2. Mythology,
3. language policy
4. Language-planning
To know the importance of ‘language planning’,
Kapil Kapoor has given the example of the
report of the Education Commission of 1964-66. It
says,
“…….most complicated problem that the country has
faced since independence and one that has resisted a
solution. It goes on to add that on account of
educational, cultural and political reasons.”
5. modern
thinking
English
as a
Window
language of
reason,
language of
the world,
science and
technology,
6. Three-language formula-
In 1956, Central Advisory Board on Education proposed
the three-language formula. This idea was adopted at the
chief minister’s conference in 1961 with a modification.
Hindi
Sanskrit
English
Macaulry’s 1813 report in which he has said,
“No Bangalee who undergoes this education has any respect left for anything
Hindu.”
7. English as a library language
The Education Commission, 1964-66,
In higher education, English will be as a library language
and it
should be taught from std.5 though we know that for
many students who come from the rural areas, can’t
begin their study before class 7!!!!
8. Problems of English as a second
language
A second language is generally considered as a language of repeating not for
thinking!!!
Any teacher can’t teach limited language. If he wanted to teach one sentence, he
will have to teach grammar, vocabulary, sentence pattern. There are some conceptual
problems, too.
Cultural Words become barriers
