PROXIMITY WARNING SYSTEMS FOR
EARTHMOVING AND CONSTRUCTION EQUIPMENT AND SITE PERSONNEL
1. Definitions
1.1. “Tag Based Proximity Warning Alert System” or “TB PWAS” shall mean a
set of equipment consisting of Tags to be worn or affixed to personnel or
objects, Sensor(s), Alarm Display(s) to be installed in moving equipment,
and Data Loggers capable of recording historical operational data for the
TB PWAS, which detects objects and personnel within a pre-defined
hazard zone and provides an audible and visible warning to equipment
operator(s) when entry into the zone is detected. It may optionally also
provide audible warning to people entering the zone. (Noted)
1.2. “Tag” shall mean a device worn by personnel or affixed to objects to allow
them to be detected by the TB PWAS sensor(s). (Noted)
1.3. “Sensor” shall mean a device that detects the proximity of Tags and
communicates that information to Alarm Display(s). (Noted)
1.4. “Alarm Display” shall mean a device located in or on moving equipment
that provides a visible and audible display to the equipment operator
indicating that a Tag has been detected entering, or remains present, in
the pre-defined hazard zone. (Noted)
1.5. “Data Logger” shall mean a device that digitally records pertinent historical
operational information regarding the TB PWAS for later analysis, where
such information includes operational status, equipment failure events,
and hazard detection events, and the recorded information includes.
specific equipment and tag identification and date and time of occurrence.

1.6. “Rear View / Multiple View Closed Circuit Camera System” or “RVCCCS”
shall mean a single or multiple camera and display monitor system that
provides a view of blind spots around the equipment to the equipment
operator. It may also optionally perform image analysis to highlight or alert
nearby obstacles including objects or personnel to the equipment
operator. (Noted)

2. 1.7. “Proximity Warning System Equipment” shall mean all TB PWAS and
RVCCCS equipment in use at the Job, Laydown, and Fabrication Sites.

1.8. “Job, Laydown, and Fabrication Sites” means the location or locations in
Saudi Arabia where (a) the FACILITIES are to be constructed (job site),
(b) certain components and Materials for the FACILITIES shall be
temporarily stored (laydown yard), and / or (b) certain components and
materials for the FACILITIES shall be fabricated, assembled, or pre
constructed in proximity to the FACILITIES (fabrication yard). (Noted)
2. Requirements
Unless otherwise directed via a written exception by authorized SAUDI ARAMCO
Company Representative with such direction specifying the locations, dates, and
other particulars of such exception (with such exception based on a documented
risk assessment performed by CONTRACTOR according to SAUDI ARAMCO
Loss Prevention Department guidelines, and approved by SAUDI ARAMCO),
CONTRACTOR shall ensure compliance with the following requirements at all
Job, Laydown, and Fabrication Sites: (Noted)
2.1 Equipment Use Requirements
2.1.1 Use of Both Tag Based Proximity Warning Alert Systems and Rear
View Cameras
All earthmoving and construction equipment at the Job, Laydown,
and Fabrication Sites, including, but not limited to, the following
list, whether owned or operated directly by CONTRACTOR,
Subcontractor, and any Subcontractors thereof, or rented or
provided for the WORK via other agreements, shall have both TB
PWAS and RVCCCS installed, tested, and operating at all times
while the equipment is at the Job, Laydown, and Fabrication Sites.

Examples of earthmoving and construction equipment include, but
are not limited to:
Bulldozer
Roller / Vibratory Compactor
Earthmoving Equipment
Haul and Dump Trucks
Tracked or Wheeled Shovels and Loaders
Tracked or Wheeled Excavators
Scrapers
Motor Graders
Grade All’s
3. Water Tankers
Waste and Fuel Tankers
Tractors
Telescopic Handlers
Backhoe
2.1.2 `Use of Rear View Cameras
All trucks delivering concrete at the Job, Laydown, and Fabrication
Sites, whether owned or operated directly by CONTRACTOR,
Subcontractor, and any Subcontractors thereof, or rented or
provided for the WORK via other agreements, shall have RVCCCS
installed, tested, and operating at all times while the concrete
delivery trucks are at the Job, Laydown, and Fabrication Sites.

2.1.3 Excluded Equipment
Buses, passenger cars, pickup trucks, concrete pump trucks, and
external vendor or supplier delivery trucks (with the exception of
earth hauling trucks, trucks delivering concrete, and other
equipment listed in paragraphs 2.1.1 and 2.1.2) bringing material to
the Job, Laydown, and Fabrication Sites (collectively, “Excluded
Equipment”) do not require installation or use of a TB PWAS or
RVCCCS. (Noted)
2.2 Personnel Use Requirements
2.2.1 All CONTRACTOR, subcontractor (or subcontractors
thereof), and visitor personnel, (excluding operators, drivers,
and crew of Excluded Equipment), while on the Job,
Laydown, and Fabrication Sites, shall be provided by
CONTRACTOR with Tags compatible with the TB PWAS
system in use at the Job, Laydown, and Fabrication Sites
and shall be required to wear them at all times. (Noted)
2.2.2 Any CONTRACTOR personnel without properly worn and
functional Tags shall not be allowed to remain on the Job,
Laydown, and Fabrication Sites as applicable and must
report to the Proximity Warning System Coordinator.

2.3 Equipment Technical Requirements
4. 2.3.1 All TB PWAS must reliably operate in the complete range of
extremes of temperature, humidity, dust, and vibration, and
direct exposure to sun and rain and other environmental
factors which may be present at the Job, Laydown, and
Fabrication Sites. (Comply- All external enclosures are IP-
66-IP67 rated as per design requirements and internal
electronic parts are vibration proof and operate at temp -
20 to +75)
2.3.2 Any TB PWAS employed at the Job, Laydown, and
Fabrication Sites must be able to detect any Tags from a
minimum of at least twelve (12) meters distance, or greater
as determined by CONTRACTOR risk assessment. The
detection range alert threshold for the hazard zone should
be adjustable from a minimum of three (3) meters to the
longest detection range supported by the equipment. The TB
PWAS should detect Tags throughout a three hundred sixty
(360) degree radius of the equipment carrying the installed
TB PWAS Sensor(s) and Alarm Display(s), and activate an
alarm notifying the equipment operator of a hazard.

360 Degrees from the Equipment Threshold)
2.3.3 The TB PWAS detection range threshold adjustment shall be
designed to allow adjustment only be adjustable by
designated CONTRACTOR safety personnel and not by
individual equipment operators.(Comply - Range Gain and
Software Settings controlled by USB through Laptop or
APPS through Bluetooth with a hand held smart phone)
2.3.4 The equipment operator must be able to silence a TB PWAS
audible warning for a particular detection event. However,
another detection event occurring after the silenced warning
should automatically trigger another audible warning.
(Comply- TBPWAS Control Unit has a LED Reset
button/buzzer and once pressed the alarm silences and
records the event and triggers alarm immediately on next
event occurrence).
2.3.5 Tags employed at the Job, Laydown, and Fabrication Sites
shall be non-intrusive, hands free, and integrated or fitted on
personnel high visibility vests, hard hats, or otherwise
conveniently worn, and not interfere with personnel’s ability
to safely perform work. (Comply- Tags are worn on

vibration and Buzzer Built in to alert the intruder)
2.3.6 All TB PWAS equipment at a Job, Laydown, and Fabrication
Sites (Tags, Sensor(s), Alarm Display(s), and Data Loggers)
shall be completely compatible and interoperable.
(Comply).
2.3.7 TB PWAS may employ any suitable signaling method (for
example, infrared or radio frequency identification) which is
robust and not subject to interface from other equipment at
or near the Job, Laydown, and Fabrication Sites, and which
does not interfere with the operation of other equipment at
the Job, Laydown, and Fabrication Sites.(Comply- Uses
RFID signaling Method, safe and 100 times less harmful
than mobile phone waves).
2.3.8 Any RVCCCS must provide:
2.3.8.1 The ability for the equipment operator to view the
area behind the equipment through a minimum overall
viewing angle of one hundred sixty (160) degrees centered
on the rear of the equipment, to a distance of at least ten
(10) meters (Comply)
2.3.8.2 A minimum of four color camera inputs to a color
display for the equipment operator which shall be of
minimum 7” diagonal screen size, with the capability of
monitoring all cameras simultaneously on the same display
with adequate resolution and color rendition to allow the
easy visual identification of hazards around the vehicle
(Comply)
2.3.8.3 The ability to operate effectively in low light
environments (illumination greater than or equal to 5 foot-
candles or 54 lux). (Comply- Cameras are Fitted with IR
for night vision and low lux viewing up to 10 meters)
2.4 Operation and Maintenance Requirements
2.4.1 CONTRACTOR shall designate a Proximity Warning System
Coordinator within its safety organization who shall have
responsibility and authority to supervise and direct the
6. procurement, installation, training, use, maintenance,
effectiveness, and performance monitoring of the Proximity
Warning System Equipment. The Proximity Warning System
Coordinator and any other CONTRACTOR personnel
responsible for installation, training, maintenance, or
performance monitoring shall receive appropriate training
from the Proximity Warning System Equipment
manufacturer(s) or their authorized agents. (Comply- Vigil
Sitesafe Trained System Integrators and training staff will
provide all possible back up and training to contractors)
2.4.2 CONTRACTOR shall establish a process to positively verify
that all personnel’s Tags are correctly worn and functioning
each day prior to the start of a work shift, or upon entry to
the Job, Laydown, and Fabrication Sites for visitors and
other personnel not regularly at the Job, Laydown, or
Fabrication Sites for entire work shifts. (Comply- Tag
power check and signal test device will be provided to all
contractors which shall be used by all workers before
entering the site)
2.4.3 CONTRACTOR shall establish a process to positively verify
and document that all Proximity Warning System Equipment
installed on earthmoving and construction equipment is
operating correctly at the beginning of each day.(Noted-
system usage best practice process documents will be
given to the contractors)
2.4.4 CONTRACTOR shall ensure that for all equipment on the
Job, Laydown, and Fabrication Sites, the TB PWAS alert
threshold detection range shall be set to a distance of six (6)
meters unless otherwise determined by a CONTRACTOR
risk assessment which shall be approved by an authorized
SAUDI ARAMCO Company Representative. (Noted)
2.4.5 CONTRACTOR shall ensure that proper maintenance of the
Proximity Warning System Equipment is performed
according to the specification of the manufacturer(s) to
ensure that the equipment operates correctly and effectively,
with verification of such operation to be certified and
documented by the manufacturer(s) or their authorized
agent(s). Earthmoving and construction equipment or
personnel without correctly operating Proximity Warning
System Equipment shall not be permitted to access or
perform work at the Job, Laydown, and Fabrication Sites.
7. (Noted- Post Installation and Testing, Training
parameters and system use procedures will be given to
contractors by Vigil Site safe authorized training
personnel, Calibration certificate will be issued by Vigil
Sitesafe)
2.4.6 CONTRACTOR shall ensure that all equipment operators
shall be provided with training on the purpose, use, and
maintenance of TB PWAS and RVCCCS prior to operating
any equipment with the system installed, and the
administration of such training shall be documented in the
project safety records (Noted- Best Practice Training
Parameters Included)
2.4.7 CONTRACTOR shall ensure that all personnel using Tags
shall be provided training on the purpose, use, and
maintenance of the Tag prior to entering the Job, Laydown,
and Fabrication Sites, and the administration of such training
shall be documented in the project safety records. (Noted-
Best Practice Training Parameters Included)
2.5 Normal and Incident Trend Reporting and Investigation
Requirements
The Proximity Warning System Coordinator shall conduct weekly,
and monthly trend reporting of any incidents, including “near
misses,” that either activate proximity alarms or should reasonably
have activated such alarms shall be investigated and such
investigation shall document the status of installation, use,
operation, maintenance, and effectiveness of the Proximity Warning
System Equipment, including any data recorded by Data Logger
equipment.(Comply- Inbuilt Data Logger records up to 10,000
events all history logs data is recorded with the following in Xcel
format (Tag#/Time&Date/Event/Parameter) for near misses
evaluation downloadable via USB or Mobile APP).
3 No Release
Compliance with the requirements set forth herein regarding
Proximity Warning System Equipment shall not excuse
CONTRACTOR for compliance with safety requirements set forth in
Schedule D of this Contract, or any other terms and conditions of
this Contract (Noted).
